bidder would require

5.0 Brief Scope of Work & other specific detail

Sub: Biennial maintenance contract for Stage-I Ash dyke of TSTPS, Kaniha.

Power Station is a Unit of NTPC, in Kaniha block under Talcher sub- division of Angul district

of ODISHA.

STAGE-I : 2 Units each 500 MW = Total 1000 MW

STAGE-II : 4 Units each 500 MW = Total 2000 MW

TECHNICAL FEATURES :

Biennial maintenance contract for Stage-I ash dyke of NTPC Ltd, Talcher-Kaniha, is to be carried out at St-I Ash Duke of TSTPS.(2X500MW) and its periphery area.

The major items involved are Earthwork in banking, grass cutting, growing of vegetation/plantation of grass on pond ash (inside the operating lagoons) to stop fugitive emission from identified areas.

WBM for repairing of existing dyke roads and its periphery roads for smooth movement of vehicles.

Supply of sand/ash/earth bag filling & USW are there to cater during emergency situation.

All the misc. works/maintenance works required for smooth discharge of ash slurry at St-I ash dyke.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase ofbidding documents.

7.0 Qualifying Requirements for Bidders:

The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfil the following Qualifying Requirements:

7.1

Technical Criteria:

(i)

The

bidder must

have

executed/completed similar works during

last seven(07) years ending last day of month

previous

to the date of

NIT

having minimum contract value as indicated

below :

a. One order value, not less than Rs.38 Lakh

OR

b. Two orders, each of value not less than Rs.24 Lakh

OR

c. Three orders, each of value not less than Rs.19 Lakh

Similar work means: Civil Maintenance/ Miscellaneous civil works.

7.2 Financial Criteria:

The average annual turnover of the bidder in the preceding three (3) completed financial years shall not be less than Rs.48 Lakh.

NOTE:

(i) The work/order executed means the bidder should have achieved the criteria specified in the QR, even if the total contract/order is not completed/ closed. In case of contract/order under execution as on last date of the month


proceeding the month of publication of NIT, the value of work/order executed till such date will be considered.

(ii)Other income shall not be considered for arriving at Annual Turnover.

(iii)In cases where audited results of the last

financial year as on the date of techno commercial bid opening are not

available, the financial result certified by a

practicing Chartered Accountant shall be considered acceptable. In case,

Bidder is not able to submit the certificate

from practising charted accountant certifying its financial parameters, the

audited

results of the consecutive financial year preceding the last financial year shall be considered for evaluating the

financial

parameters.

8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

Earnest money deposit (EMD):

B. The EMD offered shall, at bidders option, be in the form of (i) A Crossed Demand Draft/Pay Order/Bankers Cheque in favour of NTPC Limited payable at SBI, Telesingha (code-6257) or UCO Bank Kaniha (code-0909) or UCO Bank Deepshikha (code-1889) or (ii) directly through the payment gateway at our SRM site or (iii) an unconditional and irrevocable Bank Guarantee (BG) from any of the banks specified in the bidding documents.The format of Bank Guarantee towards bid security shall be in accordance with the #Proforma for BG#included in the bidding documents. While getting the Bank Guarantee issued, Bidders are requested to ensure compliance to the points mentioned in Bank Guarantee

Verification Check List in the

bidding documents. Bidders are required

to fill up this check list and enclose the same

along with the bank guarantee.

EMD for an amount less than or equal to

Rs.50,000.00 shall not be accepted in the form

of bank guarantee. EMD shall not be accepted in any other form or ( iv) The proof of MSE Registration (copy SELF CERTIFIED IN ORIGINAL by signing authority) must be submitted OFFLINE sealed in a separate envelope duly marking the envelope as "ATTACHMENT-1: BID SECURITY.

C. The bid security shall remain valid for a period of forty five (45) days beyond the original bid validity period or


beyond any extension in the period of bid validity subsequently requested.

D. ANY BID FOR WHICH AN ACCEPTABLE BID SECURITY (BANK DRAFT/ BG/ PROOF OF SELF CERTIFIED MSE REGISTRATION, IN ORIGINAL) HAVE NOT BEEN SUBMITTED; BEFORE THE BID SUBMISSION DATE AND TIME AS MENTIONED IN NIT, SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND BID SHALL NOT BE OPENED.

E. Benefits to MSEs : Micro and Small Enterprises (MSEs) registered

with

District Industries Centres or Khadi and

Village Industries Commission or Khadi and Village Industries Board

or

Coir Board or National Small Industries

Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit.

The benefit as above to MSEs shall be available only for goods / services produced & provided by MSEs for which they are registered.

MSEs seeking exemption and benefits should enclose a attested / self certified copy of valid registration certificate, giving details such as validity, stores/ services etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.

Implementation of Public Procurement Policy For Micro and Small Enterprises (MSEs) order # 2012.

For the procurement of services or supplies where splitting of quantity is

not

possible,

the award

shall be made as

follows:

a) Award shall be given to L-1 bidder if L1 bidder is a MSE.

b) In case L1 bidder is not

a MSE, then all the MSE vendor(s) who have quoted

within

the

range

of

L1

+

15%,

shall

be given the opportunity in

order of their ranking (starting with the lowest quoted

MSE bidder and

so

on)

to

bring

down

its price to match with L1

bidder. Award for full quantity shall be placed

on

the MSE

vendor who

matches its

price

with L1 bidder at the price quoted by L1 bidder.

c) If no MSE vendor who has quoted within range of L1 + 15% accepts

the

price of

L1

bidder

then the

award

shall

be made to the L1 bidder.

Micro and Small Enterprises (MSEs) registered for similar works shall be

exempted

from

payment

of

tender cost /

Earnest Money Deposit.

FOR TENDER FEE EXEMPTION: MSEs seeking exemption should enclose a Self Certified Photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (CS) at the address given above at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the e-tendering.
