5.0Brief Scope of Work & other specific detail

Sub:- Dredging of Over Flow Lagoon (OFL) of St-II Dyke, Phase-IV.

Station is a Unit of NTPC, in Kaniha block under Talcher sub- division of Angul

district of ODISHA.

III. Dredging works to be carried out

in

Over Flow Lagoon

(OFL) of Stage-II, which is adjcent

to Lagoon- & 2 Ash

Dyke.

 

 

 

 

 

TECHNICAL FEATURES :

 

 

 

 

 

01.

The scope of the work involved

is

dredging of Over

Flow Lagoon (OFL) of Stage # II,

which is adjacent

to

Lagoon-1 & 2 ash dykes.

 

 

 

 

 

02.

Dredgers to be deployed: Contractor has to deploy suitable capacity of dredger to dredge upto 6 m depth. Cutter

Suction Dredgers shall be deployed for

the work having adequate capacity to maintain/achieve the required depths in

the

time-schedule specified. The Dredgers

are

to be fitted with

all the necessary equipments and auxiliaries necessary

to

ensure performance to the required/projected level of efficiency. The vessel shall be suitably anchored during idle time.

03. Dredging Plan: It will be

the

responsibility of the contractor to plan the dredging program so as to attain the widths

and

depths at various zones of

the

area as required with the consent of EIC. However, during the course of dredging

due

to requirement of

NTPC,

the

contractor shall undertake

dredging

in any other location or area, in the OFL as

instructed and no claim

of any

sort

shall be made for deviating

from the

original dredging plan.

04.Disposal of Dredged Material: The depth of dredging shall be maximum 6.00m. The dredged materials shall be

deposited at

nearby disposal area within

a lead of upto 500

m and within a lift of 4 m (i.e. disposal head considered

4.00 m approx. from OFL water level).

The discharge points shall be changed suitably time to time to allow sufficient

time to settle

de-silted materials inside the

disposal area. The

decision of EIC in this regard shall be final.

05. During the course of Dredging, if the dredger encounters materials like boulders, scrap metal, anchor chain, etc as a result of which the dredger is damaged for which NTPC Limited shall not be held responsible and no claim shall be entertained. If require, the agency has to remove the aquatic vegetation to facilitate dredging work for which no separate payment shall be made.

06. Consumables: Fuel and other consumables for dredger/craft: Fuel, Oils and other consumables required for the dredger shall be arranged by the contractor at his own cost. The contractor will have to make his own arrangements for drinking water at his cost.

07.Measurement shall be done on Pre & Post level basis of area where the dredged material shall be kept (disposal area).

08.Completion period of the work shall be 04 (four) months.

09.There shall be no defect liability period for the work.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

QUALIFYING REQUIREMENTS

The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements:

1.0

Technical Criteria:

(i)

The bidder

should have executed/ completed similar work during last seven(7) years ending last day of month

previous to the date of NIT having minimum contract value as indicated below :

a.

One work of

value not less than Rs.48 Lakh

OR

b.Two works, each of value not less than Rs.30 Lakh each

OR

c. Three works, each of value not less than Rs.24 Lakh each

Similar Work means: Dredging Work.

2.0

Financial

Criteria:

The

average

annual turnover of the bidder in the preceding three (3) completed financial years shall not be less than

Rs.60 Lakh.

 

NOTE:

1. The word #executed# means that the bidder should have achieved the progress specified in the QR even if total contract is not completed/ closed. In case of ocontract/order under execution as on last date of the month proceeding the month of publication of NIT, the value of work/order executed till such date will be considered.

2.Other income shall not be considered for arriving at Annual Turnover.

3.

In

cases where

audited results of the last preceding financial year

are

not available,

certification of

financial

statements from a practicing Chartered Accountant shall also

be considered acceptable.In case, Bidder is not able to

submit

the

certificate

from practising charted accountant certifying its financial parameters, the audited

results

of three

consucitive

financial years preceding the last financial year shall

be considered

for

evaluating the

financial

parameters.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

I.Earnest money deposit (EMD):

A. Bid Security/EMD and LOU

shall be submitted

in a sealed envelope, which should be superscribed #Dredging of

Dyke, Phase-IV#. NIT ref no. 40046354 due on date --02.12.2015 from ____________

(Name and Address of bidder).# , separately offline

by the stipulated bid opening date and time at the address given

below. Any bid without an acceptable Bid Security (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

