3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

Bids are invited on behalf of NTPC Limited, Tanda from eligible bidders for supply of following items.

B.I.No: 40057617

Item description: Procurement of Poly Aluminium Chloride (PAC) at NTPC Tanda.

Tender Fee: Rs.1300/-

EMD: Rs. 54,000/-

Bid Document Sale date: 01.07.2016 to 21.07.2016

Technical Bid Opening Date &Time: 04.08.2016 at 11.30 am

Following document shall be submitted offline well in advance before opening of bid subscribing on respective envelop as Envelop No 1 & Envelop no 2 as below:

Envelop No 1. This envelop is meant for EMD (Bid Security Deposit) only: Bidder shall submit the requisite EMD only in Envelop No 1.

Envelop No 2. This envelop is meant for QR document only: Bidder shall submit the requisite documents pertaining to Qualifying Requirements only in Envelop No 2.

PRICE BID: Opening date for Price Bid shall be intimated to the technically qualified bidders only.

E-Payment by Credit Card/Debit card/Net Banking on the NTPC e-tender portal. (Note: Upon successful E-payment on the portal, an e-receipt shall be issued to the bidder by the system, a copy of which is to be submitted by the bidder with the bid as document towards e-payment of EMD).

Qualifying Requirements for B. I. No. - 40057617

Qualifying Requirements:

1.The bidder should be manufacturer of Poly Aluminium Chloride (PAC) or their authorized dealer.

2.The bidder should have executed the supply of the same, during the last seven years as on the date of BID opening for either of the following values:

a)Three executed orders costing not less than INR 10.72 lacs each. OR

b)Two executed orders costing not less than INR 13.40 lacs each. OR

c)One executed order costing not less than INR 21.44 lacs.

3. The average annual turnover of the bidder in the preceding three financial years as on date of bid opening shall not be less than INR 26.80 Lacs.

Notes:

A.The word executed means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed / closed.

B.Other income shall not be considered for arriving at annual turnover.

C.In cases where audited results for the last preceding financial year as on the date of Techno commercial bid opening are not available , the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not

able to submit the certificate from practicing chartered accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial years shall be considered for evaluating the financial parameters.

General Conditions:

A complete set of Bid documents may be downloaded by any interested bidder on submission of payment (non-refundable) of Tender Fee as mentioned above in the form of a Crossed Account Payee Demand Draft in favor of NTPC Limited payable at State Bank of India, Tanda (Branch Code No. 10344), or Punjab National Bank, Tanda TPP (Ambedkar Nagar) (Branch Code No. 3317), U.P.. The bidding documents may be downloaded from http:/www.ntpctender.com on registration and online payment (non-refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes.

Authorisation/access for the bid documents shall be provided to the bidders after receipt of tender fee/NSIC/SSI certificate (offline). All NSIC /SSI registered vendors are exempted from submission of tender fee & EMD. NSIC/SSI certificate must be furnished in the separate envelope meant for EMD to avail the exemption from furnishing the EMD.

Guideline for submission of bid :

EMD, as mentioned in SRM portal shall be submitted in a separate sealed envelope super scribing as #EMD#. Any bid not accompanied by requisite & acceptable EMD in a separate sealed envelope shall be rejected as being non responsive and returned to the bidder without being opened.

The documents in support of Qualifying Requirements shall be uploaded in C folder & same set of document shall also be submitted through off line in envelop no 2 as mentioned above & commercial bid shall be filled on line in item data..

In case bid are not received as per above instructions, the same shall be rejected and returned back in unopened condition.

The bidders shall have necessarily to upload the documents in support of meeting the qualifying requirements as mentioned above in C Folder along with their offer, which inter-alia shall include the following.

Documentary evidence ie turnover /Balance Sheet duly certified by Chartered Accountants that the average annual turnover of the bidder in the preceding three financial years as on date of bid opening shall not be less than INR 26.80 Lacs.

Documentary evidence / proof (Like Manufacturing License / BIS certification / ISO certification / SSI / NSIC certificate etc.) that the bidder is a manufacturer or their authorised dealer of manufacturer.

Documentary evidence towards proof of supply/execution shall be submitted by way of furnishing the Invoice, GR/LR,PO copies, payment proof etc.

The prospective bidders in order to able to download the bidding documents shall be required to register themselves with the NTPC website which shall be a onetime process.

In case the bidder fails to submit the documents in the support of meeting the QR, the offer shall be liable for rejection. Offer of the bidder not fulfilling the QR shall be rejected and shall not be considered for evaluation further.

NTPC shall not be responsible for any postal /courier delay.

NTPC reserves the right to reject any or all tenders without assigning any reasons thereof.

Notwithstanding anything stated above, the NTPC reserves the right to assess the bidder#s capability and capacity to perform the contract, should the circumstances warrant such assessment in its overall interest and the decision of NTPC Ltd., in this regard shall be final.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
