1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Mouda or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail Supply of MS & GI Pipes for NTPC Mouda

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

QUALIFYING REQUIREMENTS (QR) FOR BIDDERS: The bidders are required to fulfil the following:

PART A: MS Pipes

a)The bidder should be a manufacturer of MS Pipes of size up to 250 mm dia. or above

b)The bidder has to produce necessary manufacturing licence for the item specified and as per relevant IS codes (IS 1239 in case of MS pipes up to 200 mm dia and IS 3589 for MS pipes of 200 mm dia or above)

c)The average annual financial turnover of the bidder during the preceding three (03) financial years as on date of bid opening shall not be less than INR 37.00 Lakhs (Rupees Thirty Seven Lakhs Only).

d)The bidder should have successfully executed the supply of MS pipes of size up to 250 mm dia or above of the following values, during last seven (07) years as on the date of bid opening:

i)Single contract/order of value not less than Rs 15.00 Lakhs

ii) Two contracts/order of value not less than Rs 9.00 Lakhs each OR

iii) Three contracts/order of value not less than Rs 7.00 Lakhs each

PART B: GI Pipes

e)The bidder should be a manufacturer/authorised dealer of GI Pipes of size up to 100 mm dia. or above and as per relevant IS codes (IS 1239)

f)The average annual financial turnover of the bidder during the preceding three (03) financial years as on date of bid opening shall not be less than INR 11.00 Lakhs (Rupees Eleven Lakhs Only).

g)The bidder should have successfully executed the supply of GI pipes of size up to 1000mm dia or above of the following values, during last seven (07) years as on the date of bid opening:

i)Single contract/order of value not less than Rs 5.00 Lakhs

ii) Two contracts/order of value not less than Rs 3.00 Lakhs each OR

iii) Three contracts/order of value not less than Rs 2.00 Lakhs each

Also the bidders have the option to quote for MS pipes or GI pipes or a combination. The bidder has to meet the qualifying requirement specified for each of the parts quoted by the bidders. The evaluation and award shall be done seperately for each MS pipes & GI pipes.

For any combination, the annual turnover requirement shall be the aggregate of annual turnover requirements (specified for each part) of the parts quoted by the bidders.

NOTE: The word "executed" means that the bidder should have achieved the criteria specified in the above QR within preceding Seven (07) years period even if the contract has been started earlier and/ or is not completed/ closed.

B)Documents required for fulfillment of 'Qualifying requirements" with bidder self-attestation and for submission of 'TECHNICAL BID':

a) Copy of 'Affidavit for proprietorship/partnership deed/Article of association including changes if any', Copy of PAN, Copy of VAT/TIN registration with Sales Tax Authorities.

b) Copies of Purchase order and corresponding Invoices/Receipted Challan/ Delivery Challan/ LR/ RR/Final Inspection report/MDCC as a proof of having supplied the item.

c) Copy of Certificates to prove the manufacturing capacity for this item.

d) Audited Balance sheet / Certificate from Charted Accountant incorporating the turnover details during the last 3 financial years. e) All technical details of the offered item with supporting technical catalogue duly signed and attached with bid .

f)The bidder has to submit manufacturing licence for the item type specified as per relevant IS codes. NOTE: All the above documents are to be attached in the 'C folder, while submitting bid.

C)On scheduled Bid opening date, only the technical bid shall be opened. After assessment of QR data & other technical details as

submitted by bidder, QR & Technically qualified bidders shall be intimated for opening of their price bid later on.

D)Bidder should note that "ANY BID, NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY and NO DEVIATION CERTIFICATE IN A SEPARATE SEALED ENVELOPE SUBMITTED IN PHYSICAL FORM IN THE OFFICE OF NTPC-MOUDA BEFORE BID OPENING DATE, SHALL BE REJECTED BY NTPC AS BEING NON RESPONSIVE & TECHNICAL BIDS OF SUCH BIDDERS SHALL NOT BE OPENED ON SCHEDULED BOD.

E)Bid Documents can be downloaded from our web site http://www.ntpctender.com or https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart?sap-client=500&sap-language=EN on registration and online payment (Non-refundable tender fee) towards cost of bidding documents and the downloaded documents can be used for bidding purpose. The bid documents can also be obtained from the address given below by submitting a request on bidders own letterhead indicating that they will fulfill the QR of NIT and they shall submit relevant documents sought at pre para above along with Technical Bid. The request for bid documents by post or in person should be accompanied with the cost of Bid documents (Non #Refundable) in the form of Crossed account payee Bank Draft drawn in favor of #NTPC Limited# payable at SBI Mouda( Branch Code:04813). No other mode of payment is acceptable.Tender documents are not transferable.

Note: MSEs/NSIC/KVIC shall be issued the bidding doument free of cost and shall be exempted from submission of EMD on submission of relevant documents to NTPC Mouda.

Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

F)The last date for receipt of queries from bidders is mentioned in the bid invitation. Bidders are requested to submit all the queries in writing/email to reach NTPC prior to this date.

Any errata/addendum/corrigendum subsequent to this NIT shall not be published through press advertisement and the same shall be available only on our website www.ntpctender.com

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
