BRIEF SCOPE
Chemical treatment of condenser cooling water system of TSTPS, NTPC Kaniha, 6 units of 500MW each (6X500MW = 3000MW total). The objective of this programme is to control weight gain of CT fills, scaling, deposition, corrosion, microbes induced corrosion and micro biological fouling and to maintain desired vacuum in condenser.. Supply of chemicals such as (PBTC, Polymeric dispersant, Zinc Sulphate. 7H2O,
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
In addition to satisfactory fulfillment of the Qualifying requirements stipulated in section ITB(instruction to bidders) of bid documents, the bidder should also meet the qualifying requirements stipulated hereunder :
1.0 The bidder should have executed contract for cooling water treatment programme of at least one (1) cooling water system having a flow rate not less than 10,000 Cu.M/hr operating in alkaline PH range and the treatment program should have been in successful operation for at least one (1) year prior to the date of

A.The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of
B.The net worth of the bidder as on the last day of the preceding financial year shall not be less than 100% of the
C.In case the bidder is not able to furnish its audited financial statements on stand alone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification:
i.Copies of unaudited unconsolidated financial statement of the bidder along with copies of audited consolidated financial statements of the Holding company.
ii.A certificate from the CEO/CFO of the Holding company, as per the format enclosed in the bid
D.In case a bidder does not satisfy the financial criteria, stipulated at Para A above on its own, the holding company would be required to meet the stipulated turnover requirements at Para A above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid up share capital of the holding company. In such an event, the
bidder would be required to furnish along with its bid, a letter of undertaking from the holding company, supported by Board resolution, as per the format enclosed
E.In case the bidder meets the requirement of Net worth based on the strength of its Holding Company, the net worth of the bidder and Holding Company, in combined manner should not be less that 100% of their total paid up share capital. However, individually, their net worth should not be less than 75% of their respective paid up shall capital.
Notes (1):
i.In cases where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Account shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Account certifying its financial parameters, the audited results of three consecutive financial years proceeding the last financial year shall be considered for evaluating the financial parameters.
ii.Other income shall not be considered for arriving at annual turnover.
iii.Net worth means the sum total of the paid up share capital and free reserves. Free reserve means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of assets, write back of depreciation provision and amalgamation. Further, any debit balance of profit and loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

E.Benefits to MSEs : Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit.
The benefit as above to MSEs shall be available only for goods / services produced & provided by MSEs for which they are registered.
MSEs seeking exemption and benefits should enclose a attested / self certified copy of valid registration certificate, giving details such as validity, stores/ services etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.
GENERAL TERMS AND CONDITIONS:
1.DOCUMENTS TO BE SUBMITTED WITH TECHNICAL BID:
Legible copies of the following documents duly signed by the authorised representative of the bidder are to be submitted in support of the qualifying requirement along with technical bid.
A.Award letter / Work Order / Purchase Order with bill of quantities (ii) proof of value of work executed as mentioned at (B) below B.Documentary evidence issued by the employer as proof of value of work executed clearly indicating (i) the executed value of the work and (ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate / final deviation order / copies of measurement book (R/A bills). An employer means Government / Large Industrial Organisations / Public Sector Enterprises.
C.Audited balance sheet and profit & loss account of preceding three (3) financial years as on date of bid opening
D.Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any. E.Copy of Power of Attorney of Authorized Signatory (if applicable)
F.The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner. Copy of PF code allotted by RPFC must be submitted with technical bid.
G.Copy of Sales Tax registration/TIN, Service Tax registration & PAN.
H.In addition to the above the bidders have to fill in the enclosed check list and submit along with the bid. NTPC if so desire may verify the performance of the bidder from their respective clients.
2.If the last date of receiving application and date of bid opening coincides with a holiday, the date will be shifted to the next working day.
3.First EMD envelope shall be opened. Technical Bids of bidders who have submitted EMD in acceptable form to NTPC shall be opened online next. If the bidder qualifies as per the QR and terms and conditions of NIT, their price bid shall be opened on the scheduled date as notified in NIT or on the date to be intimated after evaluation of technical bids.
5.No deviation will be allowed on price basis, period of completion, deduction of security deposit and other statutory deductions. Bids with such deviation shall be considered as

7.Notwithstanding anything stated above, NTPC reserve the right to assess bidder#s capability and capacity to perform the contract, should the circumstance warrant such assessment in overall interest of the owner.
8.NTPC reserve the right to reject or accept any tender without assigning any reasons thereof.
