1.0 NTPC invites Online Bids on ‘Single Stage Two Envelope’ bidding basis (PART-I: Techno-Commercial Bid & PART-II: Price Bid) from eligible bidders for Unloading of coal from 220 BOBR/BOBRN For 01 Year at Barh STPP , as per scope of work.

5.0 All bids must be accompanied by Bid Security for an amount of ` 54,000.00

(Indian Rupees Fifty Four Thousand only). ANY BID NOT ACCOMPANIED BY AN

ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDER WITHOUT BEING OPENED.

6.0 Bid Security shall be submitted in a sealed envelope separately offline up to the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

7.0 Qualification Requirements for Bidders

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.

The bidder should be a company registered under the companies Act 1956 or a partnership/proprietorship firm.

7.1 The bidder should have executed/completed work of UNLOADING OF RAKES as per following criterion within the preceding seven (7) years from the Date of Techno- Commercial Bid opening:

(i)Single Contract of value not less than Rs. 21.53 Lakh

OR

(ii)Two Contracts of value not less than Rs. 13.46 Lakh each.

OR

(iii)Three Contracts of value not less than Rs. 10.77 lakh each.

Note: Executed Work Means: Value of actual executed portion of a Contract and not the total Contract value. In case of a Contract under execution as on the date of Techno- Commercial Bid opening, the actual executed portion of the Contract till the date of Techno-Commercial Bid opening duly certified by Owner shall be considered.

7.2 Financial Criteria:

7.2.1The Average Annual Turnover of the bidder in the preceding three (3) Financial Years as on the date of Techno-Commercial Bid opening shall not be less than Rs. 26.91 Lakh.

7.2.2In case where audited financial results for the last preceding financial year is not available, certification of Financial Statements from a practicing chartered accountant shall also be acceptable.

Note: Other Income shall not be considered for arriving at annual turnover.

7.3The bidder should have valid Provident Fund (PF) Code, PAN and Service Tax Registration Number.

7.4Notwithstanding anything stated above, the Employer reserves the right to assess the Capabilities and Capacity of the bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

8.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder /intending bidder shall have any claim arising out of such action.

9.0 Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.

10.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favor of NTPC Ltd., Payable at Barh or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.

SSI units of Bihar/MSME / SSI units (of other states) registered with the National Small Scale Industries Corporation shall be exempted from the payment of Earnest Money Deposit. Tenderers seeking exemption should submit a Photocopy of valid registration certificate preferably attested by Notary/Gazetted Officer/ Magistrate 1st class, giving details such as validity, stores etc failing which they run the risk of their tenders being passed over as ineligible for this concession.

Note: No hard copy of Bidding Documents shall be issued.

11.0 Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the bid opening.

12.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
