1)Name of Work : For Coal Liaisoning and Loading Supervision at CCL & ECL sidings , ensuring no loss during transportation through railways & unloading at for NCPS-Dadri for 12 months .

Introduction : General information of indigenous coal procurement for NCPS Dadri.

NCPS Dadri has FSA with:- M/s CCL-44 lakh MT per year & M/s ECL - 33.32 lakh MT per year.

Party will co-ordinate with concerned Railway offices (mentioned below) for smooth coal transportation for NCPS/Dadri. The concerned Railway offices are like: HAJIPUR, KOLKATA, BARKAKANA, DHANBAD, TUNDLA, MUGHALSARAI, ALLAHABAD, RAIL BHAVAN, ALIGARH.

Normally our rakes come through: Mughalsarai – Allahabad – Kanpur route, however in some cases it may vary.

Linked mines in CCL – Bachra (major). But CCL also supplies coal from RCM, KDH, DHORI, PATRATU, RAMGARH, TORI, KHALARI, SONDA, KATHARA,RAJRAPPA any other as per loading by CCL.

Linked Mines in ECL- PANDAVESWAR, POCP, SONEPUR BAZARI, SALANPUR, ANY OTHER SITES IN RANIGANJ AREA AS PER ITS CONVINEINCE.

2.Objectives : NTPC Dadri planning to award a contract for coal liaisoning and loading supervision at CCL & ECL sidings , ensuring loss reduction during transit through railways .

3.Scope of Work , Terms & conditions:

Coal is loaded at different sidings of CIL(CCL&ECL). After loading, the same is weighed at in-motion/ static weighbridges installed at or near various sidings. The RR is generated based upon this weight. The coal rake, when reaches stations, are being weighed again. Weighment of coal rakes at NCPS-Dadri is under the scope of NTPC, agency may witness the weighment of loaded/empty rakes. The main focus of the scope is to reduce the gap in the weight of coal received at station end to that of RR weight.

The main scope of work in general comprises as follows:

Loading and weighment of all the rakes loaded for NTPC Dadri and ensuring quantity of coal billed by coal company to reach NCPS with no loss.

Ensuring weighment of all rakes loaded for NCPS station.

Ensuring no loss of coal during transportation of rakes from CCL & ECL siding to NTPC Dadri.

Ensuring that the difference between RR/billed weight and weight measured at station end is minimal.

Ensuring calibration of weighbridges at colliery end on regular basis.

Assisting in arranging test wagon for calibration of weighbridges at station end.

Monitoring various activities of weighbridges at colliery and station end.

Updating NTPC on status of weighbridges at colliery end on regular basis.

Taking up with coal company regarding difference in weight of coal at loading and unloading ends.

Co-ordination with railways regarding works related to weighbridges for ensuring availability and reliability.

Communicating with NTPC by email/SMS/reports on real time basis regarding the above issues and any other co-ordination related to loading/unloading of coal.

4.WEIGHMENT OF RAKES AT LOADING POINTS:

The agency should have full fledged office in CCL & ECL sidings. They should deploy at least one supervisor round the clock to monitor the complete process from the start of coal loading into wagon till the release of rake after weighment.

Agency shall ensure that all wagons dispatched to NTPC are weighed at Loading Point’s weighbridge and print out is available for such weighments. A copy of the printout along with RR is to be send to stations in advance.

In case of un-weighed wagons, the same shall be reported to NTPC and coal co immediately.

In case the weigh bridges at CCL & ECL sidings are out of order, the weighment shall be at the nearest available in-motion weighbridge. For this, the agency should have information about the complete railway/coal company network. The Railway weigh bridges used for loading should also be monitored by the agency for its healthiness and calibration. Any abnormalities will be brought into the notice of NTPC, Railway and concerned Coal co.

5. QUANTITY ASSURANCE

The prime responsibility of the agency is to ensure that the quantity of coal billed by coal company reaches NTPC Dadri without any difference.

The agency shall co-ordinate with Coal company and ensure the correctness of the weight of Coal loaded into each rake at loading points as per RR and should ensure that the same quantity of Coal is delivered at NTPC Dadri.

For the purposes of payment of running bills to the agency, the weighment at weighbridges installed at NTPC Dadri or RR weight whichever is less shall be considered.

In case any rake is not weighed at station end, then the average weight of the weighed rakes supplied in the preceding fortnight shall be considered as the basis for weighment of such un-weighed rake. For the purpose of above, said average weight or the RR weight whichever is less shall be considered.

In case any wagon is not weighed then the average weight of the weighed wagons at station end in that particular rake shall be considered as the basis for weighment of such un-weighed wagons. For the purpose of above, said average weight or the RR weight whichever is less shall be considered..

The agency should monitor the difference in weighment siding wise/ machine wise so that the overall scenario can be presented to the coal co for rectification.

6. LOSS DURING TRANSPORATION:

The agency should monitor the route of the rake movement. The agency should identify the critical locations where such theft occurs. If any theft is observed, the same should be eliminated with the help of local administration and railways.

It will be mandatory on part of the firm to have adequate infrastructure required to prevent loss of coal en- route at sensitive locations/sections. The firm will lodge complaints with Railways/other concerned Civil Authorities/Local Thana/Police (for FIR) of the area where loss of coal is detected under intimation to Coal Coordination group of NCPS for liaisoning with appropriate authorities

If required, the agency should deploy his manpower with the rake to prevent any pilferage in transit.

