3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at HAZARIBGAH or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail

BRIEF SCOPE OF WORK.

-DATA NETWORKING IN CONSTRUCTION OFFICE AT NTPC NKSTPP The brief scope of work includes :

-Data Networking in Block A,B,C,D of Owner's Construction Office at NKSTPP,Tandwa including supply of Network switches, OFC cabling material,UTP cabling material and installation, testing of supplied materials.

-WORK TO BE CARRIED OUT AS PER TECHNICAL SPECIFICATION AND BOQ.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders (QR):

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following qualifying requirements:

1.1TECHNICAL CRITERIA:

A.The bidder should have executed the Supply, Erection, Testing and Commissioning of Data Networking projects including Network Switches, OFC Cabling Material, UTP Cabling Material during last seven (07) years as on date of bid opening.

B.The bidder should have successfully executed the above mentioned works(S) within the preceding seven(07) years as on the date of Techno-Commercial bid opening as per the following criteria:

(a)One work of value not less than Rs. 58.90 Lakhs

(b)Two works of value not less than Rs. 36.81 Lakhs each

(c)Three works of value not less than Rs. 29.45 Lakhs each

1.2FINANCIAL CRITERIA:

A.Turnover: The average annual turnover of the bidder in the preceding three (03) financial years as on date of Technical bid opening shall be not less than INR 73.62 Lakhs. Other income shall not be considered for arriving at annual turnover.

B.In cases where audited results for the last preceding financial year as on the technical Bid opening date are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of 3 (three) consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

Notes:

(1)In technical criteria, clause 1.1, the word "executed" mentioned above means bidder should have achieved the progress specified in the QR the criteria specified above, even if the total contract started earlier is not completed/closed. The same shall be supported by documentary evidence issued by the owner.

(2)	Where	Joint ventures/consortiums are bidding, all the partners of the Joint
	Ventures/Consortiums shall be collectively required to meet the turnover criteria.

(3)Notwithstanding anything stated above, the employer reserves the right to undertake a physical assessment of the capacity and capabilities including financial capacity and capabilities of the bidder/his collaborator(s) / Associate(s) / Subsidiary(ies)/ to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

(4)The physical assessment shall include but not be limited to the assessment of the office/facilities/ banker's/ reference works by the Employer. A negative determination of such assessment of capacity and capabilities may result in the rejection of the bid.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any

reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11. Access To Tender Document:

This is an e- tender case with reverse auction. Tender document can be accessed / downloaded from NTPC website: www.ntpctender.com. After paying the stipulated tender fee. & Bid creation / submission can be completed after log on to our e-tender portal: https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart

Using valid LOGIN ID/ Password, allotted to vendors by NTPC.

After logging in to our e-tender site as mentioned above, the interested bidder can pay the tender fee as mentioned in the “BIDDERS MANUAL” and “Guidelines to Bidders” which are available on the SRM login screen.

12.Tender Fee Payment:

A)Tender fee can be paid through ICICI payment gateway or alternatively through demand draft, in favor of NTPC Ltd., payable at Hazaribag.

B)In case of receiving the payment through demand draft/banker cheque, authorization shall be given by NTPC ,

North Karanpura for allowing the vendor to create the bid. In case payment is made through ICICI payment gateway, this is done automatically.

C)In case of offline payment, the bidder has to submit application at NTPC ,North Karanpura along with DEMAND DRAFT (Non-refundable) for tender fee in favour of NTPC Ltd., payable at Hazaribag Within the schedule.

D)The application envelope must be super scribed with NIT No. In case a bidder desires to participate in more than one tender, separate application is required to be made against each NIT accompanying a separate DEMAND DRAFT as mentioned above.

E)Firms registered with NSIC are exempted for tender fee submission. Application along with a copy of Valid NSIC certificate to be submitted to NTPC North Karanpura, well in advance (within Schedule) to give authorization to access the bid.

F)Application with all relevant documents should reach in the office of. DGM (C&M) within the schedule. NTPC

will not be responsible in any way for late receipt of request for tender documents due to any postal delay or delay of any form in transit.
