3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail Reconditioning of Gas Turbine Rotor at DGPS

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.0. Qualifying Requirements for the work Pkg.-CS5/5596): Bidder should meet the Qualifying Requirement as per clause 1.1 or 1.2 OR 1.3 AND 1.4 & 1.5 & 1.6 as stipulated hereunder : -

1.1The bidder should be the Original Equipment Manufacturer (OEM) of Siemens design Gas Turbine model no. V 94.2 installed at NTPC Dadri Gas Power Station.

1.2The bidder should be a Reconditioning agency of Gas Turbine ROTOR and must either himself possess or have access to the necessary technology for reconditioning of GT ROTOR for Siemens design Gas Turbine Model no. V94.2, as installed at NTPC Dadri Gas Power Station having ISO rating of 142.2 MW at TIT of 1060 Deg.

AND

The bidder should have manufactured / re-conditioned and supplied at least Two (2) sets of duly balanced GT Rotor for Siemens design Gas Turbine of minimum 100 MW ISO rating, which should have individually completed successful operation of at least one Hot Gas Path Inspection (HGPI) of Major overhaul (Minimum 15,000 EOH) prior to the date of techno-commercial bid opening.

NOTE :

*Reconditioning shall include replacement of CE Hollow shaft & Tie Rod and High speed balancing.

**For the specified job as above, the Bidder at his option can also outsource any of the activities required for reconditioning GT ROTOR subject to the condition that the chosen outsource agency by the bidder also has the necessary infrastructure and technology for the specific job being outsourced and the job shall be carried out under direct supervision of the bidder.

1.3The bidder can be a Licensee or Authorized Agent of Gas Turbine Original Equipment Manufacturer (OEM) for Gas Turbine model V 94.2 as installed at NTPC Dadri Gas Power Station. In such case, the bidder can be considered qualified based on the experience of the Principal who meets the requirements mentioned at 1.1 above.

1.4The bidder must have due access to Workshop/s having 1) Special long bed Lathe machine for Run-Out checking/ Machining 2) Min 50 MT Cap EOT Crane and 3 ) High Speed Rotor balancing Tunnel capable of handling intended GT rotor having length of approx. 10 Mtrs and Weight of approx. 50 MTs.

NOTE : Bidder should furnish relevant details of the Workshop/s and the Special equipments along with the Bid.

1.5 The bidder should have executed the :

Work of Reconditioning of Siemens model V94.2 Gas Turbine Components.

Supply of Gas Turbine Components of Siemens Gas Turbine model V 94.2 as installed at NTPC Dadri Gas Power Station meeting any one of following criteria as on the date of bid opening :

a.Single (1) order of contract value not less than INR Rs. 40.62 Million or in equivalent foreign currency. OR

b.Two (2) orders, each of contract value not less than INR Rs. 25.39 Million or in equivalent foreign currency. OR

c. Three (3) orders, each of contract value not less than INR Rs. 20.31 Million or in equivalent foreign currency.

1.6 The average Annual Turnover of the bidder for the preceding three (3) completed financial years as on date of bid opening shall not be less than INR Rs. 50.78 Million or in equivalent foreign currency.

NOTE :-

A.While computing the annual turnover other income shall not be considered.

B.In cases where audited results for the last financial year as on the date of techno-commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of Techno-commercial bid opening and the certificate from the practicing Chartered accountant certifying the financial parameters is not available.

C.In case of any financial criteria submitted in foreign currency by bidder, then conversion in INR shall be done as on date of technical bid opening date.

2.0. NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

3.0. Issuance of Bid Documents to any Bidder shall not construe that such Bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of Bidder's representatives who choose to attend the bid opening.

4.0. Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.

5.0. DOCUMENT TO BE SUBMITTED WITH TECHNICAL BID:

Legible copies of the following documents duly signed by the authorized representative of the bidder are to be submitted in support of the qualifying requirements along with technical bid.

a)i) Award letter / work order with bill of quantities ii) proof of value of work executed as mentioned at (b) below:

b)documentary evidence issued by the employer as proof of value of work executed clearly indicating i) the executed value of the work and ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate/ final deviation order / copies of measurement book (R/A bills). An employer means Public Sector Undertaking/ Government / Semi-Government Organization or a reputed Private Organization / Company.

c)Audited balance sheet & profit and loss account of last three financial years i.e. 2013-14, 2014-15 & 2015-16.

d)Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.

e)Copy of Power of Attorney of Authorized Signatory (if applicable).

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
