3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Design,engineering,manufacture,testing,supply,installation and commissioning of the complete CCTV system for surveillance of remote locations within 3km(approx.) periphery of Talcher Thermal Power Station

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

Qualifying Requirements:

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfil the following Qualifying Requirements I. TECHNICAL QR:

(i)The bidder must be a manufacturer of IP based CCTV camera and must have provided after sales spares/services support directly or through authorized agent.

Or

The bidder must be an authorized agent of manufacturer of IP based CCTV system and have provided after sales/ support or have tie-up for after sales/support with the manufacturer who have provided after sales/services of the offered model/system.

(ii)The bidder should have executed similar orders during last seven (07) years reckoned as on the date of bid opening with any of the following:

a) Value of at least Rs. 30.05 Lacs in case of single order, OR

b) Value of at least Rs.18.78 Lacs each in case of two orders, OR

c) Value of at least Rs.15.02 Lacs each in case of three orders,

Note:- Similar orders would mean the bidder must have successfully executed Supply, Installation and commissioning of the electronic surveillance system based on CC Cameras for Power Plant, Cement Plant, Petroleum Refinery, Steel Plant, Coal Industry or any other Process Industry.

II. FINANCIAL CRITERIA:

a. Average Annual Turnover: The average annual turnover of the bidder, in the preceding three (3) financial years as on the date of bid opening, shall not be less than INR 75.12 Lac (Rupees Seventy Five Lacs Twelve Thousand only).

b. Other income shall not be considered for arriving at annual turnover as specified in QR para 4.0 (II) (a).

c. In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

3.0 Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/ his collaborators/ associates/ subsidiaries/ group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

4.0 Additional Information:-

The following information is required from the bidder about the companies where similar orders have been executed. 1) Name of the customer/ company where similar order has been executed.

2) Year of execution.

3) Name & designation (Phone No., Fax No., email-id) of contact person of the customer.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
