3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at DISTRICT: KARIMNAGAR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

SUPPLY OF WEAR PARTS FOR XRP-1003 BOWL MILLS

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

QR for Procurement of 27 sets of Wear Parts (Grinding rolls and Bull Ring segments) for BHEL make XRP-1003 type Coal Pulverisers operating at RSTPS .

In addition to satisfactory fulfillment of the Qualifying requirements stipulated in clauses 1.1 or 1.2 or 1.3 , 1.4 and 2.0, Section # ITB (Instructions to bidders) of Bid documents, shall also apply:

1.1. The bidder should be a manufacturer of vertical type coal pulverisers and should have supplied such coal pulverisers to at least two(2) no.s coal fired Units, each of 200MW or Higher Capacity, located at two different Power Stations and which are in successful operation for at least two(2) years prior to the date of techno commercial bid opening with the same type of grinding rolls (Centrifugally Cast Ni Hard type or carbide insert type or weld overlay / high chrome type or sinter cast type, using one or more grinding roll sets) as offered by the Bidder.

1.2(a) The bidder should be a manufacturer of the type of grinding rolls (Centrifugally Cast Ni-Hard type or Carbide insert type or weld overlay / high chrome type , sinter cast type) as offered by them and should have supplied at least 150 (One Hundered and Fifty)Nos. of 50 (Fifty) inch or higher size such type grinding rolls and at least 50(Fifty) sets of such type bull ring segments for XRP / Raymond bowl type of coal pulverisers during last three years prior to the date of techno commercial bid opening.

AND

1.2(b) The Bidder should either himself or through a company / agency in which he has controlling stake, own following manufacturing & testing facilities for use by the bidder for manufacturing of the grinding rolls. (Bidder to furnish proof of ownership of the facilities along with his bid).

Manufacturing Facilities:

a)Induction / Cupola / Induction Arc Furnace for melting iron 1.0 T and above.

b)Machining facility for inside bore.

c)Centrifugal casting machine to accommodate grinding rolls of over 2500 Kg (in case bidder is offering Ni-hard rolls).

Testing Facilities:

a)Chemical Composition testing.

b)Micro Structure testing.

c)Ultrasonic testing machine to check tread to core bond.

d)Ultrasonic testing machine to check tread thickness.

e)Inside Micrometers to check inside taper measurement.

f)Magnetic particle testing machine.

g)Spectrometer / spectrogram.

h)Hardness Testing.

1.3 The bidder should be a manufacturer of grinding rolls for vertical type coal pulverisers and should have supplied at least 50 (Fifty) Nos., of grinding rolls and 17(Seventeen) sets of bull ring segments for vertical type coal pulverisers and should have an ongoing collaboration / license agreement with a manufacturer who meets the qualifying requirements as stipulated at Clause 1.2 (a) above. In such a case bidder along with his Collaborator shall furnish a Deed of Joint Undertaking (DJU) for successful performance of the grinding elements* offered by him. Further ,Bidder should have manufacturing and testing facilities as per 1.2(b) above and shall offer only the type of grinding rolls (i.e. Centrifugally Cast Ni Hard type or carbide insert type or weld overlay / high chrome type, sinter cast type rolls)) for which his Collaborator is qualified.

Note: Bidder is requested to clarify and stipulate hereunder, the route under which the qualification is being sought. Bidder is also required to submit along with the bid all necessary documents to establish bidder's qualification.

1.4 The Bidder should have successfully manufactured and supplied #Vertical Coal pulverisers# or #Grinding elements* for #coal mills# during the last 7(seven) years prior to the date of techno commercial bid opening as per the following criteria.

a) Single Contract of value not less than Rs. 543 Lakhs. OR

b) Two Contracts of value not less than Rs. 339 Lakhs each. OR

c) Three Contracts of value not less than Rs. 271 Lakhs each.

Remarks:- * Grinding Elements means Bull Ring Segments and Grinding Rolls.

2.0Financial Criteria:-

2.1The average annual turnover of the Bidder, in the preceding three (3) completed financial years as on the date of bid opening shall not be less than Rs.679 Lakhs. (INR Six Hundred and Seventy Nine Lakhs only).

Notes:

a)Other income shall not be considered for arriving at annual turnover.

b)The word #executed / supplied#, means that the bidder should have achieved the progress specified in the QR para 1.4 above even if the total contract is not completed /closed. The same shall be supported by documentary evidence issued by the owner/employer.

c)In cases where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Charted Accountant shall also be considered acceptable. In case, Bidder is not able to submit the certificate from a practicing Charted Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
