3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Annual Maintenance Contract for Gas Turbine & Auxiliaries at DGPS

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.0Qualifying Requirements for the work Pkg.-CS5/5597):

1.1The Bidder should be a regular Contractor registered with NTPC / Other Power PSUs/ State Electricity Boards/ Independent Power Projects (IPPs) for Annual Maintenance Contract.

And

The bidder should have successfully executed at least one Annual Maintenance Contract / Overhauling Contract during the period of last seven (7) years, covering V94.2 Model Gas Turbines and its Auxiliaries. The referred AMC must cover minor inspections (2000/4000/8000 EOH) of Gas Turbines.

NOTE :

I. The V94.2 model GT as referred above shall be of either M/s. Siemens AG, Germany or its licensees (i.e. M/s. BHEL/ M/s. Ansaldo Energia, Italy) make and shall have a minimum site rating of 120 MW.

II. The bidder should furnish documentary evidence for having successfully completed the work, as mentioned above, in the form of letter of award clearly indicating the scope of works & work completion certificate issued by the customer.

1.2 The bidder should have executed any one of the following #similar work# during the preceding Seven (7) years from the date of

techno-commercial bid opening :

 

i)

One similar works valuing not less than

Rs. 37.53 Lakhs.

 

OR

 

ii)

Two similar orders each valuing not less than Rs. 23.45 Lakhs.

 

OR

 

iii)Three similar orders each valuing not less than Rs. 18.76 Lakhs.

1.3The average annual turnover of the bidder in the preceding three (3) financial years as on the date of Techno-commercial bid opening shall not be less than Rs. 46.91 Lakhs.

Not e:

a. #Similar work# means any work which includes AMC for Gas Turbine.

b. In case of orders under execution, the value of work executed, till the date of opening of Technical Bids, as certified by the client shall be considered.

c. While computing the annual turnover other income shall not be considered.

d. In cases where audited results for the last financial year as on the date of technical bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of Techno-commercial bid opening and the certificate from the practicing Chartered accountant certifying the financial parameters is not available.

e. Bidder should have a valid Provident Fund Code Number and Income Tax Permanent Account Number (PAN). f. The bidder should have Service Tax Registration Number.

2.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

3.0 Issuance of Bid Documents to any Bidder shall not construe that such Bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of Bidder's representatives who choose to attend the bid opening.

4.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.

5.0 DOCUMENT TO BE SUBMITTED WITH TECHNICAL BID:

Legible copies of the following documents duly signed by the authorized representative of the bidder are to be submitted in support of the qualifying requirements along with technical bid.

a)Award letter / work order with bill of quantities ii) proof of value of work executed as mentioned at (b) below:

b)Documentary evidence issued by the employer as proof of value of work executed clearly indicating i) the executed value of the work and ii) period (giving start date and end date) during which the work has been executed, in the form of job completion

certificate/ final deviation order / copies of measurement book (R/A bills). An employer means Public Sector Undertaking/ Government / Semi-Government Organization or a reputed Private Organization / Company.

c)Audited balance sheet & profit and loss account of last three financial years i.e. 2012-13, 2013-14, & 2014-15.

d)Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.

e)Copy of Power of Attorney of Authorized Signatory (if applicable).

f)The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner. Copy of PF code allotted by RPFC must be submitted with technical bid.

g)Copy of Service Tax Registration No. & PAN.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
