As per provisions of bidding documents, the bidders shall submit, in separate sealed envelopes, “Techno-Commercial Proposal” and “Price Proposal”, within the bid submission date and time as mentioned above. Only Techno-Commercial proposals will be opened on 18.08.2016 at 16.00 hrs (IST).

The date of opening of Price Proposal shall be intimated separately by NTPC after completion of evaluation of Techno-Commercial Proposal.

3.0Brief scope of work & other specific details:

Scope of work under this contract mainly includes deployment of 32 seater AC bus (diesel driven), showroom model from NTPC township, Jamnipali to Champa Railway Station and back (three trips daily) for all the days of contract period of 24 Months. The timings/schedule will be fixed by NTPC in such a way to enable authorized passengers from NTPC Town Ship at Jamnipali to catch Mail/Express Trains at Champa back.

4.0 All the bids must be accompanied by Bid Security for an amount equivalent to Rs 1, 51,000.00 (Rupees One Lacs Fifty One Thousands only). ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR OPENING.

In case, Bidder(s) is (are) seeking exemption from paying tender fee,/EMD they are required to have an exemption from Package - in - charge/ Contact person as mentioned in the Notice Inviting Tender (NIT) / Bid Invitation , by furnishing the documentary evidence (viz. NSIC / SSIDC certificate as applicable).

5.0Qualifying requirements:

The bidders are required to fulfil the following.

5.1 Technical Criteria:

The bidder should have executed the work of deployment and operation of minimum 32 seater passenger vehicle for a period of minimum one (01) year during the last Seven (07) years ending with the last date of the month preceding the month of publication of NIT in either of the following:

a) Single order of value not less than Rs. 60.13 Lacs OR

b) Two orders of value not less than Rs. 37.58 Lacs each OR

c) Three orders of value not less than Rs. 30.06 Lacs each

The word executed means the bidder should have achieved the criterion specified in the above QR, even if the total contract is not completed/closed. In case of contracts under execution as on last date of the month preceding the month of publication of NIT, the value of work executed till such date will be considered provided the same is certified by the employer.

5.2Financial Criteria:

The average annual turnover of the bidder in the preceding three (03) financial year as on the last date of the month preceding the month of publication of NIT shall not be less than Rs. 37.58 Lacs (Rupee Thirty Seven Lacs Fifty Eight thousands Only)

NOTE:

(i)While computing annual turnover other income shall not be considered.

(ii)In case where audited results for the last financial year as on the date of techno-commercial bid opening are not available, the financial results certified by practicing Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit the certificate from the practising Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate shall be submitted by the bidder from the CEO / CFO as per the format enclosed in the bid documents, stating that the financial results of the company are under audit as on the date of techno-commercial bid opening and the certificate from the practicing chartered accountant certifying the financial parameters is not available.

The bidder shall have to submit the following documents in support of meeting the QR along with their bid:

1.The bidder to submit documentary evidence in support of clause 5.1 abov.

2.Copy of audited balance sheet and profit & loss account for the preceding three (03) financial years in support of clause 5.2 above.

6.0Not withstanding anything stated above, the employer reserves the right to undertake a physical assessment of capacity and capabilities including financial capacity and capability of the bidder / his collaborator(s) / associate(s) / subsidiary(ies) / group company(ies) to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

The physical assessment shall include but not be limited to the assessment of the office/facilities/bankers/reference work by Employer. A negative determination of such assessment of capacity and capabilities may result in rejection of the bid.

7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

8.0 Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC

9.0 NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the subject package without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.

10.0 A complete set of Bid Documents may be purchased by any interested bidder on submission of a written application and payment (non-refundable) of the cost of bidding documents as mentioned at clause 4.0 above in the form of a Crossed /Account Payee Demand Draft in favour of NTPC Limited, payable at Raipur. The bidding documentscan also be downloaded from http://www.ntpctender.com on registration and online payment (nonrefundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes .In case the registered bidders

who have downloaded the bidding documents require an additional manual copy of the documents then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above. Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted at the address given below and will be opened in the presence of Bidder’s representatives who choose to attend the bid opening.

11.0

a) Small Scale Industries registered for similar work with the National Small Scale Industries Corpn. shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with state (C.G./M/P.) are also entitled for exemption of EMD / Tender Cost. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.

b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.

c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / GM (C&M) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the e- tendering.

11.0Transfer of Bidding Documents purchased by one intending bidder to another is not permissible. NTPC takes no responsibility for any loss/delay/non-receipt of applications/ tenders sent by post.
