1.0NTPC invites Online Bids on ‘Single Stage Two Envelope’ bidding basis (PART-I: Techno-Commercial Bid & PART-II: Price Bid) from eligible bidders for SUPPLY, INSTALLATION AND AMC OF CAMPUS WIDE NETWORK (PHASE#2, as per scope of work.

5.0Qualifying Requirements :
1.0Qualifying Requirements
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
5.1Bidder should either be a Company registered under the Companies Act, 1956 or a Partnership/Proprietorship Firm
5.2Financial Criteria:
5.2.1The intending bidder should have executed/completed similar type of work (mentioned at Sl no 5.3) in last 7 years ending last day of the month previous to the month of NIT having minimum contact value as indicated below:
(a)Three executed/completed contracts as above of cost not less than Rs. 38.60 Lakh each
OR
(b)Two executed/completed contracts as above of cost not less than Rs. 48.25 Lakh each
OR
(c)One executed/completed contracts as above of cost not less than Rs. 77.20 Lakh each
Note:
a.Executed Work Means: Value of actual executed portion of a Contract and not the total Contract value. In case of a Contract under execution as on the date of Techno- Commercial Bid opening, the actual executed portion of the Contract till the date of Techno-Commercial Bid opening duly certified by Owner shall be considered.
The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of bid opening, shall not be less than Rs 96.51 Lakh (Rupees Ninty Six Lakh Fifty one Thousand only). For Computation of annual turnover AMC period has not been taken into consideration for determination of completion period.
5.2.2In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be
considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification:
i.Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.
ii.A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the bid documents, stating that the unaudited unconsolidated financial statements form part of the Consolidated Annual Report of the company.
In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.
5.2.3Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/ his collaborators/ associates/subsidiaries/group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.
NOTES: Other income shall not be considered for arriving at annual turnover.
5.2.4Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
5.2.5NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
5.3Technical Criteria:
a.The bidder should be an OEM/OES of Network Active Components (Data Switches) for minimum 5 years and should have a registered office in India for preceding five or more years as reckoned from the date of bid opening.
b.Bidder (OEM) should have an installation base of his active networking products (Data Switches) based on the criteria mentioned below:
OEM active networking product(s) (Data Switches) must have been installed in India against at least five different LOAs placed on Bidder or his solution partners. These LOAs should include at least one chassis switch & installation of total 400 LAN nodes (PO copies to be submitted).
OR
The bidder should be among the top two levels of partnership program / relationship with the OEM of Network Active Components (Data Switches) meeting the criterion
as per 5.3 (a) & 5.3 (b) above. Bidder should have authorization from above OEM to bid for this contract specifically and should quote.
Network Active Components (Data Switches) from this OEM only. (Certificate regarding top two level partnership programs to be submitted duly certified by OEM).
(Authorization letter from OEM shall also to be submitted)
c.The intending Bidder should have executed/completed at-least Two numbers LOA / Purchase Order in India, each having a minimum of 300 number Active Switch ports (Data Switches) (total of all installed switch ports) in any combination of Fast Ethernet, Gigabit Ethernet, 10GE Ethernet, Fiber optic and laying of cable as on the date of bid opening, where the scope of work included Supply and Installation of LAN system (including active and passive devices) and having Network Active components (Data Switches).
d.The OEM should be ISO 9001:2008 and ISO 14001 certified.
6.0NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder /intending bidder shall have any claim arising out of such action.
7.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favor of NTPC Ltd., Payable at Barh or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.
SSI units of Bihar/MSME / SSI units (of other states) registered with the National Small Scale Industries Corporation shall be exempted from the payment of Earnest Money Deposit. Tenderers seeking exemption should submit a Photocopy of valid registration certificate preferably attested by Notary/Gazetted Officer/ Magistrate 1st class, giving details such as validity, stores etc failing which they run the risk of their tenders being passed over as ineligible for this concession.
Note: No hard copy of Bidding Documents shall be issued.
8.0Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the bid opening.
9.0Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible
