3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at KORBA or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

DETAILS ARE AS PER ATTACHED DOCUMENTS IN C-FOLDER

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

(a)The bidder may be a proprietary firm/ partnership firm/ limited company/ registered co-operative society/ corporate body legally constituted processing the required licenses, registration etc. as per law valid at least for 12 months from the last date of the month proceeding the month of publication of NIT.

(b)The bidder must have experience of running, Maintenance and catering services of guest house/ transit camp/ training institute of central govt. deptts./ PSUs/ large organizations of repute/ 2 star (or above star) hotels for last 3 years ending with the last date of the month preceding the month of publication of NIT.

(c)The bidder should have successfully completed similar works(s) during the last seven (07) years ending with the last date of the month preceding the month of publication of NIT in either of the following:

a)Single order of value not less than Rs. 98 Lakh [Rupees Ninety Eight Lakh]

b)Two order of value not less than Rs. 61 Lakh [Rupees Sixty One Lakh]each.

c)Three order of value not less than Rs. 49 Lakh [Rupees Fourty Nine Lakh]each.

Similar Completed Work(s) means, #Running, Maintenance and catering services of guest house/ transit camp/ training institute of central govt. deptt./ PSUs/ large organizations of repute/ 2 star (or above star) hotels having minimum 37 no. of rooms#.

The word executed means the bidder should have achieved the criterion specified in the above QR, even if the total contract is not completed/closed. In case of contracts under execution as on last date of the month preceding the month of publication of NIT, the value of work executed till such date will be considered provided the same is certified by the employer.

Financial Criteria

The average annual turnover of the bidder in the preceding three (3) financial years as on the date of the month preceding the month of publication of NIT shall not be less than Rs. 36.62 Lakh (Rupees Thirty Six Lakh Sixty Two Thousand Only).

i)While computing the annual turn over, other income shall not be considered.

ii)In case where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO / CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno # commercial bid opening and the certificate from the practicing chartered accountant certifying the financial parameters is not available.

The bidder shall have to submit the following documents in support of meeting the QR along with their bid :

i.The bidder to submit documentary evidence (self attested) in support of Clause 5.1 of QR.

ii.Copies of audited balance sheet and profit & loss account (self attested) for the preceding three (3) financial years in support of Clause 5.2 of QR.

Notwithstanding anything stated above, the Employer reserves the right to undertake a physical assessment of capacity and capabilities including financial capacity and capability of the Bidder / his collaborators(s)/ associates(s)/ subsidiary(ies)/ group company(ies)to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

The physical assessment shall include but not be limited to the assessment of the office/facilities/ banker#s/reference works by Employer. A negative determination of such assessment of capacity and capabilities may result in the rejection of the Bid.

a) In addition to fulfilling specific Qualifying Requirements the bidders must submit the following documents in physical form along

with their technical bid (All the photocopies should be attested by the bidder himself) towards meeting following general qualifying requirement, failing which their bids will not be considered.

a)PF. Registration copy.

b)PAN No. copy.

b) Bidder must also submit following document along with bids.

i)Latest IT return filed / Audited Balance Sheet / Bank Solvency Certificate / any other documents showing turnover.

ii)Firm#s documents like Proprietary Affidavit / Partnership Deed / Memorandum & Articles of Association / Certificate of Incorporation etc.

iii)Supporting Work Order / Award Letter etc. towards Proof of Execution.

iv)Copy of Power of Attorney (if applicable).

v)Service Tax Registration Proof.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
