NOTICE INVITING TENDER (NIT)

FOR

Renovation of NTPC WR-1 HQ Township at Powai, Mumbai.

(DOMESTIC COMPETITIVE BIDDING)

1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter. The Bidding shall be done necessarily thru SRM (Online tendering)

2.0 Brief Details

3.0Bid Security shall be submitted in a sealed envelope separately offline before the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Document may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Mumbai or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctener.com). First time users not allotted any vendor code are required to approach NTPC at least Seven working days prior to Document Sale Close date alongwith duly filled in questionnaire for issue of vendor code and SRM user id/password.

Prospective bidders are compulsorily required to provide TIN number at the time of purchase of bidding documents.

5.0Brief Scope of Work & other specific detail : The Scope of Work includes Renovation (Civil & Electrical) of NTPC Residential flats at Powai, as per details mentioned in the Technical Specifications enclosed with tender documents and as directed based on instructions by the EIC. The work is to be executed as per scope of work, BOQ , Special conditions of contract enclosed with tender documents of this NIT as detailed in the “Special Conditions of Contract” and “Technical Specifications” enclosed herewith. Other terms and conditions are placed in Important Conditions of Contract (ICC) as part of NIT.

6.0The date & time for opening of Price Bids shall be intimated separately to the bidders whose Techno-Commercial Bid are found to be qualified and acceptable.

7.0Qualifying Requirements

The bidders are required to fulfill the following:-

7.1 The bidder should have executed construction / renovation works of buildings in the last seven (07) years as on the date of Techno-Commercial bid opening in :

a. Single contract of value not less than Rs. 345.00 Lacs.

OR

b. Two contracts of value not less than Rs. 216.00 Lacs each.

OR

c. Three contracts of value not less than Rs. 172.00 Lacs each.

The word “executed” means the bidder should have achieved the criteria specified in the above qualifying requirements within the preceding seven (07) years reckoned as on the last date notified for receipt of techno-commercial bids even if the contract has started earlier / or is not completed / closed.

7.2 Financial criteria for Bidder :

7.2.1The average annual turnover of the Bidder, in the preceding three (03) financial years as on the date of Techno-Commercial bid opening shall not be less than Rs. 144 Lacs (Rupees One Crore Forty four Lac only).

7.2.2The net worth of the Bidder as on the last day of the preceding financial year should not be less than 100% of the paid-up share capital.

7.2.3In cases where audited results for the last financial year as on the date of Techno-Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of Techno-Commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
