3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at LUCKNOW or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Design, Manufacture, Factory Testing, Inspection, Supply, Inland Transportation, Transit Insurance, Local delivery, on-Site inspection, Installation & Commissioning, Data Migration, handing over, Documentation & Warranty of Systems (3 years comprehensive OEM onsite warranty) of 570 Nos. Personal Computers for projects of Northern Region as per tender documents

Exemption from Tender Fee & EMD:

For exemption from submission of EMD as per General Purchase Condition (GPC), bidder shall have to submit Valid MSE certificate as per MSMED Act 2006, if applicable.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

7.1The Bidder should be a Manufacturer of PCs having facility in India for manufacture of PCs, using either their own manufactured or Intels motherboards.

The Bidder should be a Subsidiary/Authorized Partner of the OEM as above, prior to the date of techno-commercial bid opening. Such bidder should be duly authorized by OEM as above for this tender.

7.2The OEM should have a national/global existence for the last five (05) years

7.3The OEM should have annual sales of at least 90,000 units of PCs for any of the two (02) preceding years.

7.4The OEM as above should have following certifications:

a)Should have a valid ISO 9001 certification.

b)Should have Microsoft OEM certification for Pre-loading of latest Windows operating system.

7.5 The Bidder should have executed the order(s) for supply of PCs in India, during last five (05) years prior to the date of techno-commercial bid opening, as any one of the following:

Three orders having value not less than Rs 117.0 lacs each.

Two orders having value not less than Rs 147.0 lacs each.

One order having value not less than Rs 235.0 lacs.

7.6 The average annual turnover of the bidder in the preceding three (3) financial years as on date of techno-commercial bid opening shall not be less than Rs294.0 lacs.

NOTE:

1.The word executed means the bidder should have achieved the criteria specified even if the total contract is started earlier and/or is not completed/closed. In case of orders under execution, the value of work executed till the date of bid opening as certified by the Employer shall be considered.

2.While computing the average annual turnover, other income shall not be considered.

3.In case where audited results for the last preceding financial year are not available, certification of financial statements from a practising Chartered Accountant shall be considered acceptable.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