7. WEIGH BRIDGES AT LOADING SIDINGS:

The agency should closely monitor the various activities of weigh bridges.

The agency shall coordinate and witness the calibration of weighbridges located at the colliery siding and produce the certificates issued by Weights & Measurement Department from time to time.

They should monitor the healthiness of the weighing machine and any abnormalities should be brought into the notice of NTPC and coal co immediately.

The agency should see whether the weighbridges are as per RDSO or not. If any deviation from RDSO is observed, the same should be brought into the notice of NTPC Dadri and CIL(CCL&ECL).

The agency should ensure that the rakes are not weighed by weigh bridges whose performance is not satisfactory or whose calibration certificate has expired.

The agency should update NTPC regularly about various activities related to weigh bridges i.e., installation of new weigh bridges, track renewal work at or near weigh bridges, visit of railway/coal co or other officials for weigh bridges etc.

8. WEIGHBRIDGES AT STATION END (NTPC Dadri)

Test wagons are used for calibration of weighbridges installed at station end. The agency would assist station in arranging test wagons for this.

The agency should ensure that the speed of the Railway rakes at NTPC owned weigh bridges are limited to 10KMPH.

9. Party will supervise the coal loading process ensuring that coal is properly sized not above 100x100 mm, free from excessive moisture, lumps, stones, shale, clay, mud and other foreign materials and coals are loaded as per permissible carrying capacity of wagon. If the coal companies loaded the inferior quality of coal and overloading the wagons also then the agent will lodge complaints/protest and will maintain a record for such observations and will arrange for rectification at the earliest. They will give information to NCPS Dadri regarding complaints lodged, action taken and resumption of coal supplies after rectification.

10.Agency will assist NCPS Dadri Authorities for taking up various issue time to time with Coal Companies and Railway Authorities regarding matters related to supply of coal and to resolve disputes if any, in this regard.

11. Party will intimate the NCPS Dadri regularly for the actions taken for achieving desired results under this contract. They will intimate, following information through fax/courier/telephone:-

i)Daily forecast / pipeline position of coal rakes.

ii)Daily position of rakes offered, allotted, under loading, under movement etc.

12..Agency will provide monthly statement of particulars of all the rakes dispatched during a calendar month in the format to be prescribed by NCPS Coal Coordination group.

13.They will render general services such as liaison with suppliers (CCL and ECL & its subsidiaries), carriers (Railways) and other agencies in connection with dispatch of coal.

14.Agency will supervise the loading of coal in wagons in proper quantity in such a way that penalties on account of overloading (POL) / backward movement for removing excess loading or idle freight are minimized, keeping in view that Railways revise permissible chargeable weight of wagons from time to time irrespective of the load capacity of wagons.

15.The party will fax/e-mail the data such as R/R number, date of loading, number of wagons, Name of colliery, actual weight, POL quantity, specified wagon numbers for identification of rake for NCPS Dadri (if required).

16.The firm will pursue with Coal Companies ensuring that the crushing and screening arrangement at the collieries are in order, in the event of non working of such arrangements, the firm will lodge complaint with the concerned Authorities of collieries for getting faults rectified under intimation to the power station.

17.Normally NCPS Dadri receives coal bills along with RRs. through Dak postal delivery but whenever required the necessary bill and R/R details are to be faxed (if required time to time)by the agency to NCPS Coal Coordination group.

18.The firm will help NCPS/Dadri for the selection of collieries for coal supplies to the plant whenever required and would arrange for transfer of collieries producing inferior quality to the collieries producing requisite quality of coal.

19.. The firm will make effort (by liaisoning with Railway) to avoid rake diversion until unless they get any written consent from NTPC.

20. Agency will be responsible for all labour laws, EPF, ESI and safety rules as applicable from time-to- time.

21.The payment under the contract will not be applicable on the diverted IN or OUT rakes of NCPS/Dadri and including the missing, unconnected coal rakes/wagons.

22 The total coal quantity to be loaded in twelve months is approx. 77.32 LMT from CCL & ECL ( based on yearly requirement) & this coal qty may vary depending upon the requirement as per schedule given & availability of coal at mine end.

23.Agency will also follow other related activities as instructed by EIC.

24.Other terms & conditions will be as per GCC of contract.

25.Contract period is for twelve(12) months.

26.Penalty:

(i) In respect of payment to the Coal Company towards value of the Coal, the amount equal to the price of the Coal shortage in the rake shall be recovered from the agency.

(ii) In a condition when the wagons are not weighed for any reason at loading end, the agency (on behalf of NCPS Dadri)will intimate Area Manager of Coal Company for non-weighment and get it endorsed. Also agency will intimate to NCPS Dadri for the same at the earliest (within 24 hours) otherwise a token penalty of Rs.5,000/- per rake will be imposed.

27. Purpose of inviting of EOI.

Through this EOI, NTPC Dadri intends to indentify the probable agencies who are interested for the subject work against the below mentioned conditions:

To minimize the transit loss of coal.

The amount of cost of total coal shortage quantity to be deducted from the bill of the agency.

28. Eligibility

Agency(s) of repute to meet any of the following criteria are invited to submit their application for OEI:

Experience of providing services for dispatch of coal from various mines by Railways only.

The bidders should have established offices at site such as CCL /Ranchi, ECL /Asansol, etc.

Bidders should have executed similar type of work.

No sub contractor will be allowed.

29. You may note that NTPC reserves the right, solely at its discretion to modify or annul the Process without assigning any reason whatsoever.
