3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the

stipulated bid

submission closing

date and time at the address given below. Any bid without an acceptable Bid Security

and Integrity

Pact (if applicable)

shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at RAIPUR or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the

bidder would require

vendor code and SRM user id and password which can be obtained

by submitting a questionnaire

available at our SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not

allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale

Close date

alongwith duly filled in questionnare for

issue of vendor code and SRM user id/password.

 

 

 

5.0Brief Scope of Work & other specific detail

The scope of work includes daily (cleaning & checking), monthly, quarterly & annual preventive maintenance, routine breakdown maintenance and related assistance in testing of 765 KV, 400 KV, 132 KV switchyard and 2 nos. of 132 KV Hardivishal (MUWPH) lines.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

The bidders are required to fulfil the following:

5.1 The bidder should have executed contracts for Erection & Commissioning or Maintenance of switchyard equipments &

Bays in a Power station / Transmission

System

having switchyard / Substation of 400 KV or more during last seven

years under end-user or

under

PSU or

its Joint

Venture

Company / Govt. or Semi-Govt. Department. (Cable laying /

structural erection shall

not be

considered

for the

purpose

of QR.)

5.2. The bidder should have executed contracts of Electrical Maintenance / Electrical Equipment Erection & Commissioning/Testing of Electrical systems in 200 MW or above capacity power plant / electrical transmission / electrical distribution companies under end-user or under PSU or its Joint Venture Company / Govt. or Semi-Govt. Department as per following during the preceding seven (7) years from date of bid opening.

a)Single work contract of value not less than Rs 18.80 Lakhs

OR

b)Two work contracts of value not less than Rs 11.75 Lakhs each

OR

c)Three work contracts of value not less than Rs 9.40 Lakhs each

5.3The bidder should have valid class-A (HT) electrical license.

5.3Financial Criteria:

5.3.1

The Average annual turnover of the Bidders, in the preceding three (3) financial years as

on

the date

of

bid

opening, shall not be less than Rs. 23.50 Lakhs (Rupees Twenty Three Lakhs Fifty Thousand only).

 

 

 

 

5.3.2

In

case where

audited results for the last financial year

as on date of techno commercial

bid

opening

are

not

available,

the financial

result certified by a practicing Chartered

Accountant shall be acceptable. In

case, bidder

is

not

able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited result of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding

documents stating that the financial results of the company

are under

audit as on date of Techno-commercial bid opening

and the certificate from the practicing Chartered Accountant

certifying

the financial parameters is not available.

5.3.3While computing the annual turnover, other income shall not be considered.

7.0

bidder

would require

vendor code and SRM user ID and Password which can be obtained by submitting a questionnaire

available at our

SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor

are required to

approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled

in questionnaire

for

issue of vendor code and SRM user ID/ Password.

 

 

 

Note: No hard copy of Bidding Documents shall be issued

8.0

a)Small Scale Industries registered for similar work with the National Small Scale Industries Corpn. shall be exempted

from payment of tender cost / Earnest Money Deposit. SSI units

registered with District Indutreis Center are also entitled

for

exemption of EMD / Tender Cost. Such parties can sent the

request for Tender Documents along with a photocopy

of

valid registration certificate preferably attested

by Gazetted

Officer/

Ist

Class

Magistrate/

notarised, giving

details such

as validity, stores and monetary

limits, failing

which they

run

the risk

of their bid

being passed over

as

ineligible

for this concession.

 

 

 

 

 

 

b) Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary

limit for which the unit is registered with NSIC.

c) Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / GM (C&M) at the address given below at least three

working days prior to the last

date of tender fee payment for getting the authorization for participating in the

e-tendering.

 

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have

any claim arising out of such

action.
