FOR NEW VEHICLE (I.E. PRESENTLY NOT POSSESED BY THE APPLICANT), THE AMOUNT SHALL BE DOUBLE.

QUALIFYING REQUIREMENTS:

A.The intending bidder should possess at least one Diesel run Engine Non AC Hard Top Closed Jeep.

i)The year of manufacture of the vehicle as per registration book should be not earlier than January-2015.

ii)Bidder has to submit self attested documentary proof of vehicle fitness and registration certificate, up to dated tax clearances, comprehensive insurance, valid taxi/ contract carriage permit".

iii)Vehicle shall be in the name of agency/person submitting tender. In case bidder is a Travel agency, legal power of attorney from owner of the vehicle, is to be submitted along with bid.

B.The intending bidders who presently do not possess any vehicle may also participate in the tender with undertaking that they would buy the vehicle as per our specifications i.e. Diesel run Engine Non AC

Hard Top Closed Jeep of year of manufacture not earlier than January 2015 and deploy the same within 15 days of issue of Brief purchase order.

BRIEF SCOPE OF WORK: Deployment of diesel engine non AC hard top closed jeep on 12 hrs. Duty on monthly basis at various site in Odisha. The vehicle will ply in the vicinity of respective districts. However the vehicle may be taken to any where inside or outside Odisha. The agency should make all India taxi permit as on when required basis ,so that it can ply in any other state as per requirement of NTPC. The cost for all India taxi permit has to be borne BY THE AGENCY.

SALIENT TECHNICAL FEATURES:

Salient technical features of the equipment/ systems/ services covered in above NIT are mentioned in Annexure-I (attached herewith). These salient technical features as mentioned in Annexure-I is only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/ specification of equipment/ systems/ services covered in the bidding documents. Detailed provisions with regard to scope of work and technical features/ specification of equipment/ systems/ services, contained in the bidding document shall be final and binding.

TERMS AND CONDITIONS:

01.SPECIFIC TERMS AND CONDITIONS:

A. The applications seeking tender documents will be received in contracts department on any

working day from 24.12.2015 to 08.01.2016 on payment of Rs.450 for each work mentioned above towards cost of tender documents in the form of crossed demand draft in favour of NTPC limited payable at Bhubaneswar. Cash payment/money order will not be accepted. Tender document cost is non refundable. The bidding documents can also be downloaded from http://www.ntpc.tender.com on registration and online payment (non-refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purpose. In case the registered bidders who have downloaded the bidding documents require an additional manual copy of the document then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above.

B. Bid Submission & opening

Two part bidding system shall be followed for the subject package. There shall be 03 envelopes.

Envelope-1 must contain Earnest Money Deposit (EMD) and be superscribed “EMD for the work of “THE HIRING OF VEHICLE ON MONTHLY BASIS ”, NIT NO. 9900137171/017/1044 DT.18/12/2015 due on date: 18.01.2016 from

____________________________________________ (Name and Address of bidder).”

Envelope-2 must contain (i) supporting documents for fulfilling qualifying requirements, as mentioned at A or B above, (ii) technical bid in our original technical bid documents issued. The 2nd envelope must be superscribed “Technical bid for the work of THE HIRING OF VEHICLE ON MONTHLY BASIS ”, NIT NO. 9900137171/017/1044 DT.18/12/2015 due on date: 18.01.2016 from ____________________________________________ (Name and Address of bidder).”

Envelope-3 must contain price bid duly filled in our original price bid documents issued. The 3rd envelope must be superscribed “ Price bid for the work of THE HIRING OF VEHICLE ON MONTHLY BASIS ”, NIT NO. 9900137171/017/1044 DT.18/12/2015 due on date: 18.01.2016 from ____________________________________________ (Name and Address of bidder).”

(i) All 03 (Three) envelopes must be sealed individually, (ii) these three envelopes must be enclosed & sealed in one envelope, (iii) the envelope containing these three envelopes must be superscribed “Tender for the work of THE HIRING OF VEHICLE ON MONTHLY

BASIS ”, NIT NO. 9900137171/017/1044 DT.18/12/2015 due on date: 18.01.2016	from

C. NTPC takes no responsibility for any loss/delay/non-receipt of applications/ tenders sent by post
D) The bidder(s) can apply for any no of vehicle(s) ( owned by himself/ herself) for	above
district/districts

E)Bid evaluation shall be done based on " Total price quoted for one vehicle " against individual location/District. Separate work order shall be issued for individual location to successful bidder. NTPC reserves the right to award the work among the bidders at the lowest evaluated & agreed quoted rate.

