3.0Bid Security shall be submitted in a sealed envelope separately offline before the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Document may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Mumbai or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctener.com). First time users not allotted any vendor code are required to approach NTPC at least Seven working days prior to Document Sale Close date alongwith duly filled in questionnaire for issue of vendor code and SRM user id/password.

Prospective bidders are compulsorily required to provide TIN number at the time of purchase of bidding documents.

5.0Brief Scope of Work & other specific detail : The Scope of Work is for supply and installation of personal computers at various Projects / Stations under Western Region-1 HQ and also providing comprehensive on-site warranty services under three year warranty period as detailed in the “Terms and Conditions for Rate Contract of Personal Computers” and technical specification.

6.0The date & time for opening of Price Bids shall be intimated separately to the bidders whose Techno-Commercial Bid are found to be qualified and acceptable.

7.0Qualifying Requirements

The bidders are required to fulfill the following :-

7.1The bidder should be a manufacturer of PCs having facility in India for manufacturing of PCs.

OR

The bidder should be a Subsidiary/Dealer/Channel Partner of the Original Equipment Manufacturer (OEM) as above as on the date of opening of Techno- commercial bid. The bidder should be duly authorized by the OEM for this bid.

7.2 Certification – The Bidder or OEM should have Microsoft certification for preloading of Windows Operating System.

7.3The Bidder should have executed Contract for supply of PCs in India, meeting any one of the following criteria during the last five (05) years as on the date of opening of Techno-Commercial Bid :

a.Single contract of value not less than Rs. 218.00 Lacs

OR

b. Two contracts of value not less than Rs. 136.00 Lacs each

OR

c. Three contracts of value not less than Rs. 109.00 Lacs each

Note :

i.The word “executed” mentioned above means the bidder should have achieved the criteria specified above, even if the contract has been started earlier and/or is not completed/closed.

ii.In case of contract under execution, the value of work executed till the date of opening of Techno–commercial bid as certified by the Client shall be considered.

7.4Financial criteria :

7.4.1The average annual turnover of the Bidder, in the preceding three (03) financial years as on the date of opening of Techno-Commercial bid shall not be less than

Rs. 272 Lacs (Rupees Two Hundred and Seventy Two Lacs only)

In case the bidder is not able to furnish its audited financial statements on stand- alone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification.

(i)Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

(ii)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the bid documents, stating that the unaudited unconsolidated financial statements form part of the Consolidated Annual Report of the company.

7.4.2In case where audited results for the last financial year as on the date of Techno- Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years, preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding document stating that the Financial results of the Company are under audit as on the date of Techno-Commercial bid opening and the certificate from the practicing certifying Chartered Accountant certifying the financial parameters is not available.

7.4.3In case a bidder does not satisfy the financial criteria, stipulated at Cl. 7.4.1 above on its own, the holding company would be required to meet the stipulated turnover requirements at Cl. 7.4.1 above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the holding company. In such an event, the bidder would be required to furnish along with its bid, a Letter of Undertaking from the holding company, supported by Board Resolution, as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the bidder in case of award.

NOTES :

(i)Net worth means the sum total of the paid up share capital and free reserves. Free reserves means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Further any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.

(ii)Other income shall not be considered for arriving at annual turnover.

Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/his collaborators/ associates/ subsidiaries/group companies as the case may be to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

8Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11.0REGARDING TENDER FEES (This is in continuation of sl. No. 4 above) : -

1.Exemption from furnishing of EMD / Tender Fee shall be granted to the firms registered with NSIC or with Small Scale Industries or as MSMEs on submission of proof of eligibility i.e NSIC / SSIDC / MSME certificate (if any).

**NSIC Certificate for manufacturing of PC’s shall be applicable & NSIC for assembly of PC parts shall not be applicable.

If the bidder (s) fails to submit the above NSIC / SSIDC / MSME Certificate in hard copy in sealed envelope, well in advance so as to be received by the concerned officer before the scheduled date of submission / opening of bids as described in the time schedule in notice inviting tender, bid is liable for rejection, due to non-submission of EMD as per the terms and conditions of this NIT.
