NSPCL, a joint venture of NTPC & SAIL, at Durgapur, invites E- tenders from the eligible parties / agencies for the following Materials / Work. The detailed Scope of Work & Tech. Specifications etc. are given in the Tender Documents.

Instruction for e-bidding:

1. The bidder must have Digital Signature Certificate (Class-III).

2. The bidders who already have valid SRM User ID:

1. Login the SRM Portal and click on RFx and Auction button.

2. Rfx will be available to view for all the bidders which are already having valid SRM User ID’s.

3. Interested bidders have to register first against the Bid invitation by clicking on “Register” button placed into Rfx header segment.

4. Tender document fee and EMD also needs to be submitted offline to NSPCL,Durgapur.

5. Once Registration step & Tender fee submission is done by bidder and the tender fee received by the NSPCL and updated into the system then Bidder could able to “Create Response” and submit the bids against the Bid invitation into the system.

3. New Bidders which are not having SRM User ID:

1. In case a new bidder wants to participate for a particular Bid invitation in SRM portal, the bidder first of all has to submit the filled registration ( form available in the website, www.nspcl.co.in under / below the SRM Link ) to C&M department, NSPCL Durgapur in hard copy or scanned copy through e-mail at: nspcldgp.cm@gmail.com.

2. C&M department will initiate the process for vendor ID creation in SAP & send the bidders SRM Credentials (User ID along with initial Password)

3. After creation of SRM Credentials the step 2 ( above ) shall be followed by the bidder.

Tender cost and EMD to be paid through Demand Draft in favour of “NSPCL” payable at Durgapur, West Bengal. Original D/D (for Tender Cost) and EMD documents to be sent to AGM(C&M), NSPCL/Durgapur -713203, Dist- Burdwan, W.B. and confirmed by e-mail, so as to reach the site before Technical Bid Opening date.

All eligible NSIC / SSI units with proper certificates from the appropriate authority shall be exempted for payment of Tender Document Fees & EMD. Bidders seeking exemption have to enclose a copy of valid Registration Certificate giving details of Stores, Monetary limit & Validity and send to us; failing which their bids may not be considered.

Package Name : Procurement of Grinding Rings & Grinding Balls for Ball and Race Mill

Completion period : 12 Months.

Qualifying Requirements:

The Bidder should meet Qualifying Requirements (QR) stipulated hereunder along with notes.

1. Average Annual Turnover of the bidder in the preceding three (3) financial years from the date of bid opening shall not be less than Rs. 454.93 Lakhs.

2. The bidder should have successfully executed, during preceding 7 (seven) years from the date of bid opening, the supply of Grinding Balls & Grinding Rings for Coal Mills to a power utility having generation capacity of at least 2x60 MW as per the following:

1. Single supply order having value not less than Rs. 363.95 Lakh

OR

2. Two supply orders having value not less than Rs. 227.47 Lakh each

OR

3. Three supply orders having value not less than Rs. 181.97 Lakh each.

3. The bidder should be a regular manufacturer of MKM25J / E type coal pulverisers and should have supplied such coal pulverisers to at least two coal fired units, each of 60 MW or higher capacity, located at two different power stations and which are in successful operation for at least two years as on date of bid opening with the same type of grinding elements of Hi chrome/Ni-hard IV as offered by the bidder, which have satisfactorily run for a minimum period of 6500 hours.

OR

4.1 The bidder should be a regular manufacturer of Ni-hard/ Hi chrome castings and should have supplied at least 4(four) sets of grinding elements (grinding rings and balls) for 60 MW Power plant or higher capacity of Ni-hard IV / Hi chrome of MKM25J / E-type coal pulverisers during last three years from the date of bid opening which have satisfactorily run for a minimum period of 6500 hours.

AND

4.2 Bidder should either himself or through a company /agency in which he has controlling stake, own following manufacturing and testing facilities for use by the bidder for manufacturing of the grinding elements (bidder to furnish proof of ownership/controlling stake of the facilities along with his bid).

MANUFACTURING FACILITIES:

1. Casting and machining facility for manufacturing of Hi-chrome /Ni hard IV grinding rings and hollow grinding balls of coal pulveriser of minimum grinding ring diameter 3.0 meter having hardness of minimum 59HRC and ball of minimum diameter 700 mm with hardness of minimum 55 HRC.

2. Single piece casting facility of minimum 5 MT.

3. Heat treatment facility of grinding rings and hollow balls.

TESTING FACILITIES :

1. Hardness testing

2. Micro structure testing

3. Chemical composition testing

4. Ultrasonic testing machine

5. Spectrometer/Spectrogram

6. Outside micrometer

Notes :

1. For QR no. 1.0, the bidder shall submit the Audited Balance sheets and Profit & Loss account for the specified period. In case where audited results for the last preceding FY are not available, certificate of financial statements from a practicing chartered accountant shall also be considered acceptable. Other income shall not be considered for arriving annual turnover.

2. For QR no.2.0, the bidder must submit documentary evidence in support of meeting the QR like copy of supply completion certificate from the client /Stores Receipt Voucher (SRV) / protocol jointly signed by purchaser & supplier, Purchase Order towards satisfactory completion of supply. The word ‘executed’ shall mean the value mentioned in the QR for supply completed even if the total purchase order (s) is not completed/closed.

3. For QR no. 3.0 & 4.0, the bidder must submit a certificate of satisfactory running of set of grinding balls & grinding rings from the client to whom they have supplied the same. Both the top and bottom rings along with the balls are to be constructed as one (1) set.
