PLANT OVERVIEW

 

 

 

 

NTPC Talcher kaniha (TSTPS) plant is located in Kaniha

Block under

Talcher sub-division of Angul district,

in the

state

of Orissa.

 

 

 

 

 

Nearest Town:

INSTALLED CAPACITY

STAGE-I - 2 UNITS EACH 500MW- TOTAL -1000MW

STAGE-II- 4 UNITS EACH 500 MW # TOTAL -2000 MW

EQUIPMENTS INVOLVED IN THE CONTRACT:-

All the air preheaters in Four units of

Stage-II , BHEL

boiler are to be overhauled. Each Unit consists of

two Primary

and Two secondary air preheaters each.

 

 

 

 

PRIMARY AIR PREHEATER:

 

 

 

 

TYPE: 26.5VIM 2000, MAKE : M/S BHEL Ranipet,

BOILER

 

LJUNGSTROM AIR PREHEATER is a device designed

to transfer the

heat flow from gas to air through air preheater.

It consists of a moving part which is

composed of a cylindrical Rotor

with vertical modules are attached.

3 layers of

Baskets containing the heating elements are placed in each module.

HEATING ELEMENTS: NO OF SECTORS : 12, EACH SECTOR 8 BASKETS :HOT END

8 BASKETS INTERMEDIATE END, 10 NOS. IN COLD END. TOTAL NO OF BASKETS: 312. Rotor is driven by electric motor with gear box, air motors & manual handle are provided.

SECONDARY AIR PREHEATER: TYPE: 30 VIM 2000, MAKE : BHEL RANIPET, 2 NO.S BOILER

LJUNGSTROM AIR PREHEATER is a device designed to transfer the heat flow from gas to air through air preheater. HEATING ELEMENTS: NO OF SECTORS : 24, EACH SECTOR 7 BASKETS :HOT END

7 BASKETS INTERMEDIATE END, 8 NOS. IN COLD END. TOTAL NO OF BASKETS: 528. Rotor is driven by electric motor with gear box, air motors & manual handle are provided.

JOBS IN BRIEF:

In general the contract consists of Removal and repair of all Hot, Intermediate and Cold end baskets. Putting back the baskets after HP jet cleaning. HP jet cleaning to be done by other agency as employed by NTPC.

Creating complete access to top and bottom of APH by erecting the scaffolding and thorough inspection of all areas. Servicing/replacement of Guide/Support bearings, Servicing of main Gear box, Soot blower gear box, Lub oil system. Repairing of center section and APH connecting ducts.

Repair of Sector plates, guide

bearing sealing system, replacement of radial, axial, circumferential seals, seal setting etc.

6.0 Prospective bidders from

U.P. State are compulsorily required to provide TIN number at the time of purchase of

bidding documents.

 

7.0Qualifying Requirements for Bidders:

1.0FINANCIAL CRITERIA :

Turn

over: The

average annual turnover of the bidder in the preceding three (3) completed financial years shall not be

less

than Rs.89

Lakh.

2.0TECHNICAL CRITERIA :

(i) The bidder should have executed /completed similar works during last seven (7) years ending last day of month previous to the date of NIT having minimum order values as indicated below :

a) One order of value not less than Rs.71 Lakh OR

b) Two orders, each of value not less than Rs.45 Lakh OR

c) Three orders, each of value not less than Rs.36 Lakh. Similar works means:

(i) Erection of Air preheaters / Mills/ Draft Fans as a main package contractor/ sub-agency of the main package contractor in a thermal power plant of unit size of 200 MW or more.

OR

(ii) Overhauling/ maintenance of Air preheaters / Mills/ Draft Fans in a thermal power plant of unit size of 200 MW or more.

NOTES :

1.The work/ order executed means the bidder should have achieved the criteria specified in the QR, even if the total

contract/order

is not completed / closed. In case of contract/ order under

execution as on last date of the month

proceeding the month of publication of NIT, the value of work/ order executed till such date will be considered.

2.Other income shall not be considered for arriving at annual turnover.

 

3.In cases

where audited results of the last financial year as on

the date of

techno commercial bid opening are not

available,

the

financial results certified by a practicing chartered

accountant

shall be considered acceptable. In case,

Bidder is

not

able to submit the certificate from practicing charted

accountant

certifying its financial parameters, the

audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

C. The bid security shall remain valid for a period of forty five (45)

days beyond the original bid validity period or

beyond any extension

in

the period of bid

validity subsequently requested

 

D. ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY WITHIN THE SCHEDULED TIME SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND BID SHALL NOT BE OPENED.

E. Benefits to MSEs : Micro and Small Enterprises (MSEs) registered

with

District Industries Centres or Khadi and

Village Industries Commission or Khadi and Village Industries Board

or

Coir Board or National Small Industries

Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit.

The benefit as above to MSEs shall be available only for goods / services produced & provided by MSEs for which they are registered.

MSEs seeking exemption and benefits should enclose a attested / self certified copy of valid registration certificate, giving

details

such as

validity, stores/ services etc. failing which they run the risk of their bid being passed over as ineligible

for the

benefits

applicable to MSEs.

GENERAL INFORMATION TO BIDDER :

A.The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner. Copy of PF code allotted by RPFC must be submitted with technical bid.

B.Copy of Sales Tax registration/TIN, Service Tax registration & PAN.

C.In addition to the above the bidders have to fill in the enclosed check list and submit along with the bid. NTPC if so desire may verify the performance of the bidder from their respective clients.

D.NTPC
