3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at HAZARIBGAH or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail BRIEF SCOPE OF WORK.

PRE-ENGINEERED STRUCTURES-CISF(PACKAGE- II) The brief scope of work includes OF:

-Supply and Installation of Pre-Engineered/Pre-fabricated structure/building. which includes the civil and electrical works. -Design,Fabrication,supply,storage,erection, testing and commissioning for Internal Electrification of Pre-Engineering township.

WORK TO BE CARRIED OUT AS PER TECHNICAL SPECIFICATION AND BOQ

The Entire Civil and internal electrification work is to be performed as per bill of quantities(DSR items and NON DSR items),tender drawing, technical specifications, special conditions of contract, other tender documents, detailed working drawings issued by the owner and as per direction of engineer in charge.

The building under this package are as follows-

1. Single room accommodation- 06 blocks - Plinth area of one block(approx. in sqm-981. 2.CISF Barrack- 01 block-Plinth area of one block(approx. in sqm-1454.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

Qualifying Requirements of Bidders -1.1 Technical Criteria:

i.The bidder should have Executed the works of supply and installation of pre-Engineered/Pre-Fabricated structures/building(s) for residential/non-residential use which includes the civil and electrical works also.

ii.The Bidder should have successfully executed the above mentioned works within the preceding seven(7) years prior to the date of Techno-Commercial bid opening as per the following criteria:

One work of value not less than Rs 13.32 Crores.

OR

Two work of value not less than Rs 8.32 Crores each.

OR

Three works of value not less than Rs 6.66 Crores each.

2.1 Financial Criteria:

A.The average annual turnover of the Bidder, in the preceding Three (3) financial years as on the date of Techno-commercial Bid opening, should not be less than INR 16.64 Crores.

B.The Net Worth of the Bidder as on the last day of the preceding financial year, of the date of Techno-commercial Bid opening, shall not be less than 100% of the bidders paid up share capital. In case the Bidder meets the requirement of Net Worth based on the strength of its Subsidiary (ies) and/or Holding Company and/or Subsidiary (ies) of the Holding company wherever applicable, the Net Worth of the bidder and its Subsidiary (ies) and/or Holding company and/or Subsidiary (ies) of the Holding company, in combined manner should not be less than 100% of their total paid up share capital. However individually, their Net Worth should not be less than 75% of their respective paid up share capitals. For Consortiums/Joint Ventures, wherever applicable, the Net Worth of all Consortium/Joint Venture members in combined manner should not be less than 100% of their paid up share capital. However individually, their Net Worth should not be less than 75% of their respective paid up share capitals.

C.For Joint Ventures/Consortiums, all the partners of the Joint Venture/Consortium shall be collectively required to meet the turnover criteria.

D.In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the un-audited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification :

i)Copies of the un-audited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

ii)A certificate from the CEO/ CFO of the Holding Company as per the format enclosed in the Techno-Commercial bid documents, stating that the un-audited unconsolidated financial statements form part of the consolidated Annual Report of the company.

In cases where audited results for the last preceding financial year as on the date of the Techo-Commercial Bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

E. In case a bidder does not satisfy the financial criteria, stipulated at Para A above on its own, the holding company would be required to meet the stipulated turnover requirements at Para A above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the holding company. In such an event, the bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the holding company, supported by Board Resolution, as per the format enclosed in the Techno-Commercial Bid Documents, pledging unconditional and irrevocable financial support for the execution of the contract by the bidder in case of award.

Note for clause 2.1:

i.Net worth means the sum total of the paid up share capital and free reserves. Free reserve means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Further, any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.

ii.Other income shall not be considered for arriving at annual turnover.

Notes: The word "executed" means that the bidder should have achieved the progress specified in the QR para 1.1 even if the total contract is not completed/closed. The same shall be supported by documentary evidence issued by the owner.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11. Access To Tender Document:

This is an e- tender case with reverse auction. Tender document can be accessed / downloaded from NTPC website: www.ntpctender.com. After paying the stipulated tender fee. & Bid creation / submission can be completed after log on to our e-tender portal: https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart

Using valid LOGIN ID/ Password, allotted to vendors by NTPC.

After logging in to our e-tender site as mentioned above, the interested bidder can pay the tender fee as mentioned in the “BIDDERS MANUAL” and “Guidelines to Bidders” which are available on the SRM login screen.

12.Tender Fee Payment:

A)Tender fee can be paid through ICICI payment gateway or alternatively through demand draft, in favor of NTPC Ltd., payable at Hazaribag.

B) In case of receiving the payment through demand draft/banker cheque, authorization shall be given by NTPC , North Karanpura for allowing the vendor to create the bid. In case payment is made through ICICI payment gateway, this is done automatically.

C)In case of offline payment, the bidder has to submit application at NTPC ,North Karanpura along with DEMAND DRAFT (Non-refundable) for tender fee in favour of NTPC Ltd., payable at Hazaribag Within the schedule.

D)The application envelope must be super scribed with NIT No. In case a bidder desires to participate in more than one tender, separate application is required to be made against each NIT accompanying a separate DEMAND DRAFT as mentioned above.

E)Firms registered with NSIC are exempted for tender fee submission. Application along with a copy of Valid NSIC certificate to be submitted to NTPC North Karanpura, well in advance (within Schedule) to give authorization to access the bid.

F)Application with all relevant documents should reach in the office of. DGM (C&M) within the schedule. NTPC

will not be responsible in any way for late receipt of request for tender documents due to any postal delay or delay of any form in transit.
