3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at LUCKNOW or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

SCOPE OF WORK FOR Guest houses and office pantry at NRHQ, Lucknow and running and maintenance of transit camp, office pantry of Bilhaur Project.

5.1. The Guest House/Transit Accommodation at Lucknow consists of 14 rooms,03 nos of dormitory, drawing cum dining area, verandahs and kitchen in two nearby different locations.

Similary 03 rooms in Bilhaur Guest House, drawing cum dinning area & Kitchen & 05 rooms and toilets in office.

5.2 Provision of Caretaking of Guest House including reception (front desk), facilitating accommodation and allied services for comfortable stay of employees/guests of NTPC Limited and catering and providing catering services in NTPC NRHQ office during normal office hours on all weekdays are the main activities of this contract.

5.3. Reception Services : The following reception services will be ensured by the agency :

i)Manage the Reception counter by a professional and experienced person to attend the guest(s) and attend the telephone calls / enquiries with decent and hospitable manner.

ii)Allot the rooms in the Guest house as per the directive received from the Guest House In-charge

iii)Maintain the check-in and check-out Registers/Records;

iv)Maintain the Complaint/Feedback Register which should be readily available on demand;

v)To Report the Room-wise Occupancy status every morning to the Incharge Guest house;

vi)To ensure overall cleanliness in the surrounding areas of the Reception Counter, sitting area;

vii)To Report non functional electrical gadgets (Geyser, Fan, lights, AC etc) and civil / plumbing related complaints of the rooms and other common areas to the Incharge, Guest house. A register to be maintained for this purpose, room-wise and the same to be brought to the notice of the Guest house- Incharge, daily.

viii)Further, the payment from the guests for stay, meals etc, as per applicable rates will be collected by the agency or their representatives by issuing proper receipt on behalf of NTPC Limited and the collected amount will have to be deposited by the agency in Bank on weekly basis and forward copies of receipt to HR and Finance. In this regard the agency is required to maintain a proper room rent register or/and computer generated report, as per the instruction of the Guest House incharge.

ix)The reception should be manned round the clock.

x)Any other work as assigned by Engineer-in-charge.

5.4. Maintenance /Operation: Maintenance and up-keep of common areas of Guest House /Transit Camp apart from the rooms of GH/Transit Camp as described at 1 above. Regular maintenance and cleaning of area under the scope of this contract by using proper tools, tackles & equipments and catering are the parts of this contract. Proper regular care for the safe maintenance of fittings, fixtures, T.V. equipments and furniture will be the sole responsibility of the agency. Any damage and or loss caused to the above either by the agency himself or by any of his employees shall be made good by the agency at his own cost immediately. However, lighting fixtures, fans, ACs etc shall be repaired and maintained by NTPC.

SPECIAL NOTE:

TENDER FEE AND EMD EXEMPTION SHALL BE APPLICABLE AS PER MSME ACT

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

General Requirements

7.1The bidder should be a Proprietary Firm/Partnership Firm/Limited Company/Registered Cooperative Society/Corporate body legally constituted possessing the required licenses, registrations etc. as per law, valid at least for 12 months from the date of opening

of tender.

7.2The bidder must have experience of running, maintenance and catering services of Guest House/Transit Camp/ Management Training Institute of Central Govt. Depts./PSUs./Large Organizations of repute/2 Star (or above star) Hotels for last three(03) years ending 31st. March of the previous financial year .

7.3The average annual financial turnover of the Bidder, during the last three (03) years, ending 31st. March of the previous financial year, should be at least Rs 35.00 Lacs.

AND

7.4The bidder should have successfully completed similar works during last seven(07) years ending last day of the month previous to the one in which applications are invited, as any one of the following:

(a) Three similar completed works costing not less than Rs 46.00 Lacs each. OR

(b) Two similar completed works costing not less than Rs 58.00 Lacs each.

OR

(c) One similar completed work costing not less than Rs 92.00 Lacs each.

#Similar Completed Works# means #Running, Maintenance and Catering Services of Guest House/ Transit Camp/ Training Institute of Central Govt. Depts./PSUs./Large Organizations of repute/2 star (or above star) Hotels having minimum 16 no. of rooms during the last seven years#.

NOTE:

(i) Other income shall not be considered for arriving at annual turnover.

(ii)In case where audited results for the last financial year as on the date of techno commercial bid opening are not available, the financial results certified by a practising Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practising Chartered Accountant certifying its financial parameters, the audited results for the three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of Techno-commercial bid opening and the Certificate from the practising Chartered Accountant certifying the financial parameters is not available.

(iii)For completed similar works, agency shall submit copies of work-order along with successful completion certificate, (TDS if applicable) as a documentary proof, otherwise bid may be summarily rejected.

(iv)The completed cost of the work may be updated @8% compounded for each completed year ending March 31st.

(v)Bidders should attach self attested certificates along with tender on the date of the submission for assessing pre-qualification.

(vi)The Bidder should submit Documentary proof related to minimum requirements as stated above in separate envelop along with the bid.

(vii)It may also be noted that lowest bidder has to produce original certificates for verification before award of the work.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