B. The EMD offered shall, at bidders option, be in the form of (i) A Crossed Demand Draft/Pay Order/Bankers Cheque in favour of NTPC Limited payable at SBI, Telesingha (code-6257) or UCO Bank Kaniha (code-0909) or UCO Bank Deepsikha (code-1889). or (ii) an unconditional and irrevocable Bank Guarantee (BG) from any of the banks specified in the bidding documents. The format of Bank Guarantee towards bid security shall be in accordance with the #Proforma for BG# included in the bidding documents. While getting the Bank Guarantee issued, Bidders are requested to ensure compliance to the points mentioned in Bank Guarantee Verification Check List in the bidding documents. Bidders are required to fill up this check list and enclose the same along with the bank guarantee. EMD for an amount less than or equal to Rs.50,000.00 shall not be accepted in the form of bank guarantee. EMD shall not be accepted in any other form.

C. The bid security shall remain valid for a period of forty five (45) days beyond the original bid validity period or beyond any extension in the period of bid validity subsequently requested

D. ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY WITHIN THE SCHEDULED TIME SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND BID SHALL NOT BE OPENED.

6.1Benefits to MSEs : Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and

Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Eligible NSIC/SSI units shall also be exempted from paying Security Deposit (SD) up to the monetary limit for which the unit is registered.

The benefit as above to MSEs shall be available only for goods / services produced & provided by MSEs for which they are registered.

MSEs seeking exemption and benefits should enclose a attested / self certified copy of valid registration certificate, giving details such as validity, stores/ services etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.

II.GENERAL TERMS AND CONDITIONS:

1.DOCUMENTS TO BE SUBMITTED WITH TECHNICAL BID:

Legible copies of the following documents duly signed by the authorized representative of the bidder are to be submitted (uploaded in #C# folder) in support of the qualifying requirement along with technical bid.

A)(i) Award letter / Work Order with bill of quantities (ii) proof of value of work executed as mentioned at (B) below

B)Documentary evidence issued by the employer as proof of value of work executed clearly indicating (i) the executed

value of the work and (ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate / final deviation order / copies of measurement book (R/A bills). An employer means

Government / Large Industrial Organizations / Public Sector Enterprises.

 

 

 

C)

Audited balance sheet and

profit & loss account of last three financial

years ending

31st March

2015(namely

2012-13, 2013-14 & 2014-15).

 

 

 

 

D)

Partnership deed/ affidavit

for proprietorship/ certificate of incorporation/

articles of

association etc

with latest

changes, if any.

 

 

 

 

E) Copy of Power of Attorney of Authorized Signatory (if applicable)

 

 

 

F)

The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner. Copy of

PF

code allotted by RPFC must

be submitted with technical bid.

 

 

 

G)Copy of Sales Tax registration, Service Tax registration, STCC/TIN & PAN.

NTPC if so desire may verify the performance of the bidder from their respective clients.

2.Bids should be submitted by 3.30 pm on the scheduled date of opening(After 3.30PM system will not allow) of

technical bid

and shall

be opened online at

3.

If the last date of

receiving application

and

date

of bid opening coincides

with a

holiday, the date will be

shifted to

the

4.

First EMD envelope shall be opened. Technical

Bids of bidders who have submitted EMD in acceptable form to

NTPC shall

be opened

online next. If the bidder qualifies as per the QR and terms

and conditions of NIT,

their price

bid

shall be

opened on

the scheduled date

as notified

in NIT or on the date

to be intimated after evaluation of technical

bids.

 

 

 

 

 

 

 

 

5.

No deviation will be allowed on price basis, period of completion, deduction of security deposit and other statutory

deductions. Bids with such deviation shall be considered as non-responsive.

6.

NTPC takes no responsibility for any loss/delay/non-receipt of tenders sent by post. Offers received late/incomplete

are

liable for rejection. Sealed bids

must be

sent at the #address for communication# only.

7.

Notwithstanding anything stated

above,

the Employer reserves the right to undertake a physical assessment of the

capacity and capabilities including financial capacity and capability of the Bidder/ his Collaborator(s)/ Associates(s)/ Subsidiary(ies)/ Group Company (ies) to perform the contract, should the circumstances warrant such assessment in the

overall interest of the Employer.

The physical assessment shall include but not be limited to the assessment of the office/ facilities/ banker#s/ reference

works by the

Employer. A negative determination of such assessment of capacity and capabilities may result in the

rejection of the

Bid.

The above right to undertake the physical assessment shall be applicable for the qualifying requirements stipulated in the

various sections of the tender documents.

 

 

 

8.

NTPC

reserve

the right to reject or accept any tender without assigning any reasons thereof.
