3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at DADRI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail Supply of Fill Packs for Cooling Towers at DGPS

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

Qualifying Requirements: The bidder should meet the following Qualifying Requirements stipulated hereunder:-

1.0(I) The bidder should have his own manufacturing facility for producing the required fill sheets along with required & well established quality assurance procedures & standards for al quality checks as per QP or should be capable of getting checks done from NABL approved laboratory. The bidder should have manufactured; supplied & erected at least 1029 M3 fill packs of size 1220 x 1220 x 305 MM or 1220 x 610 x 305 MM in a single order during last 07 years as on last day of the month previous to the NIT publication & running successfully for a least one year from the date of commissioning.

(II) The bidder should be an EPC contractor & should have successfully commissioned counter flow cooling tower with PVC fill packs in a 150 MW unit or above capacity during last seven (07) years as on last day of the month previous to the NIT publication . The agency from whom they will procure the PVC fill packs must qualify the above 1.0 (I) requirement as above. (The EPC contractor need to submit a deed of joint undertaking with the manufacturer of fill packs for the performance guarantee of supplied packs.

AND

2.0The bidder should have executed the work (s) of #Design, manufacture, supply and installation of PVC fills packs# or #Design, construction and commissioning of Cooling Towers# in thermal power plant of 150 MW or above unit capacity, directly under, #PSU#/ #Joint venture of PSU#/#Govt. department#/#Quasi-Govt department#/#Public limited company# during last seven years as on last day of the month previous to the NIT publication, with following executed value (s) contracts.

One similar order valuing not less than Rs. 31.90 lacs OR

Two similar orders each valuing not less than Rs. 19.94 lacs OR

Three similar orders each valuing not less than Rs. 15.95 lacs

3.0The average annual turnover of the bidder in the preceding three (3) financial years as on last day of the month previous to the NIT publication , shall not be less than Rs. 39.87 Lacs.

Note:

a.#Similar works# means any work which includes supply of #Fill Packs for Cooling Tower of 150 MW units or above#

b.The word #executed #mentioned above means the bidder should have achieved the criteria specified above, even if the total order is started earlier and/or is not completed/closed.

c.The bidder should submit all the documentary support for above requirement.

d.In case of orders under execution, the value of order executed till the date as on last day of the month previous to the NIT publication as certified by the Client shall be considered.

e.While computing the annual turnover, other income shall not be considered

f.In cases where audited results for the last financial year as on last day of the month previous to the NIT publication are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno commercial bid opening and the certificate from the practicing Chartered Accountant certifying the financial parameters is not available

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
