3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the

shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the

bidder would require

vendor code and SRM user id and password which can be obtained

by submitting a questionnaire

available at our SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not

allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale

5.0 Brief Scope of Work & other specific detail PROCUREMENT OF GRINDING ELEMENTS FOR 8.5E9 MILLS.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

5.PROPOSED QUALIFYING REQUIREMENTS:

5.1 The bidder shall be a regular manufacturer of E-type Coal pulverisers and should have supplied such coal pulverisers to at least two coal fired units, each of 60 MW or higher capacity located at two different power stations and

which are in successful operation for at least two years as on

date of bid opening with the same

type

of

grinding

elements of Hi-chrome or

higher grade with satisfactory running

performance of 7000 running

hrs for

grinding

rings

&

also grinding balls (as a set or separately) as offered by bidder.

 

 

 

 

 

 

OR

 

 

 

 

 

 

 

5.2 The bidder should be

a regular manufacturer of Hi-chrome

or higher grade castings and

should

have

supplied

at

least 4 (four) sets of grinding elements (grinding rings and balls) of Hi-chrome or higher grade with satisfactory running

performance of 7000 running hrs for grinding rings & also for grinding balls (as a set

or separately) for 8.5 E 9/ 8.5

E10 or higher capacity E-type coal pulverisers for coal fired units of 60 MW or above

capacity during last seven years

from the date of bid opening.

 

AND

 

The bidder should either himself or through a company/ agency in which he has controlling stake, own following manufacturing and testing facilities for use by the bidder for manufacturing of the grinding elements (bidder to furnish proof of ownership/ controlling stake of the facilities along with his bid).

MANUFACTURING FACILITIES:

a) Casting and machining facility for manufacturing of Hi-Chrome or higher grade grinding rings and hollow grinding balls for coal pulveriser of minimum grinding ring diameter 2.70 m having hardness of minimum 59 HRC and ball of minimum diameter 600 mm with hardness of minimum 55 HRC.

b)Single piece casting facility of minimum 5 MT.

c)Heat treatment facility for grinding rings and hollow balls.

TESTING FACILITIES:

a)Hardness testing,

b)Micro structure testing,

c)Chemical composition testing,

d)Ultrasonic testing machine,

e)Spectrometer/ Spectrogram,

f)Outside micrometer

OR

 

 

5.3

The bidder should be a regular manufacturer of grinding rings and balls of Hi-chrome or

higher grade

composition for E-type coal pulverizes and should have supplied at least 4 (four) set of grinding rings and balls with

satisfactory running performance of 7000 running

hrs for grinding rings & also for grinding balls (as a set or separately)

for

E-type coal pulverizes and should have an

ongoing collaboration/license agreement with a manufacturer who meets

the

qualifying requirements as stipulated at clause

5.2 above. In such a case, bidder along with his collaborator/ licenser

shall furnish a Deed of Joint Undertaking (DJU) as per the format enclosed in the bid documents for successful performance of grinding elements offered by him. The joint deed(s) of undertaking shall be submitted along with the bid,

failing

which the bidder shall be disqualified

and his bid shall be rejected. In case of award, the collaborator/ licenser

will be

required to furnish

on demand,

Bank

Guarantee for 1.5% of the total contract price in

addition to

the contract

performance security to be furnished by

the

bidder.

 

 

 

 

Further

bidder should

have

manufacturing

and

testing

facilities as per Clause 5.2

above and

shall offer

Hi-chrome or

higher

grade grinding

rings

and balls for which

agency

or his collaborator/ licenser

is qualified.

 

 

6.The bidder should have manufactured and supplied E- type Coal pulverisers or Hi-chrome grinding rings and/or

Hi-chrome hollow grinding balls or higher

grade grinding elements for E- type coal pulverisers during last 07(seven)

years reckoned as on the date of bid opening

having value not less than the following:-

i. Value of ` 146.05 Lacs in case of single

order,

OR

 

ii.Value of ` 91.28 Lacs in each case of two orders,

OR

iii.Value of ` 73.02 Lacs in eachcase of three orders

7.The bidder has to produce necessary proof of the orders executed.

8.The bidders should confirm the availability of above testing & manufacturing facilities. If the certification furnished is found false, the EMD furnished by the agency will be forfeited and the offer of the agency is liable for rejection.

Note:

(a) Both the top and bottom rings along with the balls are to be construed as operating

as one

(1) set.

(b)

"Higher

grade" as

mentioned above means materials with higher hardness,

better

chemical composition &

micro-structure

and superior

heat treatment.

 

 

9.FINANCIAL CRITERIA:

i.AVERAGE ANNUAL TURNOVER: The average annual turnover of the bidder in the preceding three (3) financial

years as on the date of bid opening shall not be less

than

` 365.12

ii. The work #executed# means that the bidder should

have

achieved

the specified QR

at Para 6 even

if total contract is

not completed/closed.

 

 

 

 

 

 

 

iii. Other income shall not be considered for arriving

at annual turnover as specified in QR para 9(i).

 

 

 

iv. In case, where audited results for the last preceding financial year are not

available, certification

of

financial

statements from a practicing Chartered Accountant shall

also

be considered acceptable.

 

 

 

 

v.In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial

parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format

enclosed in the bidding documents stating that the financial results of the company

are under audit as on the date

of

Techno-Commercial bid opening and the certificate from the practicing Chartered

Accountant

certifying the financial

parameters is not available.

 

 

 

10. Notwithstanding anything stated above, NTPC reserves the right to assess the

bidder#s

capability & capacity

to

perform the contract.

 

 

 

11.The employer also reserves the right to reject any or all bids or cancel/ withdraw the invitation for bids without

assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.

12.ADDITIONAL INFORMATION:-

The following information is also required from the bidders about the companies where similar orders have been executed.

I.Name of the customer/ company where similar order has been executed.

II.Year of execution.

III.Name & designation (Phone No. / Fax No. / email-id) of contact person of the customer.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have

any claim arising out of such

action.
