3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at DADRI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

The scope of work shall comprise but not limited to the Design, Supply, Installation & Commissioning of 125 MVAr Shunt Reactor #. For details please refer Intent of Specification & Scope of Work.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.0Technical Criteria

1.1The bidder should have designed, manufactured 400 KV or above class shunt reactors of atleast 50 MVAR capacity (either three phase as a single unit or bank of three single phase reactors of atleast 16.67 MVAR each) which should have been in successful operation in atleast two (02) different installations for atleast two (2) years prior to the date of Techno-Commercial bid opening.

1.2Bidder who have designed, manufactured, installed/supervised installation and commissioned/supervised commissioning of atleast two (02) no. 400 KV or above class transformer/220 KV or above class reactor which are in successful operation for two (2) years prior to the date of Techno-commercial bid opening and have established manufacturing facilities for 400 KV class shunt reactors based on technological support of it#s Associate or Collaborator, can also be considered for manufacturing & supply of reactor specified under present package provided:-

(i)Associate or Collaborator meets the qualifying requirement stipulated at 1.1 above and provide a letter of undertaking, for satisfactory performance of the reactors supplied under this contract as per format given in the specification.

(ii)Reactor shall be of Collaborator#s/Associate#s design. Reactor shall be manufactured in line with manufacturing & assembly drawings of Collaborator/Associate and Collaborator#s/Associate#s drawings approved by NTPC.

(iii)Core coil assembly and final testing of the reactors shall be under the supervision of Collaborator/Associate.

2.0 The bidder should have executed any one of the following similar work during preceding seven years from the date of techno-commercial bid opening:

a)One similar order valuing not less than Rs 432 Lacs OR

b)Two similar orders each valuing not less than Rs 270 Lacs OR

c)Three similar order each valuing not less than Rs 216 Lacs

3.0 The average annual turnover of the bidder in the preceding three (3) financial years as on the date of Techno-commercial bid opening shall not be less than Rs 432 Lacs.

Notes:

a)Two different installations means two different project sites or two different contracts.

b)Equipment designed by the bidder by itself or through its Collaborator/Associate for reference plant shall also be considered meeting the requirement of design.

c)#Similar Work# means any work which includes design and manufacturing of 400 KV or above class transformer/220 KV or above class reactor.

d)While computing the annual turnover other income shall not be considered.

e)In case where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
