5.0Brief Scope of Work & other specific detail
The work shall be executed in Township Area of NTPC Mouda STPP. The work is to execute patch repair of BT Roads at Township Area NTPC Mouda, as given in BOQ. Work includes:
1.Excavation and Carriage of earth: Excavating undulated road portion & carriage of the same at locations as directed by EIC
2.Road Repairing Work: Repairing of pot holes by filling BPM & BM material
3.Road Re-carpeting work: 2.5 cm Premix Carpeting at BPM, BM portion and other damaged areas
4.Dismantling and re-fixing of Kerb Stone & Paver Blocks: Damaged kerb stones and paver block area dismantling and re-fixing of the same with proper drainage arrangement of rainwater
5.PCC 1:2:4, Shuttering and Providing RCC Pipe 150 mm dia: PCC 1:2:4, its shuttering and providing RCC pipe at some locations for proper drainage system of rain water
6.PCC 1:4:8, Shuttering and Providing RCC Pipe 300 mm dia: PCC 1:4:8, its shuttering and providing RCC pipe 300 mm dia for cable crossing
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:
The bidders are required to fulfil the following:
1.The bidder should have executed contract(s) of #Bituminous Road Works# of following values, during the last seven (07) years as on the date of bid opening in
(a) Single Contract of value not less than INR 164.00 Lakhs OR
(b) Two contracts of value not less than INR 102.00 Lakhs each OR
(c) Three contracts of value not less than INR 82.00 Lakhs each
2.The average annual financial turnover of the Bidder during the preceding three (03) financial years as on the date of bid opening shall not be less than INR 205 Lakhs (Rupees two hundred five lakhs only).
3.In case the bidder is not able to furnish its audited financial statements on stand-alone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder further furnishes the following documents in substantiation of its qualification:
3.1.Copies of unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the holding company.
3.2.A certificate from CEO/ CFO of the holding company, as per the format enclosed in the bid documents, stating that the unaudited unconsolidated financial statements form part of the consolidated annual report of the company.
4.In case where audited results for the last financial year as on the date of bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from CEO/ CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of Techno-commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
Note:
1)Other Income shall not be considered for arriving at annual turnover.
2)Notwithstanding anything stated above, the Employer reserves the right to undertake a physical assessment of the capacity and capabilities including financial capacity and capability of the Bidder/ his Collaborator(s)/ Associate(s)/ Subsidiary(ies)/ Group Company(ies) to perform the Contract, should the circumstances warrant such assessment in the overall interest of the Employer. The physical assessment shall include but not be limited to the assessment of the office/ facilities/ bankers/ reference works by the employer. A negative determination of such assessment of capacity and capabilities may result in the rejection of the bid.
3)The word #executed# means that the bidder should have achieved the criteria specified in the above Qualifying Requirements within preceding seven (07) years period, even if the contract has been started earlier and/ or is not completed/ closed.
4)Reference work executed by a bidder as a sub-contractor may also be considered provided the certificate issued by main contractor is duly certified by project authority specifying the scope of work executed by the sub-contractor in support of the qualifying requirement.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