02.GENERAL TERMS AND CONDITIONS:

A)The vehicle should also be registered under the motor vehicle act 1988.

B)The vehicle should be in perfect running condition and also shall have decent upholstery.

C)	This	contract shall be operative for a period of 02			years from the date of commencement of the
	work with a		provision to continue for	another one year at same rate, terms & conditions on
	successful and satisfactory performance.
D)	Bids	not	accompanied with requisite	earnest	money deposited /bid guarantee in separate and
	sealed cover or bids accompanied with earnest money/bid guarantee of inadequate value will not be
	entertained and in such cases bids will be returned to the bidder without being opened.

E)Applications received after the last date and time mentioned above due to any postal delays will not be considered. Offers received late/incomplete are liable for rejection.

F) NTPC reserves the right to accept/reject any or all application/bids in part or full and also to increase/decrease or split the tendered quantity among the bidders at any stage without assigning any reason whatsoever.

G)The sealed offers shall be received up to 03.30 pm of the bid opening date and same shall be opened at 04.00 pm on BOD. If the last date of receiving application and date of bid opening coincides with a holiday, the date will be shifted to the next working day.

H)The last date of submission of tenders and bid opening date will also be mentioned in the tender documents.

I)The vehicle owner should be registered under the motor transport workers act 1961(under section-3).

J)The vehicle can only be deployed after necessary inspection/ issuance of road worthiness certificate by our auto base.

K)NSIC / SSI units registered with OSID (Odisha) for the items / services for which such units are registered, shall be exempted from payment of Tender Fee/Bid Security / Earnest Money Deposit. Eligible NSIC/SSI units shall be exempted from paying Security Deposit (SD) up to the monetary limit for which the unit is registered with NSIC/ OSIDC. This shall be subject to submission of a self certified legible copy of valid registration certificate giving details, such as ‘items / services for which registered, validity, monetary limits etc’ in the EMD envelope. This should reach us before stipulated bid opening Date.

L)Tender document will be issued free of cost to Micro and Small Enterprises. Such Enterprises are not required to submit EMD, however they have to submit copy of Enterprise Memorandum II issued by DIC/Registration Certificate issued by khadi and village Industries Commission/Coir board/NSIC/Directorate of handicrafts and handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises GOI

M)Notwithstanding anything stated above, NTPC reserve the right to assess bidder’s capability and capacity to perform the contract, should the circumstance warrant such assessment in overall interest of the owner.

N)The above details are only be indicative and more details shall be given in the tender enquiry. Interested bidders are advised to visit the site and familiarize themselves with the site condition.

SALIENT TECHNICAL FEATURES

Subject: THE HIRING OF VEHICLE ON MONTHLY BASIS AT 14(Nos.) DIFFERENT DISTRICTS AT ODISHA

01. The cost of fuel & lubricant will be reimbursed by NTPC as per prevailing market rate as certified by EIC, but agency will ensure that the vehicle give minimum average consumption of diesel/Lubricant as below.

a)Non AC Hard Top Closed Jeep(Diesel): 12 KM/Litre of Diesel & 1000/KM/Litre of Lubricants.

b)Gear oil, break oil etc. to be arranged by the Contractor at his own cost. Lubricating oil shall be arranged by the contractor. The cost of 1 ltr. of lubricant per 1000 KM of run & the cost of 1ltr of diesel per 12km of run will be paid by NTPC at the prevailing market rate.

c)Toll tax & the parking fees paid will be reimbursed by NTPC on production of documentary evidence & on certification of the EIC.

02. The Vehicle should be Diesel Engine Non AC Hard Top Closed Jeep.

03. The vehicle should be in excellent running condition with all required accessories/fittings of model not earlier than January-2015

04. (1) Ownership:-(a)Vehicle must be in the name of agency/person applying for tender document and bidding.

(b) The agency not having Vehicle at the time of Submission of Bid, shall have to Deploy Vehicle within 15 days from Award of Contract.

(c)For Travel agency,Legal Power of Attorney from Owner of the Vehicle, is to be along with the bid.

05. The vehicles will ply in the vicinity of respective locations , as instructed by EIC ( total 14 districts as mentioned in NIT) . However the vehicle may be taken to any where inside & outside Odisha. The agency should make All India Taxi Permit as on when required basis, so that it can ply in any other state as per requirement of NTPC. The cost for all India taxi permit has to be borne by the agency.
