3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any Bid without an acceptable Bid Security and integrity pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder at FREE OF COST. However to get access for downloading the tender documents, bidders have to send email to vinodkumarprajapati@ntpc.co.in or jcnarayanappa@ntpc.co.in for enabling to download of tender documents. Vendor may also contact to the address given below in case any problem in downloading the tender documents.
For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.
5.0 Brief Scope of Work & other specific detail:
NTPC Limited intends for source standardization of total 19 type of welding electrodes (Total Sub-type: 29 Nos.)) on PAN NTPC basis. The detail of different type of welding electrodes to be source standardized is enclosed in Annexure-1 of the bidding documents.
The standardization shall be valid for one year from the date of approval.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:
Qualifying Requirements :
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
CHAPTER-I:
1.1 Qualifying Requirements:
1.11The sub vendor is required to have in house wire drawing, wire cutting, wet mixing, extrusion, air drying / oven baking facility etc. Further, flux cake formation, eccentricity measurement for flux coating, calibrated ovens for drying, adequate packing facilities to avoid moisture ingress in the pack and testing facilities as per relevant standards. Besides, other testing facilities the supplier should have weld metal chemistry,
performance, all weld tension test and impact, fillet weld test,
radiography, deposition efficiency, diffusible hydrogen test, hardness, moisture test and absorbed moisture test / storage stability test etc. facility as applicable for the type of electrode.
1.12The special tests / checks e.g. creep, hot hardness, abrasion, wear resistance test etc., the testing facilities to be available in house or proper tie-up with NABL accredited LAB/WRI Trichy.
1.13The supplier will have a well established QA set up including testing of raw materials of flux, steel wire as per IS and other ingredients of flux to ensure consistency in finished product. A copy of sample Quality Plan expected to be followed by the supplier is enclosed, under section Quality Requirements.
1.2 PERFORMANCE FEEDBACK:
1.21The electrode manufacturer should be a regular supplier of electrodes of the type, proposed to be supplied and the electrode supplier to furnish certificate from TWO end users (Power Plants) stating that the type of electrode supplied by the supplier has successfully given the desired results / guaranteed life.
1.22For R&M type electrode, the guaranteed life as claimed by electrode manufacturer has been successfully achieved for the proposed items/jobs. Certificate for the same shall be submitted by end user.
2Packing
a.General purpose electrode 6013 to be kept in moisture proof polythene bag and sealed. The sealed bag should further be kept in cardboard cartons.
b.Firm should have vacuum packing facilities for all other electrodes for ready to use electrode without re-baking at site.
CHAPTER-II:
Quality Requirements:
2.1The supplier should have in house manufacturing and testing facilities. Special Test may be carried out at NABL accredited laboratories for which sample may be drawn by NTPC during inspection at supplier’s works on random basis.
2.2The supplier should have well established quality assurance system to take care of testing of raw material at supplier’s works as also on receipt. The records of supplier’s for raw materials meeting quality requirement to be periodically reviewed by head of quality control.
2.3All in process tests/checks to be carried out duly reviewed periodically by head of QC. The finished lots shall be checked for all tests/checks e.g.
weld metal chemistry, performance test, hydrogen emission test, hardness test; mechanical test etc. and test record shall be reviewed / cleared by head of QC prior to release of electrode for packing.
2.4The supplier will maintain feedback of electrodes being supplied to end customers.
2.5A copy of sample quality plan proposed to be followed is enclosed. The quality plan will be discussed / finalized in case of award with the electrode manufacturer and NTPC authorized representative.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
