3.0 Qualifying Requirements:
1.0 Technical Criteria
The bidder should be an original equipment manufacturer of the "Self Propelled/Truck Mounted Articulating Boom Engine Powered Hydraulic Platform”. Bidder should have support network (for both services as well as spares) in India and self undertaking by bidder on company letter head is to be submitted as a documentary evidence.
OR
The bidder must be an authorised Agent/Representative of the Original Equipment Manufacturer (Documentary evidence from the original equipment manufacturer for the same should be enclosed). Bidder should have support network in India (for both services as well as spares) and a self undertaking by bidder on his letter head or by principal on own letter head is required to be submitted as documentary evidence for services and spares.
2.0Financial Criteria:
2.1During the last five (5) financial years, the intending bidder should have executed similar works.
(a) One similar executed works costing not less than Rs.39.6 Lakhs each OR
(b) Two similar executed works costing not less than Rs.24.75 lakhs each OR
(c)Three similar executed works costing not less than Rs.19.80 lakhs each
2.2The average annual turnover of the bidder for the preceding three (3) completed financial years (2012-13, 2013-14 and 2014-15) as on date of technical bid opening shall not be less than Rs.49.50 Lakhs. Vendor shall furnish audited financial reports (balance sheet & P&L account of last 3 years against this criteria.
Note:
(i)Similar executed work means, the bidder should have supplied & commissioned atleast one "Self Propelled/Truck Mounted Articulating Boom Engine Powered Hydraulic Platform" to any public/private/Govt. Utilities during the last five financial years in India (the copy of the installation/commissioning report is to be enclosed as evidence).
(ii)The relevant/necessary documents for meeting the above Q.R. should be submitted along with the technical bid and should be self attested/online digitally signed by bidder.
(iii)The word executed means the bidder should have achieved the progress specified in the QR even if the total contract is not completed/closed and the same shall be supported by documentary evidences. (Completion certificate or copy of invoice against work executed or copy of receipt of payment).
(iv)Other income shall not be considered for arriving at annual turnover.
(v)For meeting the Q.R. clause 2.2, audited financial statement is to be submitted.
i.In cases where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters,
the audited results of three consecutive fiancial years preceding the last financial year shall be considered for evaluating the financial parameters provided a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of

Techno-commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
(vi)NTPC reserves a right to visit the vendors facility for evaluating the Q.R. criteria.
4.0Brief scope of work:
The scope covers Supply of Self Propelled Articulating Boom Lift at NTPC Kawas.
5.0A Complete set of bidding Document may be downloaded by any interested Bidder on payment (non- refundable) of the cost of the documents as mentioned at Para 2.0 above directly through the payment gateway at our SRM site, (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require Vendor Code and SRM user Id and Password. First time users not allotted any vendor code are required to approach NTPC at least Seven working days prior to Document Sale Close date for issue of vendor code and SRM user ID/Password. Issuance of bidding documents to any bidder shall not construe that bidder is considered qualified.
6.0Tender documents are Non transferable. Only the bidder, in whose name the tender documents are downloaded, is allowed to submit offer. No bidder other than the original bidder in whose name the tender documents are sold / downloaded can submit the offer.
7.0Bid Security, in original, for the requisite amount as stipulated in Para 2.0 above shall be submitted prior to the stipulated bid submission closing date and time at the address given herein below. If Bid Security in Original, in a separate sealed cover is not received or bids for which Bid security of inadequate value is received the same shall not be entertained and in such cases bids shall not be opened.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.
