1.0NPGC invites off-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.

5.01) Bid Security / EMD is to be paid in the form of Demand Draft (DD) drawn in favour of “NPGC Pvt. Ltd.” Payable at “SBI

Majhiawan Branch Code-17074”

2)An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security / EMD. Pro-forma of the Bank Guarantee is given in bid documents.

(* List of banks is given in tender documents in annexure-1)

5.1Bid Security, Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as asked by NPGC are to be submitted as attachments

with the bid. The Bid security shall remain valid for a period of 45 days beyond the original bid validity period or beyond any extension in the period of Bid validity subsequently requested.

6.0EMD / Bid Security of inadequate-value / unacceptable form shall not be entertained and such bids shall not be opened.

7.0a) Micro & Small Enterprises (MSEs) having registration with District Industries Centre (DIC) or Khadi and Village Industries Commission (KVIC) or Khadi Village and Industries Board (KVIB) or Coir Board or National Small Industries Commission (NSIC) or

Directorate of Handicrafts and Handlooms or any other body specified by Ministry of MSME shall be exempted from payment of tender cost / Earnest Money Deposit. Such parties can send the request for Tender Documents along with self attested copy of certificates.

b)Micro & Small Enterprises (MSEs) who are having Udyog Aadhaar Memorandum through online registration with Ministry of MSME shall also be exempted from payment of tender cost / Earnest Money Deposit.

c)Tenderers seeking exemption of Bid security should forward a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits etc. duly notarized/authenticated by the registering authority (where the MSE had been registered) to the Package Coordinator at the address given below at least seven working days prior to document sale close date for getting the authorization for participating in the tendering. They shall also attach copy of the certificate duly notarized/ authenticated by the registering authority in place of EMD/Bid Security with their bid.

8.0Qualifying Requirement

8.1Technical Criteria

Apart from satisfactory compliance of the requirements stipulated elsewhere in purchase enquiry, the following qualifying requirements (QR) are to be met by the bidders for consideration for evaluation of the price bids

The bidder shall be manufacture /authorized dealer of Scientific Laboratory Testing Instruments/Equipments for testing & analysis of De-mineralized (DM) water, which shall include Spectrophotometer, Air Oven, Digital pH Meter, Digital Conductivity Meter, Electronic Analytical Balance, Orsat Gas Analyser, Turbidity Meter, Karl Fisher Moisture Analyser, Particle Counter, covering the offered items.

(In support to the above, in case of authorized dealer, a photocopy of valid authorization certificate of OEM/Principal shall be submitted along-with the bid)

8.1.2The bidder should have successfully executed supply & installation of similar Scientific Laboratory Testing

Instruments/Equipments for DM Water & Boiler Water cum Steam Testing /Analysis during the last 7(seven) years ending last day of the month previous to bid opening date, with either of the following order value;

a)Three order of value for INR 13.98 Lacs or above each

OR

b)Two orders of value for INR 17.47 Lacs or above each

OR

c)Single Order of value for INR 27.96 Lacs or above

Note: Similar Scientific Laboratory Testing Instruments/Equipments means any such instruments/equipments for testing & analysis of De-mineralized (DM) water shall also include Spectrophotometer, Air Oven, Digital pH Meter, Digital Conductivity Meter, Electronic Analytical Balance, Orsat Gas Analyser, Turbidity Meter, Karl Fisher Moisture Analyser, Particle Counter.

8.2Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Bid opening shall not be less than INR: 3494470/- (Indian Rupees Thirty Four Lacs Ninty Four Thousand Four Hundred Seventy only).

9.0Following credentials are to be submitted by the bidders along with bid documents in support of meeting the qualifying requirement as stipulated for the package.

a)Legible Copies of Purchased Order with Bill of Quantities of similar nature, job completion certificate clearly indicating the executed quantity of the order.

b)Audited Balance sheet and Profit & Loss account. Provisional copy of balance

sheet or turn over sheet, certified by practicing C.A. for the last three financial years, reckoned from the date of technical bid opening may also be accepted.

c)Sales Tax Registration Copy

d)PAN Card (Copy)

NOTES:

(i)Other income shall not be considered for arriving at annual turnover.

(ii)Original documents for verifications shall be produced as and when called for.

10.0Documents submitted by the Bidders shall be clearly readable /comprehensible. NPGC reserves the right to discard incomplete/insufficient/unreadable documents and evaluate tenders on the basis of balance documents available with the bid which are comprehensible, relevant & acceptable.

11.0Notwithstanding anything stated above, the owner reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of NPGC, and decision of NPGC in this regard shall be final.

12.0Bidders are requested / advised to check the Qualifying Requirements (QR) of the subject tender before downloading / buying the tender document online.

13.0Participation in the tender does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the bidder who is not meeting the qualifying requirement shall be treated as non-responsive.

14.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

15.0NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. EMD only shall be returned without any additional financial liability to NPGC.

16.0Tender documents are not transferable. Issuance of tender documents does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of Technical Bid and the Price bid(s) of the bidder(s) who do not meet the Qualifying Requirements shall not be opened and the same shall be returned to the bidder(s) without being opened.

17.0If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next working day.

18.0NPGC shall not be responsible for any postal delay / loss / damage or non-delivery of bids.

19.0Prospective bidders from Bihar State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

20.0Other terms and conditions of tender shall be as contained in Bid Documents.
