NTPC Limited invites tender from the prospective bidders for the aforesaid package as per brief particulars of scope of work and qualifying requirements mentioned herein.

3.0

Brief Scope of Work:-

The brief scope of work shall SUPPLY AND INSTALLATION OF TWO TIER(PYRAMID SHAPE) CONCERTINA WIRE FENCING FOR NTPC KATWA PROJECT as per detail mentioned in the bid price schedule.

Cost of tender document

Rs 1500.00 (Rupees One Thousand Five Hundred only) in the form of DD / Pay Order drawn in favour of NTPC Limited payable at Kolkata / through online payment gateway of NTPC.

4.0

EARNEST MONEY DEPOSIT

Rs 2,18,000.00 ( Rupees TWO LAKH EIGHTEEN THOUSAND only)

5.0

All bids must be accompanied with Earnest Money Deposit, in the form stipulated in the bidding documents. ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE EARNEST MONEY DEPOSIT IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE OWNER AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

6.0

QUALIFYING REQUIREMENTS

In addition to the satisfactory fulfillment of the requirements stipulated under section ITB (Instructions to Bidders), the following shall also apply.

6.1

The bidder should have executed the work of “Supply and erection of concertina wire fencing” in the preceding seven (07) years prior to the date of opening of Techno-commercial bid proposal, as per the following criteria:


(a)One work of value not less than Rs.87.00 lakhs;

OR

(b)Two works of value not less than Rs.54.38 lakhs each;

OR

(c)Three works of value not less than Rs.43.50 lakhs each.


6.2

The average annual turnover of the bidder, in the preceding 03(three) financial years as on the date of techno-commercial bid opening, should not be less than Rs.108.75 lakhs (Rupees one hundred and eight lakhs and seventy five thousand only)

Note:

(i)The work “executed” mentioned in Clause no.1.0 means the bidder should have achieved the criteria specified in Clause no.1.0, even if the total contract is started earlier and/or is not completed / closed. The same shall be supported by documentary evidence issued by the owner.

(ii)In case of orders under execution, the value of work executed till the date of opening of techno-commercial bid proposal as certified by the client shall be considered.

(iii)While computing the annual turnover, other income shall not be considered.

(iv)In cases where audited results for the last financial year as on the date of the techno-commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable.

(v)In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

(vi)Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of techno-commercial bid opening and the certificate from the practicing Chartered Accountant certifying the financial parameters is not available.


7.0

DOCUMENTS TO BE SUBMITTED IN SUPPORT OF QR

7.1

Bidder has to submit Contract document of requisite amount along with the execution certificate against the referred contract, issued by the Customer mentioning the executed amount.

7.2

The bidder should submit audited annual report/balance sheet and profit and loss account of last three (3) financial years.(For F.Y 2013-14, 2014-15 & 2015-16. Certificate from CEO/CFO if applicable.

8.0

A complete set of bidding documents may be purchased by any interested bidder on submission of a written application and payment (non refundable) of the cost of the bidding documents as mentioned above in the form of a crossed account payee demand draft in favor of NTPC Limited, payable at Kolkata.

The bidding documents can also be downloaded from http://www.ntpctender.com on registration and on-line payment (non refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes.

In case the registered bidders who have downloaded the bidding documents require an additional manual copy of the documents then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above.

Issuance of bidding documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.

9.0

In order to be able to download the bidding documents the prospective bidders shall be required to compulsorily register themselves with the NTPC website which shall be a one time process.

The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway for making payment towards cost of bidding documents. On successful payment of cost of bidding documents the prospective bidder shall be authorized to download the bidding documents.

10.0

Notwithstanding anything stated above, NTPC reserves the right to assess the bidder’s capability & capacity to perform the contract, should the circumstances warrant such an assessment in the overall interest of NTPC and the decision of NTPC in this regard shall be final & binding. NTPC also reserves the right to verify the claims made by Bidders.

11.0

NTPC reserves the right to reject any or all bids or cancel / withdraw the invitations for bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action

12.0

NTPC shall not be responsible for any postal delay, loss or non receipt of documents sent through post or courier

13.0

Bidder should submit copy of PF, Service Tax & PAN Registration with the respective Authority.
