3.0Bid Security shall be submitted in a sealed envelope separately by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding documents may be downloaded by any interested Bidder on payment (non refundable) of the cost of the bidding documents as mentioned above in the form of a crossed Account Payee Demand Draft in favor of NTPC Limited, payable at New Delhi/Noida or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart).

In order to be able to download the bidding documents the prospective bidders shall be required to compulsorily register themselves with the NTPC website which shall be a onetime process.

For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close

date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work and other Specific details:

This covers the furnishing and installation of all Hard and Soft landscaping, Horticulture works, Outdoor Lighting Work and associated small civil works in NETRA Complex at Greater Noida. The contractor shall furnish all labor, materials, tools and equipment necessary to complete and maintain the work as indicated on the drawings and as specified herein, using the best recognized horticultural practices and construction methods, giving special attention to planting practices, planting soil mix, application of fertilizer with planting soil mix.

The scope includes but is not limited to the preparation of landscaped areas and the supply, planting, protection and maintenance of all plant material specified in the Drawings and Bill of Quantities.

The contractor shall be liable for any damages to property caused by planting and transplanting operations. All areas and construction disturbed shall be restored to their original condition to the satisfaction of the consultant / Engineer In Charge.

Work shall be performed and supervised at all times by qualified personnel. The Scope of work also includes the following:

a)Preparation of scheme and obtaining the approval of the Engineer-in-charge. Contractor's scope shall also include preparation of data sheet for all bought out items and obtaining the approval of the same from Engineer-in-charge.

b)Execution of the works according to released for construction drawings issued by Consultant / Engineer-in-charge. The procurement of all bought out items as per approved data sheet, including providing all labor, supervision, materials, consumables, scaffolding, fuel, construction equipment, tools and plants, supplies, transportation, all sampling, testing and quality assurance, providing necessary facilities and equipment to Engineer-in-charge for carrying out the inspection and quality check, setting out layout and levels, safety measures conforming the general environmental requirements, carrying out construction and erection in a mechanized manner, storage, repair / rectification / maintenance until handing over, furnishing of design, shop drawings, calculations, data sheets, records, manual etc, complying with statutory provisions and applicable laws etc.

Note: Agencies are advised to visit the site to assess the conditions before quoting against the work. Any clarifications if any required shall be brought out before quoting the rates.

6.0Prospective Bidders from U.P State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

7.1The bidder should have executed any one of the following Landscaping works within the preceding seven (07) years as on the date of Techno-Commercial bid opening, which includes landscaping work of residential complexes or non residential building(s) or Parks comprising

of (i) Hard Scape work like pavements, pathways, fountain(s), sculpture(s), open air theatre, artificial water body(ies) and (ii) Soft Scape like Trees/ saplings, shrubs, grassing:

a) One completed work having contract value not less than Rs.2,08,05,700.00. Or

b) Two completed works having contract value not less than Rs.1,30,03,600.00 each. Or

c) Three completed works having contract value not less than Rs.1,04,02,900.00 each.

The work "executed" means the bidder should have achieved the criteria specified in the QR, even if the total contract is not completed / closed.

One reference work shall mean the work executed at one location / campus through a single contract.

In case of contracts under execution as on date of bid opening, the value of work completed till the date of bid opening will be considered provided the value of executed work is certified by the employer.

The reference works executed by the bidder's group company / subsidiary company shall not be considered for its qualification.

7.2The average annual turnover of the bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid opening shall not be at less than Rs.2,60,07,022.00 (Rupees Two Crore Sixty Lakhs Seven Thousand Twenty Two only).

Note:

While computing the turnover other income shall not be considered.

In cases where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

8.0Issuance of bidding documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel / withdraw the Notice Inviting Tender [NIT] for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
