1.0NTPC invites bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without any acceptable Bid security and Integrity Pact(if applicable) shall be treated as non- responsive by the employer and shall not be opened.
4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non
SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www. ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close Date along with dully filled in questionnaire for issue of vendor code and SRM user id/password.
5.0 Brief Scope of work and other specific detail-
The scope of this specification shall include all equipments and materials required for Each the Electronic Weighbridge system including associated electrical, civil & structural works as detailed herein. However, items though not specifically mentioned but which are needed to complete the equipment as stipulated under the specification are also to be furnished unless otherwise specifically mentioned. The Bidder's Scope of Work & responsibility shall include but will not be limited to the following:
a)Two (2) no. Electronic weighbridge of weighing capacity of 60MT (Gross Weight) for
b)Platform complete with main girders, support sections, horizontal constraining arrangements and grouting parts as required generally conforming to IS: 2062 as amended on date.
c)Load cells with integral cables and mountings for load cells.
d)A weigh house near the weighbridge for housing electronic equipment of the weighing system. Window type Air Conditioners of suitable capacity shall also be provided to maintain inside dry bulb temperature of 22 +/- 1 deg.C.
e)Mandatory maintenance spares as listed in
f)One set of general tools, special tools (if any), instruments and other equipments to enable maintenance of the weighing system.
g)Service manuals as follow:
Operation and Maintenance manuals - 03 CD ROMS.
Spare parts catalogue - 03 CD ROMS
h)Recommended Spares as selected by the Owner from the list furnished by the bidder. These spares shall not be taken into consideration for bid evaluation purpose.
i)All major assemblies used in the weighing system shall be provided with rating plates, nameplates and labels.
j)The Electronic Weighbridge machine shall be verified and stamped from the Department of Weights and Measures.
6.0 Qualifying Requirements for Bidders:
In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Section – ITB (Instructions to Bidders) of Bid documents, the following shall also apply:
6.10 Technical QR: The bidder should have experience in “Supply, Installation & Commissioning of minimum 60 MT Pitless Electronic weigh bridge with minimum platform of size 15m x 3m during the past seven years as reckoned from the date of bid opening”.
6.20 Financial Criteria
1. The bidder should have successfully executed similar works mentioned above in technical QR ending last day of month previous to the one in which applications are invited should be either of the following:
a) Three similar works costing not less than Rs 21.61 Lacs only each. OR
b) Two similar works costing not less than Rs 27.01 Lacs each. OR
c) One similar work costing not less than Rs 43.21 Lacs.
2.TURNOVER: The average annual turnover of the Bidder, in the preceding three financial years as on the date of bid opening ,shall not be less than Rs. 54,01,848.00 ( Fifty Four Lakh One Thousand Eight Hundred Forty Eight Rupees only )
3.In case where audited results for the last financial year as on the date of Techno Commercial opening are not available, the financial result certified by a practicing Charted Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing Charted Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.
7.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/indenting bidder shall have any claim arising out of such action.
