5.0Brief Scope of Work & other specific detail
The scope of the specification covers design, engineering, manufacture, testing, transportation to site, receipt/unloading of transformer at site and assembly of 200MVA, 21/400KV Single Phase Generator transformer, supervision of erection & commissioning including oil filling & site testing as per the detailed specifications enclosed.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
7.1 Technical Criteria:
7.1.1
Bidder should have designed, manufactured, installed/ supervised installation and commissioned/ supervised commissioning of at least two (02) nos. (one each at two different installations) of 400 KV or above class Generator transformers of at least 200 MVA capacity (either three phase transformer as a single unit or single phase transformer) which should be in successful operation for at least two (02) years prior to the date of techno commercial bid opening.

7.1.2
Bidder who have designed, manufactured, installed/ supervised installation and commissioned/ supervised commissioning of at least two (02) nos. 220 KV or above class transformer which are in successful operation for two (02) years prior to the date of techno commercial bid opening and have established manufacturing facilities for 400 KV class transformers based on technological support of its Associate or Collaborator, can also be considered Qualified provided its Associate or Collaborator meets the qualifying requirement stipulated at 7.1.1 above and Bidder furnishes an undertaking jointly executed by it and its Associate or Collaborator, as per the format enclosed in the bidding document, for the successful performance of the equipment. In case of award, the Associate or Collaborator will be required to furnish an on demand Bank Guarantee for 2% (two percent) of the contract price in addition to the Contract Performance Security to be furnished by the Bidder.
NOTES 1. Two different installations mean two different project sites or two different contracts.
2. Equipment designed by the Bidder by itself or through its Collaborator/Associate for reference plant, shall also be considered meeting the requirement of design.
7.2 Financial Criteria:
7.2.1The average annual turnover of the bidder in the preceding three (3) financial years as on the date of techno commercial bid opening shall not be less than Rs. 595.00 Lakhs [Rupees Five Hundred Ninety Five Lakhs Only].
7.2.2The Net Worth of the Bidder as on the last day of the preceding financial year shall not be less than 100% of the

Net worth (combined)=(x1+x2+x3)/(y1+y2+y3)x100 where x1, x2, x3 are individual net worth which shall not be less than 75% of the respective paid up share capitals and y1, y2, y3 are individual paid up share capitals.
7.2.3FINANCIAL CRITERIA OF COLLABORATOR / ASSOCIATE OF THE BIDDER:

7.2.4In case where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of
7.2.5In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification.
# Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.
# A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bid documents stating that the unaudited unconsolidated financial statements form part of the consolidated annual report of the company.
Notes: (i) Net worth means the sum total of the paid up share capital and free reserves. Free reserve means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Further, any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.
(ii) Other income shall not be considered for arriving at annual turnover.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

14.0 Benefits to Micro & Small Scale Industries
a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.
b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.
