A.A complete set of bid documents may be purchased by any interested bidder on submission of a written application and payment (non-refundable) of the cost of bidding documents as mentioned above in the form of a Crossed Demand Draft/Pay Order/ Banker Cheque in favour of NTPC Limited payable at Sundargarh, Odisha. Cash payment/money order will not be accepted.

Requests for tender documents must be sent to ‘address for communication’. Requests received after the last date as mentioned, due to delays of postal/courier services or requests without requisite cost of tender documents shall not be entertained

B.Small Scale Industries registered with NSIC/OSIDC shall be exempted from payment of cost of tender document. This shall be subject to submission of a self certified legible copy of valid registration certificate giving details, such as ‘items / services for which registered, validity, monetary limits etc’.

C.The bidding documents can also be downloaded from http://www.ntpctender.com on registration and online payment (non-refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purpose.

D.Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. The qualification status shall be examined by the tender committee during the process of bid evaluation.

E.Earnest Money Deposit(EMD)/Bid Security

Bid Security/EMD (i.e.DD/BC/PO/BG/Exemption documents) shall be submitted in a sealed envelope, which should be superscribed “Name of Package- Procurement of Cement (FAPPC) for Darlipali STPP”, NIT Ref No. 40058625 due on date of Bid Opening: 22.07.2016, 16:00 : from ____________________________ (Name and Address of bidder).” , separately offline by the stipulated bid opening date and time at the address of communication given below. Any bid without an acceptable Bid Security/EMD shall be treated as non-of responsive by the employer and shall not be opened.

The EMD offered shall, at bidders option, be in the form of (i) A Crossed Demand Draft/Pay Order/Bankers Cheque in favour of NTPC Limited payable at Sundargarh, Odisha or (ii) an unconditional and irrevocable Bank Guarantee (BG) from any of the banks specified in the bidding documents. The format of Bank Guarantee towards bid security shall be in accordance

with the ‘Proforma for BG’ included in the bidding documents. While getting the Bank Guarantee issued, Bidders are requested to ensure compliance to the points mentioned in Bank Guarantee Verification Check List in the bidding documents. Bidders are required to fill up this check list and enclose the same along with the bank guarantee. EMD payment can also be done through E-

Payment by Credit Card/Debit card/Net Banking at NTPC e-tender portal. (Note: Upon successful E-payment on the portal, an e-receipt shall be issued to the bidder by the system, a copy of which is to be submitted by the bidder with the bid as document towards e- payment of EMD). EMD shall not be accepted in any other form.

The bid security (BG) shall remain valid for a period of forty five (45) days beyond the original bid validity period or beyond any extension in the period of bid validity subsequently requested.

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY WITHIN THE SCHEDULED TIME SHALL BE REJECTED BY THE EMPLOYER AS BEING NON- RESPONSIVE AND BID SHALL NOT BE OPENED.

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006,for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Further, in tender, participating MSEs quoting price within price band of L1 + 15percent shall also be allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where L1 price is from someone other than a Micro and Small Enterprise and such Micro and Small Enterprise shall be allowed to supply up to 20 percent of total tendered value. In case of more than one such MSE, the supply will be shared proportionately (to tendered quantity). For procurement of services or supplies where splitting of quantity is not possible, the award shall be made as follows.

a)Award shall be given to L-1 bidder if L-1 bidder is a MSE.

b)In case L-1 bidder is not a MSE, than all the MSE vendor(s) who have quoted within the range of L-1+15%, shall be given the opportunity in order of their ranking (starting with the lowest quoted MSE bidder and so on) to bring down its price to match with L-1 bidder. Award for full quantity shall be placed on the MSE vendor who matches its price with L-1 bidder at the price quoted by L-1 bidder.

c)If no MSE vendor who has quoted within the range of L1+15% accepts the price of L1 bidder then the award shall be made to the L1 bidder.

The benefit as above to MSEs shall be available only for goods/services produced & provided by MSEs for which they are registered.

MSEs seeking exemption and benefits should enclose a attested/self certified copy of valid registration certificate, giving details such as validity, stores/services etc. failing

which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.

I.SCOPE OF WORK :

Procurement of Cement (FAPPC) as per IS-1489,Part-1(1991) for Darlipali STPP, 1200MT

II. SALIENT FEATURE :

Darlipali Super Thermal Power Project (DSTPP) is a Unit of NTPC Limited, in Tangarpali Block under, Sundargarh Sadar Sub-Division of Sundargarh District of ODISHA.

