NOTICE INVITING EXPRESSION OF INTEREST FOR DEPLOYMENT OF DEPARTMENTAL VEHICLES AT NTPC ANTA.

Expression of interest(EOI) is invited from interested parties in the prescribed format, having experience in similar jobs.

Interested parties are requested to submit the prescribed format of EOI complete in all respects either in person or by post on their letter head at the below mentioned address giving their full address for correspondence ,Phone Number,Fax Number,Name of contact person along with email ID etc. in a sealed cover super scribing Expression of Interest (EOI) for “Deployment of Departmental vehicles at NTPC Anta.” .

SCOPE OF WORK AND SPECIAL TERMS & CONDITIONS

Other reimbursement to contractor :

1.Overtime of Rs 50 per hr limited to Rs 200 in a day

2.Night charges Rs 200 per night (applicable beyond 12:00 midnight)

3.The diesel/petrol for running the vehicles shall be arranged by contractor at their own cost. The cost of Diesel/petrol shall be reimbursed by NTPC at the prevailing rate of nearest HPCL outlet at Anta Kraya Vikraya Sahkari Samiti,Anta.

NTPC shall reimburse the cost of Diesel/Petrol as under:

No. of Kilometers travelled during the month * Prevailing rate of fuel as per clause-3 Fuel consumption(Km per litre) of fuel

TSD shall provide the monthly prevailing rate of fuel at Anta Kraya Vikraya Sahkari Samiti, Anta. EIC shall use the same rates for finalizing the monthly bills.

4.Toll tax, Parking charges shall be reimbursed by NTPC on submission of documents alongwith monthly bill.

5.Service tax, if any, shall be reimbursed by NTPC.

6.For deployment on Sunday, extra day payment shall be reimbursed by NTPC @ monthly charges divided by 26 days.

7.For vehicles deployed for 24 hrs duty, the contractor has to give weekly off to the driver & relieving charges shall be included in fixed monthly charges.

8.The contract shall be executed on “firm price basis” throughout the contract period. However, monthly fixed charges will be enhanced @ 2% for 2nd year, 3% for 3rd year, 4% for 4th year & 5% for 5th year for the extension of contracts.

9.The scope of work under this contract shall be deployment of new vehicle of current year or one year older than current year/year of deployment (Ex. Show room) with driver (hereinafter called “vehicle”) and including maintenance costs.

10.The Scope of work under this contract shall not be limited to the items as mentioned in this Letter of Award but will include all such items which are essential for successful performance of this contract.

Terms & conditions:

1.1The 'Vehicle' shall be maintained in sound and good condition including seat cover, tyres, shockers, body and chassis etc. The vehicle should be defect free & in good and sound condition.

1.2The 'Vehicle' shall be registered as taxi and shall have valid taxi permit for State of Rajasthan at all times during the currency of the contract.

1.3The 'Vehicle' and its Driver including reliever shall be normally required for 12/24 hours duty in a day on all the days of the month. One day leave shall be given for maintenance.

1.4All repairs, maintenance, servicing etc. of the 'Vehicle' shall be contractor's responsibility and NTPC shall have no liability whatsoever in this regard.

1.5The driver shall maintain a log book issued by NTPC which shall be endorsed by NTPC official after the completion of each journey.

1.6It shall be the responsibility of the contractor to ensure that the road tax, registration, insurance, driver licence etc. are duly paid by contractor and such other documents as required by law are complete in all respect and readily available with the driver of the 'Vehicle'.

1.7NTPC shall not be responsible for any accident or damages to/by the 'Vehicle' during the performance of journey and any claim arising therefrom. The contractor shall have to cover the risk adequately by insurance policy for which NTPC shall not accept any liability.

1.8The contractor is required to submit the copies of documents of 'Vehicle' like Registration, License, Tax token, Permit and Insurance etc. at the time of deployment of the 'Vehicle'.

1.9After award of contract the contractor shall offer the 'Vehicle' for NTPC/ OIC approval. After approval of OIC, only the 'Vehicle' will be allowed to run under this contract.

1.10The 'Vehicle' will ply for carrying NTPC employees and/or any other person as decided by OIC and shall generally be used for journeys within the state of Rajasthan.

1.11All statutory requirements are to be complied by the contractor and NTPC will not entertain any claims whatsoever on this account. The contractor shall comply with all the laws as applicable. The Contractor shall submit Indemnity Bond to NTPC on 100/- stamp paper as per prevailing practices at other NTPC stations against any liability. All statutory compliances related to vehicles and drivers are to be ensured by the contractor.

