Invitation of Bid for

“Rate Contract for Chartering of various types of Aircraft for a period of 1 year”

1.0NTPC Limited invites tender from the eligible bidders for the aforesaid package as per brief particulars of scope of work and qualifying requirements mentioned herein.

2.0Name of the work : Rate Contract for Chartering of various types of Aircraft for a period of 1 year

3.0Brief Scope of Work:-

The scope of work shall Chartering of various types of Aircraft for period of 1 year

3.1	Document sale & Close dates	22.07.16 onwards during working
		hours up to 12.08.16
3.2	Bid Receipt date & time	22.08.16 at 14.30 hrs.
3.3	Bid Opening date & time	22.08.16 at 15.00 hrs.
3.4	Cost of tender document	Rs 1125.00 in the form of DD / Pay Order drawn in
		favour of NTPC Limited payable at Noida / New
		Delhi / through online payment gateway of NTPC.
4.0	EARNEST MONEY DEPOSIT	Rs.50,000.00 (Rupees fifty thousand only)

All bids must be accompanied with Earnest Money Deposit, in the form stipulated in the

5.0bidding documents. ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE

EARNEST MONEY DEPOSIT IN A SEPARATE SEALED ENVELOPE SHALL BE

REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND RETURNED

TO THE BIDDERS WITHOUT BEING OPENED.

6.0QUALIFYING REQUIREMENTS

6.1Technical Criteria

Route 1 - Operator having Non Schedule Operator Permit (NSOP)

The bidder should be a Operator having Non Schedule Operator Permit (NSOP) of one or more types of Aircraft from the list of Aircrafts mentioned below. The bidder can quote only for Aircrafts for which the bidder has Non Schedule Operator Permit (NSOP).

OR

Route 2 – Service Provider having Chartering Agreement with Operator having Non Schedule Operator Permit (NSOP)

The bidder should be in the business of providing Aircraft services on charter basis for preceding at least one year as on the date of opening of Techno-commercial bid and should have Memorandum of Understanding (MOU) / Agreement, valid for at least one year as on the date of opening of Techno-commercial bid, with the Operator(s) having Non Schedule Operator Permit (NSOP) for the purpose of chartering of one or more types of Aircraft from the list of Aircrafts mentioned below. The bidder can quote only for Aircrafts for which they have MOU/Agreement(s) as above.

List of Aircraft

1.Twin jet engine Lineage 1000 ( Embraer), CRJ 100 or equivalent, 17-18 seater

2.Twin jet engine Legacy 650 or equivalent, 13-15 seater

3.Twin jet engine Falcon 2000 or equivalent, 8-10 seater

4.Twin jet engine Hawker 900XP/ 850XP/800XP/ Citation XL or equivalent, 7-9 seater

5.Twin jet engine Cessana CII or equivalent, 6-7 seater

6.Twin Turbo Propeller engine King Air B200 or equivalent, 6-7 seater

6.2Financial Criteria

The average annual turnover of the bidder in the preceding three financial years as on the date of opening of techno-commercial proposal should not be less than Rs 100.00 Lakh.

Note:

2.1While computing the turnover other income shall not be considered.

2.2In case where audited results for the last financial year as on the date of Techno- commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of Techno-commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

7.0A complete set of Bidding documents may be purchased by any interested bidder on submission of a written application and payment (non refundable) of the cost of the bidding documents as mentioned above in the form of a Crossed Account Payee Demand Draft in favor of NTPC Limited, payable at New Delhi/Noida.

The bidding documents can also be downloaded from http://www.ntpctender.com on registration and on-line payment (non refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes.

In case the registered bidders who have downloaded the bidding documents require an additional manual copy of the documents then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above.

Issuance of bidding documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening

8.0In order to be able to download the bidding documents the prospective bidders shall be required to compulsorily register themselves with the NTPC website which shall be a one time process.

The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway for making payment towards cost of bidding documents. On successful payment of cost of bidding documents the prospective bidder shall be authorized to download the bidding documents.

9.0Notwithstanding any thing stated above, NTPC reserves the right to assess the bidder’s capability & capacity to perform the contract, should the circumstances warrant such an assessment in the overall interest of NTPC and the decision of NTPC in this regard shall be final & binding. NTPC also reserves the right to verify the claims made by Bidders.

10.0NTPC reserves the right to reject any or all bids or cancel / withdraw the invitations for bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action

11.0NTPC shall not be responsible for any postal delay, loss or non receipt of documents sent through post or courier
