3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Mouda or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

1.The work is to be executed in VIP Guest House Premises of NTPC Township at Mouda STPP.

2.Scope of work in this proposal is construction of peripheral drain and pathway, covering of pergola with polycarbonate sheet, providing and fixing of stainless steel gate in guest house building and providing and laying of interlocking paver block in existing road of GM bungalow.

3.Work includes:

3.1.Excavation for construction of drain and peripheral drain and pathway.

3.2.Carriage of surplus excavated material by mechanical transport including loading, unloading and stacking earth lead up to 2 km.

3.3.Providing PCC for foundation of drain and pathway.

3.4.Providing and laying of RCC in drain and in base preparation for laying of interlocking paver block in GM bungalow.

3.5.Steel work for covering of pergola with polycarbonate sheet.

3.6.Providing and laying of RCC pipe below pathway at locations as directed by EIC.

3.7.Moorum filling below drain and pathway.

3.8.Providing and laying of cement concrete interlocking paver block 60 mm thickness and M40 grade concrete on existing concrete road in GM Bungalow.

3.9.Providing and laying precast cement concrete tiles 30 mm thickness M40 grade concrete of size 300 mm x 300 mm in pathway of guest house building.

3.10.Providing and laying kerbstone in both sides of pathway in guest house building.

3.11.Providing and fixing multiwall polycarbonate sheet 6 mm thick for covering of balcony pergola in guest house building.

3.12.Providing, fabrication and fixing of stainless steel (Grade 304) gate for main entrance of guest house building.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

QUALIFYING REQUIREMENTS (QR) FOR BIDDERS

The bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfills the Qualifying Requirements stipulated hereunder:

1.The bidder should have successfully executed contract(s) of #General/ Miscellaneous Civil Works# during the last seven (07) years, as on the date of bid opening in

(a) Single Contract of value not less than INR 40.00 Lakhs OR

(b) Two contracts of value not less than INR 25.00 Lakhs each OR

2.Financial Criteria for Bidder:

2.1.The average annual financial turnover of the Bidder during the preceding three (03) financial years as on the date of bid opening shall not be less than Rs. 51 Lakhs (Rupees Fifty one lakhs only).

2.2.In case where audited results for the last financial year as on the date of techno-commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

Note:

1)Other Income shall not be considered for arriving at annual turnover.

2)Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/ his Collaborator(s)/ Associate(s)/ Subsidiary(ies)/ Group Company(ies) to perform the Contract, should the circumstances warrant such assessment in the overall interest of the Employer.

3)The word #executed# means that the bidder should have achieved the criteria specified in the above Qualifying Requirements within preceding seven (07) years period, even if the contract has been started earlier and/ or is not completed/ closed.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11. Initial steps for participating in our E-tender are as mentioned below: 11.1. Vendors already having SRM Vendor Code and Password

Before downloading/ viewing the tender document, bidder has to pay requisite tender fee either through payment gateway by clicking on #pay tender fee# after login in our SRM site or send D/D to us directly, which should reach us at least three working days prior to Last Date of Tender Fee Payment.

11.2. Vendors already having SAP Vendor Code, but do not have SRM login ID and Password

11.2.1.Duly filled Annexure-2 (format given under #Guidelines to Bidders# in NTPC e-tender website) should reach us at least five working days prior to Last Date of Tender Fee Payment.

11.2.2.Before download/ viewing the tender document, bidder has to pay requisite tender fee either through payment gate way by clicking on #pay tender fee# after login in our SRM site or send D/D to us directly, which should reach us at least five working days prior to Last Date of Tender Free Payment.

11.3. New Vendor neither having any vendor code in SAP nor any SRM login ID and Password

11.3.1.Duly filled Annexure-1 (format given under #Guidelines to Bidders# in NTPC e-tender website) and PAN card scanned / photo copy (Self Attested) along with the detailed address should reach us at least five working days prior to Last Date of Tender Fee Payment.

11.3.2.Before downloading/ viewing the tender document, bidder has to pay requisite tender fee either through payment gate way by clicking on #pay tender fee# after login in our SRM site or send D/D to us directly, which should reach us at least five working days prior to Last Date of Tender Fee Payment.

11.3.3.First time users not allotted any vendor code are required to approach NTPC at least five working days prior to Document Sale Close Date along with duly filled in questionnaire for the issue of vendor code and SRM user ID/password.

2.Digital Certificate (Class III) is a must for vendors to participate in this tender. For further details regarding this please visit #GUIDELINES TO BIDDERS# in NTPC E-Tender Website. NTPC won#t be responsible for any vendor not having a suitable valid digital certificate.

3.Benefits to Micro & Small Scale Industries

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession. The documents with regard to the same should reach us at least three working days prior to Last Date of Tender Fee Payment.
