1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at KAHALGAON or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

The brief scope of the work covers design, engineering, manufacture, testing at works, transportation to site, receipt, handling and storage at site, erection and commissioning of Shunt Reactor and inclusive of necessary tools and tackles and supply of mandatory spares.

EXCLUSIONS

The following are specific exclusion from the scope of contractor.

1.Reactor foundation

2.Fire fighting system for the Reactor

3.Cabling from Marshalling Box to Employer#s board

4.ACSR conductors on 400 KV side for Bus reactor

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.0 In addition to the requirements stipulated in Section ITB (Instructions to Bidder), the following shall also apply:

1.1. Bidder should have designed, manufactured, 400 KV or above class shunt reactors of at least 50 MVAR Capacity (either three phase as single unit or bank of three single phase reactors of at least 16.67 MVAR each) which should have been in successful operation at at least two(2) different installations for at least two(2) years prior to the date of Techno-Commercial bid opening.

1.2. Bidder who have designed, manufactured, installed /supervised installation and commissioned / supervised commissioning of at least two (2) no. 400 KV or above class transformer / 220 KV or above class reactor which are in successful operation for two (2) years prior to the date of Techno-Commercial bid opening and have established manufacturing facilities for 400 KV class shunt reactors based on technological support of its Associate or Collaborator, can also be considered for manufacturing & supply of reactor specified under present package provided:-

( i) Associate or Collaborator meets the qualifying requirement stipulated at 1.1, above and provide a letter of undertaking, for successful performance of the reactors, as per format, given in the bidding document.

( ii ) Reactor shall be of Collaborators/Associate#s design. Reactor shall be manufactured in line with manufacturing & assembly drawings of Collaborator/Associate and Collaborators/Associates drawings approved by NTPC.

( iii ) Core coil assembly and final testing of the reactor shall be under the supervision of Collaborator/Associate.

Note:

1) Equipment designed by the Bidder by itself or through its collaborator/associate for reference plant shall also be considered meeting the requirement of design.

2.0 The average annual turnover of the bidder in the preceding three(03) financial years as on the date of opening of Techno-Commercial bid proposal should not be less than Rs 400 Lacs.

Note:

I. Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/ his associates/ subsidiaries/group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

ii.The word #designed, manufactured# mentioned in Para 1.1 above means the bidder should have achieved the criteria specified above in Para 1.1, even if the total contract is started earlier and/or is not completed/closed.

iii.The word #designed, manufactured, installed/supervised installation and commissioned / supervised commissioning# mentioned in Para 1.2 above means the bidder should have achieved the criteria specified above in Para 1.2, even if the total contract is started earlier and/or is not completed/closed

iv.in case of orders under execution, the value of work executed till the date of opening of Techno-Commercial bid proposal as certified by the Client shall be considered.

v.While computing the annual turnover, other income shall not be considered.

vi.In the cases where audited results for the last preceding financial year are not available, certification of financial statements from a practicing chartered accountant shall also be acceptable.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
