6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:
QUALIFYING REQUIREMENTS [QR]
(a) The bidder should be a manufacturer and should have successfully executed the work of supply and commissioning of excitation (DAVR) system of 200 MW or above capacity, in India # which are in successful operation for at least last two (02) years ending with the last date of the month preceding the month of publication of NIT # during the last Seven (07) years ending with the last date of the month preceding the month of publication of NIT in:
#Single order of value not less than Rs.316 Lakhs or
#Two order of value not less than Rs.197 Lakhs each. or
#Three order of value not less than Rs.158 Lakhs each.
(b) The bidder should have facilities of after sales and service in India and should have successfully completed testing of at least two excitation systems during the two (2)years ending with the last date of the month preceding the month of publication of NIT.
[Note: The word executed means the bidder should have achieved the criteria specified in the above QR within the preceding seven years period reckoned as on last date of the month preceding the month of publication of NIT, even if the contract is not completed / closed. ]
Financial Criteria
(a) The average annual turnover of the bidder in the preceding three (3) financial years as on the last date of the month preceding the month of publication of NIT shall not be less than Rs. 197 Lakhs (Rupees One Hundred Ninety Seven Lakhs Only).
(b) In case where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO / CFO as per the format enclosed in the bidding document stating that the financial results of the company are under audit as on the date of techno commercial bid opening and the Certificate from practicing Chartered Accountant certifying the financial parameters is not available.
NOTE: Other income shall not be considered for arriving at annual turnover.
a) In addition to fulfilling specific Qualifying Requirements the bidders must submit the following documents in physical form along with their technical bid (All the photocopies should be attested by the bidder himself) towards meeting following general qualifying requirement, failing which their bids will not be considered.
a)PF. Registration copy.
b)PAN No. copy.
b) Bidder must also submit following document along with bids.
i)Latest IT return filed / Audited Balance Sheet / Bank Solvency Certificate / any other documents showing turnover.
ii)Firm#s documents like Proprietary Affidavit / Partnership Deed / Memorandum & Articles of Association / Certificate of Incorporation etc.
iii)Supporting Work Order / Award Letter etc. towards Proof of Execution.
iv)Copy of Power of Attorney (if applicable).
v)Service Tax Registration Proof.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
