1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at RAIPUR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

The scope of work includes design, engineering, manufacture, shop testing, supply, transportation, complete insurance, handling , storage at site, complete installation, testing and commissioning of Air Circuit Breakers and Numerical Relays including all components, necessary new wiring in 415 V Lt Switchgears as detailed out in BOQ.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

The bidders are required to fulfill the following.

7.1Technical Criteria:

7.1.1The Bidder should have manufactured and supplied (in one or more locations) at least one hundred and fifty (150) Nos of Air Circuit Breakers for 415V Panels with a rating of 50KA rms Breaking, 105KA peak making and Short Circuit Withstand Capacity of 50KA ms for one (1) second; which should have been in successful operation in 415 Volts application for a period of at least two (2) years prior to the date of techno-commercial Bid Opening.

7.1.2The bidder should have carried out retrofitting (in one or more locations) of atleast thirty (30) numbers of Circuit Breakers for 415V panels which should have been in successful operation for a period of at least one (1) year prior to the date of techno-commercial Bid Opening.

7.1.3SUB-QR FOR INCLUSION IN TECHNICAL SPECIFICATIONS FOR SOURCING OF NUMERICAL RELAYS:

Numerical Relays shall be offered from a manufacturer who has manufactured, supplied and successfully configured at least one hundred (100) nos of Numerical relays with IEC61850 used for application in Feeder Protections / Transformer protections / Motor Protections. These relays should have been in successful operation for a period of at least one (1) year prior to the date of techno-commercial Bid Opening.

7.2 Financial Criteria:

7.2.1The average annual turnover of the bidder in the preceding three (3) financial years as on the date of techno commercial bid opening shall not be less than Rs. 415 Lakhs [Rupees Four Hundred Fifteen Lakhs Only].

7.2.2In case where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno-commercial bid opening and the certificate from the practicing chartered accountant certifying the financial parameters is not available.

7.2.3In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification.

# Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

# A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bid documents stating that the unaudited unconsolidated financial statements form part of the consolidated annual report of the company

Notes: Other income shall not be considered for arriving at annual turnover.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11.0 As per provisions of bidding documents, the bidders shall submit online, #Techno-Commercial Proposal# in C-folder and #Price Proposal# in ITEM DATA, within the bid submission date and time as mentioned above. Only Techno-Commercial proposals will be opened on (16.08.2016) at 16.00 hrs (IST).

12.0 The date of opening of Price Proposal shall be intimated separately by NTPC after completion of evaluation of Techno-Commercial Proposal.

13.0 All the bids must be accompanied by Bid Security for an amount equivalent to Rs. 16,63,000.00 (Rupees Sixteen Lakhs Sixty Three Thousand only). ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR OPENING.

14.0 Benefits to Micro & Small Scale Industries

a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.

b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.

c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / GM (C&M) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the e-tendering.
