Subject: Vendor Enlistment (Updation) for Procurement of CEMENT at NTPC Jhanor

1.Introduction: Jhanor Gandhar Gas Power Project is having in operation Gas units of 3X144.3 MW and Steam Turbine of 224.49 MW. It is one of the esteemed projects of NTPC Ltd-a Maharatna PSU. The project is situated in Gujarat state, on highway no. NH-8 (Ahmedabad – Mumbai) in between Bharuch & Vadodara.

2.Scope: NTPC, Jhanor invites applications from eligible contractors/ vendors for updation of Manufactures / Vendors Enlisted for procurement of CEMENT at NTPC Jhanor Only.

3.Instruction to the applicants: Start date of Application Form downloading: 24/12/2015

a.The application form can be downloaded from NTPC tender site (www.ntpctender.com) or alternatively the application form can be obtained from the office of AGM(C&M), NTPC Ltd., Jhanor -Gandhar Gas Power Project, PO: Urjanagar, Jhanor, Bharuch - 392215, on all working days between 09:00 am to 06:00 pm during the application issue period without any fees.

b.Last date for submission of filled application for enlistment/registration completed in all respect alongwith necessary documents is 09.02.2016 till 15:00 hrs. (IST). Any change in last date for submission of application will be published only in our websites.

c.Filled in application forms shall be received in offline mode, only up to 09/02/2016, 15:00 Hrs in the office of AGM(C&M), NTPC Ltd., Jhanor -Gandhar Gas Power Project, PO: Urjanagar, Jhanor, Bharuch – 392215.

d.Make sure that the duly completed application (alongwith all the required documents) is reached NTPC Jhanor site office well in advance of the time & date specified.

e.Applications received after the stipulated last date of submission of application forms (09/02/2016) shall not be entertained & NTPC shall not be responsible for postal delays.

f.The Applicant may modify, substitute or withdraw his original application for Enlistment after its submission, but in any case before the specified deadline for submission. For doing so, a corresponding written notice of the modification or substitution or withdrawal has to be submitted by the Applicant to the Employer prior to the last date notified for receipt of the applications.

g.No applications shall be modified, substituted or withdrawn by the Applicant subsequent to the last date notified for receipt of the applications.

h.During the evaluation of the Applications, the Employer may, at its discretion, ask the Applicant for clarification to the applications including documentary evidences.

i.The applicant shall strictly adhere to the “Fraud Prevention Policy” of NTPC displayed on its tender website http://www.ntpctender.com.

j.All cost incurred by applicants for preparing and submitting the application, providing clarification or any other expenses whatsoever shall be borne by applicants themselves.

k.The information sought shall be filled in completely and wherever not applicable it should be written as “Not Applicable”.

l.A prospective Applicant requiring any clarification to the Enlistment documents may notify the same through e- mail or in writing by post as per detail address given below. NTPC Jhanor will respond to any request for

clarification that it receives not later than Seven (07) days prior to the deadline for submission of application prescribed by the NTPC.

4.Enlistment and Application Fee: NIL

a.The Application form can be obtained by interested Manufactures / Vendors free of cost.

b.The agency already enlisted for these packages / works at NTPC Jhanor need not apply again.

5.Evaluation criteria for Enlistment:

a.For the purpose of enlistment, applicants shall be evaluated on the basis of the stipulated Qualifying Requirements (Annexure-A) along with supporting documents, as mentioned in the Application Form. Manufactures / Vendors who do not meet the stipulated qualifying requirement in totality shall not be considered for enlistment.

b.Even though an applicant may satisfy the above requirements he would be liable for disqualification if he has made misleading or mis-representation or deliberately suppressed information in the forms, statements and enclosures required in the application.

c.Validity: This Enlistment updation shall be valid upto date: 23.04.2017

6.The bidders, who are presently banned from business by NTPC- Corporate Centre/ NTPC-RHQ /JGGPP, as on

09/02/2016, shall not be considered for enlistment. They shall be considered for enlistment only after expiry of their banning period & revoking of the banning order, and shall have to apply against future enlistment notices issued by NTPC, Jhanor.

7.Business dealings with enlisted vendors shall be suspended, if prima-facie it is found in course of investigation that the vendor is involved in an offence of unethical business dealings with NTPC.

8.Manufactures/ Vendors desirous of enlistment at NTPC-Jhanor for any/various services/works under execution at NTPC-Jhanor (Details as per Annexure-A), will have to submit filled application form attached at Annexure-B, along with all enclosures & supporting documents indicated.

Validity of the updation of Manufactures/ Vendors enlisted for Subject procurement at NTPC-Jhanor against this press advertisement will remain for the period mentioned in Annexure - A.

During the period that the applications are under consideration, the applicant is advised to refrain from contacting by any means, the employer and /or his employees/representatives on matters related to the applications under consideration. Any effort by an applicant to influence the evaluation of application or processing of applications for enlistment may result in the rejection of the Applicant’s application for enlistment.

Notwithstanding anything stated above, NTPC, Jhanor reserves the right to assess the capabilities, capacity & performance of the agencies, should the circumstances warrant such assessment.

9.For all contracts, mode of tendering adopted by NTPC, Jhanor shall be through E-tendering module only. The “Request form for Registration/ Login id on NTPC e-tender (SRM)”, duly filled in has to be submitted mandatorily along with the application form.

10.NTPC, Jhanor reserves the right to accept/reject any application, and to annul the enlistment process and reject all applications at any time without incurring any liability, to the affected Applicant(s) or any obligation to inform the Applicant(s) of the grounds for this action.
