1.0NTPC invites online bids through e-tender on Single Stage Two Envelope bidding basis (Envelope-I: Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for

Date & Time for Finance Bid	:	Shall be intimated separately by NTPC.
Cost of Bidding Document	:	Rs.5625 (Rupees Five Thousand Six Hundred
		Twenty Five only) per set for Indian Bidders and
		US $ 125 (US Dollar One Hundred Twenty Five
		only) per set for Foreign Bidders.

5.0All bids must be accompanied by Bid Security for an amount of Rs. 21,50,000/- (Rupees Twenty One Lac Fifty Thousand Only) or US$ 32172/- (US Dollars Thirty Two Thousand One Hundred Seventy Two only). ANY BID NOT ACCOMPANIED BY AN

ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE RSPCB/NTPC AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

6.0QUALIFYING REQUIREMENTS FOR BIDDERS:

This invitation for the Bid is open to any bidder who is a reputed manufacturer or authorized representative of the manufacturer, who on its own or along with his associate as O&M partner meets the Qualifying Requirements stipulated hereunder for participation in the tender. The bidder shall furnish satisfactory evidence to establish that bidder meets the following qualifying requirements:

6.1The bidder should be a manufacturer as listed in the scope of work who must have manufactured, supplied, tested and commissioned minimum six (6) nos. similar air monitoring stations either container based or otherwise in any one year of the last three years which should be in continuous operation. As evidence of being a manufacturer, bidder must enclose copy of manufacturer’s license/manufacturer’s brochure or catalogue for the analyzers. As evidence of having manufactured, supplied and commissioned the stations, bidder must enclosed copies of purchase orders / letters of award, clearly indicating the scope of work, which must include the supply and commissioning of ambient air monitoring stations either container based or otherwise.

6.2For all the items not manufactured by the Bidder i.e. Analyzers, Monitors, Calibrators and Sensors, the bidder should be authorized by the manufacturer for these items as per the format “Form of letter of authorities” provided as Attachment 3 of Section 3.

6.3Bidder or their associate as O&M partner should have adequate financial capability to execute the contract. The bidder must have average annual turnover of minimum Rupees 270 Million (Rupees two hundred seventy Million) or equivalent USD* over last three years. The annual turnover is to be supported by annual report. Detail of annual turnover shall be furnished as per Attachment 8A Section III.

6.4Bids of bidders quoting as authorized representative of a manufacturer, who meets the above requirements in full, can also be considered, provided:

(i)the manufacturer furnishes a legally enforceable authorization certificate in the prescribed form at Attachment-3 Section-III, assuming full guarantee and O&M obligations as per GCC and SCC, for the goods offered; and

(ii)The bidder, as authorized representative, supplied, tested and commissioned minimum six (6) nos. similar air monitoring stations either container based or otherwise in any one year of the last three years which should be in continuous operation with no adverse report for last two (2) year as on date of bid opening.

6.5The bidder should furnish the information on all past supplies and satisfactory performance for both 6.1 and 6.4 (ii) above, in “Performance Statement” as per

Attachment No. 8B & 8C respectively of Section 3 and minimum two (2) nos. documentary evidences (client certificates in favor of bidder or manufacturer of equipment) in support of the continuous operation of similar air monitoring stations, which is in use for last two (2) years in case bidder is manufacturer or for last one (1) year in case bidder is authorized representative.

6.6The bidder or their associates with an O&M partner in India, (any authorized agency in India) should have well trained O&M personnel on its regular rolls as per following details to establish this bidder should enclose the curriculum vitae of following persons with required experience:

6.7The O&M partner shall furnish an undertaking regarding carrying out satisfactory O&M of CAAQMS covered in this document as per terms & conditions of the document on behalf of the bidder. This information is to be provided as per Attachment 5 & 9 of Section III.

6.8Notwithstanding anything stated above, the owner reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of the owner.

7.0RSPCB/NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no Bidder / intending Bidder shall have any claim arising out of such action.

8.0Prospective Bidders are required to provide TIN number at the time of purchase of bidding document from office of NTPC.

9.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or directly through the payment gateway at our e-Tender Site (https://etender.ntpclakshya.co.in). For logging on to the e-Tender Site, the bidder would require user id and password which can be obtained by submitting a questionnaire available at our e-Tender site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issuance of user id and password.

10.0Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the bid opening. Bidder shall furnish Bid Security, Power of Attorney, Integrity pact / Deed of Joint Undertaking/JV Agreement (as applicable) in physical form as detailed in Bidding Documents before the stipulated bid submission closing date and time at the address given below.

11.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
