4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at RAIPUR or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the

bidder would require

vendor code and SRM user id and password which can be obtained

by submitting a questionnaire

available at our SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not

allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale

5.0Brief Scope of Work & other specific detail

The brief scope of work under this work includes construction

of balance civil works like casting of balance foundation,

RCC Floors, fabrication/erection of structural

members, finishing etc. at all levels mainly in Service Building and other

areas of of Unit VII

Korba as per drawing,

technical specifications of Main plant civil work package of Korba St-III.

6.0

Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of

bidding documents.

 

 

 

 

 

 

7.0

Qualifying Requirements for Bidders:

 

 

 

The bidders are required to fulfil the following.

 

 

7.1

Technical Criteria: The

bidder

should

have executed

the

following works in any permanent building or structure

within the preceding

seven (7)

years

reckoned

as on the date

of

techno-commercial bid opening in:

a)Concreting of at least 1240 CuM in any one year.

b)

Steel structure fabrication of at least 520 MT in any one year.

c) Steel structure erection of at least 1120 MT in any one year.

For

each of the above works the quantity of works shall be reckoned as the works executed on cumulative basis in any

one

year. The works at a, b & c may have been executed either concurrently OR non-concurrently with respect to each

other

Bidder, who meets at least any one requirement listed under clause 7.1(a) or 7.1(b) or 7.1(c) can also participate, provided he associates with not more than one agency of repute, who should individually meet requirements of balance

relevant part(s) under 7.1 above for which he is being

associated and which the bidder himself is not able to meet. In

such case, the bidder should submit experience details

(along with documentary evidence) of its associates meeting the

above qualifying requirement. The bidder shall furnish,

along with the bid, an undertaking jointly executed by him and

his associate as per the format provided in the bid documents for successful performance of that part of the contract for

which he is associated. This deed of joint under taking shall

be

submitted along with the bid failing which the bidder

shall be disqualified and his bid shall be rejected. In case

of

award each associate shall be required to furnish an

on-demand bank guarantee as per the format and value as informed in the bidding documents in addition to the security deposit to be furnished by the contractor.

7.2 Financial Criteria:

7.2.1 The average annual turnover of the Bidder / collective turnover of thr Joint Venture (JV)/Consortium partners, in the preceding three (3) financial years as on the last date of the month preceding the month of techno-commercial bid opening, shall not be less than Rs.6.67 Cores (Rupees Six Cores Sixty seven lakhs only).

7.2.2 The Net Worth of the Bidder as on the last day of the preceding financial year shall not be less than 100% of the paid-up share capital.

In case the Bidder meets the requirement of Net Worth based on strength of its Subsidiary(ies) and/or Holding Company and/or Subsidiary(ies) of the Holding Companies wherever applicable, the Net Worth of the Bidder and its Subsidiary(ies) and/or Holding Company and/or Subsidiary(ies) of the Holding Company, in combined manner should not be less than 100% of their total paid up share capital. However individually, their Net Worth should not be less than 75% of their respective paid up share capitals. For Consortiums/ Joint Ventures, wherever applicable, the Net Worth of all consortium/ Joint Venture members in combined manner should not be less than 100% of their paid up share capital however individually, their Net Worth should not be less than 75% of their respective paid up share capitals.

7.2.3 In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification:

i. Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

ii. A Certificate from the CEO/CFO of the Holding Company, as per the format

enclosed in the bid documents, stating

that the unaudited unconsolidated financial statements form part of the Consolidated

Annual Report of the company.

In case where audited results for the last preceding financial year are not available, certification of financial statements

from a practicing Chartered Accountant shall also be considered acceptable. In cases, Bidder is not able to submit the Certificate from practising Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceeding last financial year shall be considered for evaluating the financial parameters.

7.2.4 In case a bidder does not satisfy the financial criteria, stipulated at Cl. 7.2.1 and / or Cl. 7.2.2 above on its own, the holding company would be required to meet the stipulated turnover requirements at Cl. 7.2.1 above, provided that the

net

worth of such holding company as on

the last day of the preceding financial year

is at least equal to or more than

the

paid-up share capital of the holding company. In such an event, the bidder would

be required to furnish along with

its

bid, a Letter of Undertaking from the

holding company, supported by the Holding

Company's Board Resolution, as

per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for

the

execution

of the Contract by the bidder in case of award.

 

 

 

NOTES:

 

 

 

 

i.

Net worth means the sum total of the

paid up share capital and free reserves.

Free reserves means

all

reserves

credited out of the profits and share premium account but do not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Further any debit balance of Profit and Loss account and

miscellaneous expenses to the

extent not

adjusted or written off, if any, shall be reduced from reserves and surplus.

ii. Other income shall not be

considered

for arriving at annual turnover.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11.0 As per provisions of bidding documents, the bidders shall submit online, #Techno-Commercial Proposal# in C-folder and #Price Proposal# in ITEM DATA, within the bid submission date and time as mentioned above. Only Techno-Commercial proposals will be opened on (05.04.2016) at 16.00 hrs (IST).

12.0 The date of opening of Price Proposal shall be intimated separately by NTPC after completion of evaluation of Techno-Commercial Proposal.

13.0 All the bids must be accompanied by Bid Security for an amount equivalent to Rs. 13,35,000.00 (Rupees Thirteen Lakhs Thirty Five Thousand only). ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR OPENING.

14.0Benefits to Micro & Small Scale Industries

a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries

Commission or Khadi and Village

Industries Board or Coir Board or National Small

Industries

Corporation or

Directorate

of Handicrafts and

Handloom or

any other body specified by Ministry of Micro, Small and

Medium

Enterprises as per

MSMED Act 2006, for goods produced and services

rendered, shall

be

issued

the

bidding documents free of cost and

shall

be

exempted

from paying Earnest Money Deposit. Such parties

can

sent

the

request for Tender Documents along

with

a

photocopy

of valid registration certificate preferably attested

by

Gazetted

Officer/

Ist

Class

Magistrate/

notarised, giving

details such

as

validity, stores

and monetary

limits, failing

which they run the risk

of their bid

being

passed over

as ineligible for

this

concession.

 

 

 

 

 

 

 

 

b) Small Scale Industries registered

with NSIC shall be exempted from payment of Security Deposit up to the monetary

limit for which the unit is registered

with NSIC.

c) Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as

validity,

stores and monetary

limits to the Package Coordinator / GM (C&M) at the address given below at least three

working

days prior to the last

date of tender fee payment for getting the authorization for participating in the e-tendering.
