6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
Qualifying Requirements: The bidder should meet the following Qualifying Requirements stipulated hereunder:-
1.0 The bidder should be manufacturer of HPSV Lamps. OR
The bidder should be subsidiary/Authorized channel partner / authorized dealer of the OEM as above on the date of opening of Technical bid. The bidder should be duly authorized by the OEM for this tender.
2.0 The bidder should have executed any one of the following similar work during the preceding seven years from the date of
§One similar order valuing not be less than Rs. 50.98 Lacs. OR
§Two similar orders each valuing not less than Rs. 31.87 Lacs. OR
§Three similar orders each valuing not less than Rs. 25.49 Lacs.
3.0 The average annual financial turnover of the bidder in the preceding three financial years as on the date of
Note:
a)#Similar work# means any work which includes supply of HPSV Lamps.
b)The word #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and / or is not completed / closed.
c)Incase of orders under execution, the value of work executed till the date of technical bid opening as certified by the client shall be considered.
d)The order values referred above are exclusive of taxes & duties.
e)While computing the annual turnover other income shall not be considered.
f)In case where audited results for the last financial year as on the date of Technical bid opening are not available, the financial results certified by a practising Chartered Accountant shall be considered acceptable. In case bidder is not able to submit the certificate from a practising Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.
g)In case bids are submitted by the authorized dealer of OEM, order & turnover of OEM may also be considered in QR evaluation as an alternate to his own credentials.
4.0 DOCUMENTS TO BE SUBMITTED BY THE BIDDER WITH THE TECHNICAL BID: Legible copies of the following documents duly signed by the authorized representative of the bidder are to be submitted in support of the qualifying requirements along with technical bid.
a)Relevant documents/P.O. copies alongwith invoices, GR etc. to satisfy all the Q.R. points as mentioned above.
b)Audited balance sheet & profit and loss account of last three financial years ending 31st march 2015 (namely
c)Memorandum of Articles of Association in case of bidder being PSU/Limited Co. (Public or Private) Registered under Companies
d)Copy of Power of Attorney of Authorized Signatory (if applicable).
e)Copy of valid Income Tax Permanent Account Number (PAN)
f)Requisite Original Bid Security/EMD as indicated in the tender notice.
NTPC, if so desire may verify the performance of the bidder from their respective clients.
5.0GENERAL TERMS AND CONDITIONS:
5.1A complete set of bid documents may be downloaded by any interested bidder on payment

5.2 Micro, Small & Medium Enterprises shall be exempted from payment of Tender Fee/ cost of tender documents and Earnest Money Deposit, as per the Public Procurement Policy for Micro, Small & Medium Enterprises (MSEs) order # 2012 of Ministry of Micro, Small & Medium Enterprises (MSME), Govt. of India. Tenderer seeking exemption should enclose a legible copy of valid registration certificate preferably attested by Gazetted officer / Magistrate Ist class.
6.0 Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. The qualification status shall be examined by the tender committee during the process of bid evaluation.
7.0 The Bids not accompanied with the requisite EMD or with Bid Security of inadequate value or EMD / Bid Security is in unacceptable form in a separate sealed cover shall not be entertained and in such cases bids shall be rejected by the Owner as being
8.0 Notwithstanding anything stated above, NTPC reserve the right to assess bidder#s capability and capacity of the bidder for carrying out the supplies and the decision of NTPC in this regard shall be final.
9.0 NTPC reserves the right to accept or reject any or all the tenders in part or full including rejection of any request for issue of tender documents, alter the quantities or split the order without assigning any reason thereof.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