NTPC/DSTPP Located North of Raigarh- Jharsuguda NH-200 and is approachable from Gandhi Chowk (near Brajrajnagar) through 15 KMs long single lane village road.

Nearest major Towns: Jharsuguda about 27 KMs, Sundargarh about 28 KMs

Nearest Railway Station: Brajrajnagar 20 KMs

Nearest Airport: Raipur (Chhattisgarh) 300 KMs, Bhubaneswar 330 KMs

PROPOSED CAPACITY

Phase - I: 2 Units each 800 MW - Total 1600 MW

These salient technical features as mentioned herein is only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/ specification of equipment/ systems/ services covered in the bidding documents. Detailed provisions with regard to scope of work and technical features/ specification of equipment/ systems/ services, contained in the bidding document shall be final and binding.

III.QUALIFYING REQUIREMENTS

Material : Procurement of Cement (FAPPC) as per IS-1489,Part-1 for Darlipali STPP

Completion Period: 05 Months

Qualifying Requirement’s (QR):

In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Section –ITB (Instruction to Bidders) of the Bid Documents, the bidder should also meet the qualifying requirements stipulated hereunder:

1.0.The bidder should be a manufacturer of FAPPC(Fly Ash based Portland Pozzolana Cement) as per IS-1489,Part-1 and must submit a copy of valid BIS license in support of the same.

1.1.The bidder should have executed Purchase Order(s) for Supply of Fly Ash based Portland Pozzolana Cement as per IS 1489,Part-1, during last seven (7) years prior to the date of techno-commercial bid opening as per the following criteria:

(i)At least one order of quantity not less than 9600 MT

Or

(ii)Two orders, each of quantity not less than 6000 MT

Or

(iii) Three orders, each of quantity not less than 4800 MT

.

Note:

oIn Clause 1.1 above, the word “executed” means the bidder should have achieved the progress specified in the above para even if the total contract/order is not completed/closed. The same shall be supported by documentary evidence issued by the owner.

2.0 Financial Criteria:

The average annual turnover of the bidder, in the preceding three (3) financial years as on the date of techno-commercial bid opening, shall not be less than INR 432 lakhs (Rupees Four hundred thirty two Lakhs only).

Note:

a)Other income shall not be considered for arriving at annual turnover.

b)In case where audited results for the last financial year as on the date of techno -commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of techno-commercial bid opening.

IV. GENERAL TERMS AND CONDITIONS

1.DOCUMENTS TO BE SUBMITTED WITH TECHNICAL BID(to be attached in C Folder):

Legible copies of the following documents duly signed by the authorized person of the bidder are to be submitted in support of the qualifying requirement along with technical bid.

A)Detailed Award letter / Purchase Order with bill of quantities

B)Documentary evidence towards completion of Order i.e. Excise Invoice, Inspection Clearance Certificate, Consignment Note, Material Receipt Note, Payment release note, Completion Certificate issued by customer etc.

C)Audited balance sheet and profit & loss account of last three financial years (namely 2013-14, 2014-15, 2015-16).

D)Certificate of compliance of qualifying parameters.

E)Technical specifications of quoted material

F)Deviation statement

G)Commercial Terms & conditions of supply (in NTPC Proforma)

NTPC if so desire may verify the performance of the bidder from their respective clients.

2.Bids should be submitted by 3.30 pm on the scheduled date of opening (After 3.30PM system will not allow) of technical bid and shall be opened online at 4.00 pm , in presence of bidders or their authorised representative who wish to be present.

3.If the last date of receiving application and date of bid opening coincides with a holiday, the date will be shifted to the next working day.

4.First EMD envelope shall be opened. Technical Bids of bidders who have submitted EMD in acceptable form to NTPC shall be opened online next. If the bidder qualifies as per the QR and terms and conditions of NIT, their price bid shall be opened with due intimation to the qualified bidders.

5.NTPC takes no responsibility for any loss /delay/ non-receipt of Requests/EMD/any document sent by post. Documents must be sent at the ‘address for communication’ only.

6.Notwithstanding anything stated above, NTPC reserve the right to assess bidder’s capability and capacity to perform the contract, should the circumstance warrant such assessment in overall interest of the owner.

7.NTPC reserve the right to reject or accept any tender without assigning any reasons thereof.