1.12Necessary gate pass for entering NTPC-Anta premises will be required for Driver and 'Vehicle'. The necessary formalities required to get the gate pass shall be done by contractor.

1.13The work/service to be carried out under this contract shall confirm to the detailed scope of work as described as per instructions of Engineer-in- charge. In case of dispute about the scope of work the decision of Engineer –in-charge shall be final and binding on the contractor.

1.14The contractor shall ensure that the Driver of the 'Vehicle' behave courteously. The contractor shall be required to replace the driver(s) indulging in discourteous behaviour on directions of the OIC within 3 days of such direction.

1.15In case the contractor desires to change the driver, it is essential that written consent of OIC are obtained.

1.16One day will be provided for maintenance of the 'Vehicle' in each month which may be availed by the contractor only after prior approval of the OIC. The said one day for

maintenance in case of vehicle of 24 Hrs duty, can be carried forward for one month only falling which the same will lapse and same carried forward leave can't be clubbed with maintenance leave for subsequent month.

In case of vehicle for 12 Hrs duty,One day maintenace leave can't be carry forward to next month.

Note:In case of TATA Magic (7+1 Seater;24 Hrs),Replacment vehicle shall be provided by Contractor on the day of monthly leave, failing which deduction shall be made from the monthly payment at daily rate worked out by dividing the Monthly charges(fixed)with 30 days irrespective of days in that particular month.

1.17In the event of failure to provide the vehicle on any day, deduction shall be made for each day from the monthly payment at twice the daily rate worked out by dividing the awarded rate with 26 days irrespective of days in that particular month.

1.18Break down, if any, shall be required to be reported immediately by the contractor / driver to the OIC. In the event of breakdown of 'Vehicle', replacement vehicle shall be provided within same day failing which recovery shall be made from the monthly bills @ 2 times of per day hiring charge.

1.19Safe custody of log book is to be ensured by the Contractor / Driver . In the event of loss of log book, necessary FIR has to be lodged by the contractor and a penalty of Rs.2,000.00 will be levied.

1.20As required above, the 'Vehicle' is required to be comprehensively insured at contractor cost at all times during the currency of the contract to cover all type of losses.

1.21The contractor is required to submit the monthly bill enclosing therewith all the relevant documents. .

1.22Security Deposit @ 10% will be recovered from each running bills which shall be released as per General Conditions of Contract (GCC). However, the maximum amount of security deposit recovery shall be Rs.15,000.00. In case of failure to the faithful completion of contract as per terms and conditions, the SD amount will be fortified.

1.232 Nos Drivers are to be deployed every day along with the vehicle for 24 hrs & one no. driver along with reliever for 12 Hrs vehicle.

1.24It is mandatory for driver to wear safety seat belt and driver is not supposed to cross the speed of 80km/hr, in case of repeated non compliance as certified by EIC Rs 300/- will be deducted.

1.25All payments shall be made by electronic fund transfer. Contractor shall have to inform his account number and attach a cancelled cheque including all details.

1.26Contractor shall comply with all the statutory acts rules & regulations of motor vehicles & other applicable acts.

1.27NTPC shall not provide accommodation to the drivers/agencies. However, parking space may be provided by NTPC within project site for parking of the vehicles.

1.28The contractor shall obtain Workmen’s Compensation Insurance for driver employed by him which shall remain current and valid during the period of contract.

1.29NTPC further reserves the right of terminating the contract at any time after giving 7 days notice in writing as deemed necessary and the contractor shall have no claim whatsoever on this account.

1.30Extension of Contract : The performance under the contract shall be judged / evaluated by OIC during the first year. Based on the satisfaction of OIC, the contract shall be extended for one year on each occasion at the agreed rates for 2nd, 3rd, 4th & 5th year but with the same terms and conditions, otherwise the contract shall stands terminated on completion of 1,2,3or4 years as the case may be.

1.31On Sunday, vehicles shall be deployed as per the requirement of the plant(applicable for 12 hrs vehicles). For this EIC/officer in charge (OIC) of user department shall intimate the agency one day in advance. If vehicles is not deployed on Sunday, payment shall not be given to the agency for that day of non-deployment. If agency fails to deploy the vehicle even after prior intimation by NTPC for deployment, it shall be treated as non reporting of the vehicle for duty & penalty shall be imposed @ 2 times hire charge per day.
