3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

SUPPLY OF MATERIALS AS PER BOQ & TECHNICAL SPECIFICATIONS

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

In addition to qualifying requirements stipulated under section ITB (Instruction to Bidders), the bidder should also meet the qualifying requirements stipulated hereunder in clauses 1(i), 1(ii), 1(iii), 1(iv) & 2.0.

1(i) The bidder should be a manufacturer/ valid Authorised Dealer (or Agent) whose principal is a manufacturer/ supplier of Cast Basalt lined pipes/ bends of internal diameter not less than 300 mm having minimum Cast Basalt lining thickness of 20 mm (with permissible tolerance +/- 2 mm).

(ii)The Bidder must be in the business of supply of Cast Basalt lined pipes and should have supplied at least 800 meters of cast basalt lined pipes of internal diameter not less than 300 mm having minimum Cast Basalt lining thickness of 20 mm (with permissible tolerance +/- 2 mm) to any PSU/ Govt. Organization/ Private Organization/ Industrial Establishment AND should be meeting any one of the criteria mentioned at (iii) below :

(iii)The bidder must have executed the orders for supply of Cast Basalt Lined Pipes/ Bends during last 07 (seven) years ending last day of month previous to the date of NIT having minimum contract values as indicated below :

a)Three orders with value of each order not less than Rs. 454 lacs.

b)Two orders with value of each order not less than Rs. 568 lacs.

c)One order with value of not less than Rs. 909 lacs.

(iv) The bidder should have testing facilities available/ should be able to arrange testing facilities at owner approved laboratories for carrying out complete analysis of the cast basalt lined MS pipes as specified in the technical specifications/ Quality plans of the owner.

2.0 The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of techno-commercial bid opening, shall not be less than Rs.1136.00 lacs (Rupees Eleven Crores Thirty Six Lacs only).

NOTES :

i)Other income shall not be considered for arriving at annual turnover.

ii)In cases where audited results for the financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

iii)The word #executed# means that the bidder should have achieved the progress specified in the QR para 1.0 (iii) even if the total contract is not completed/closed, the same shall be supported by documentary evidence issued by the owner/employer.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
