NTPC Limited invites bids from eligible bidders for CONSTRUCTION POWER SUPPLY PACKAGE FOR NTPC PUDIMADAKA STPP (4 X 1000 MW), PUDIMADAKA, VISAKHAPATNAM (Dt), ANDHRA PRADESH on Single Stage Two Envelope bidding basis with Reverse Auction as per the Scope of Work mentioned hereunder.

Brief Scope of Work :-










The brief scope of work shall include Design, manufacturing, Supply, erection, testing and commissioning of construction power supply system consisting of 33/11KV sub station with 11 KV Ring main unit(RMU), 33/11KV transformers,11 KV RMU,Associated . LT packaged substations, Ring main header, lighting masts and all associated civil works like foundations for transformer, RMU, LT Packaged substation, fencing, etc. complete as per technical specifications and bill of materials under the Contract Package as per NTPC Bid Documents.

3.0.0

BID SUBMISSION






3.1.0

  1. The bid shall be opened in Two Stages-

(i) FIRST Stage : Techno-commercial Bid (Date of opening as

mentioned above)

(ii) SECOND Stage: Price Bid (Date of opening to be informed later)






    1. Bids shall be submitted online and opened at the address given below. Bidder shall furnish Bid Security, No Deviation Certificate, Power of Attorney, Integrity Pact and Letter of Undertaking separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.


  1. As per the provisions of Bidding Documents, the bidders shall submit “Techno-Commercial Bid and Price Bid”, within the bid submission date and time as mentioned above. Techno-Commercial bid will be opened on the same date and time as specified at para 2.0.0 above.

  1. All bids must be accompanied by Bid Security/ Bid Guarantee for an amount of Rs. 24,65,000/- (Rupees Twenty four lakh sixty five thousand only) in Indian Rupees , as stipulated in the Bidding Documents.


  1. Bids without requisite Earnest Money Deposit (EMD) / Bid Security will not be considered for opening and will be rejected as non-responsive and off-line documents returned to the bidders without being opened.


  1. The Price Bid opening date shall be intimated separately by NTPC to those bidders who have been considered qualified and whose Techno-Commercial Bids have been found to be responsive.







4.0.0

  1. QUALIFYING REQUIREMENTS FOR BIDDERS :

  2. In addition to satisfactory fulfillment of the Qualifying Requirements stipulated in ITB (Instruction to Bidders), the following shall also apply:


4.1.0

TECHNICAL CRITERIA:


4.1.1

  1. (i) The Bidder should have executed 33/11 KV or above rating Substation(s) works consisting of 33 KV or above rating Circuit Breakers, Power Transformers, HT cables and Terminations. The Scope of work should necessarily include Engineering, supply, installation, testing & Commissioning.


AND

  1. (ii) The Bidder should have executed works of 11 KV or above rating overhead lines along with 415 V Switch Gears, LT Transformers. The Scope of work should necessarily include Engineering, supply, installation, testing & Commissioning.

  2. The works at 4.1.1(i) & 4.1.1(ii) put toether should have been executed in one or two separate contracts.

4.1.2

The bidder should have executed works at 4.1.1(i) & 4.1.1(ii) above, during the last seven (07) years as on date of techno commercial bid opening in one or two separate contracts with individual or combined contract price not less than Rs. 985 lakhs( Rupees Nine hundred and eighty five lakhs only).

4.1.3

In clauses 4.1.1(i), 4.1.1(ii) & 4.1.2 above, the word “executed” means, the bidder should have achieved the criteria specified in the QR within the preceding seven(7) years period even if the contract has been started earlier and/or is not completed/closed. The same shall be supported by documentary evidence issued by the owner/employer.

4.2.0

FINANCIAL CRITERIA

4.2.1

T The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid opening, should not be less than INR 1232 Lakhs (Indian Rupees twelve hundered and Thirty two lakhs Only)

4.2.2

T The Net Worth of the bidder as on the last day of the preceding financial year should not be less than 100% of its paid-up share capital as on the last day of the preceding financial year. In case the Bidder meets the requirement of Net worth based on the strength of its Subsidiary(ies) and/or Holding Company and/or Subsidiaries of its Holding Companies wherever applicable, the Net worth of the Bidder and its Subsidiary(ies) and/or Holding Company and/or Subsidiary(ies) of the Holding Company, in combined manner should not be less than 100% of their total paid up share capital. However individually, their Net worth should not be less than 75% of their respective paid up share capital. For Consortiums/Joint Ventures, wherever applicable, the Net worth of all consortiums/Joint Venture members in combined manner should not be less than 100% of their paid up share capital however individually, their Net worth should not be less than 75% of their respective paid up share capitals.

4.2.3

In In case the bidder is not able to furnish its audited financial statements on stand-alone entity basis, the un-audited unconsolidated financial statements of the Bidder can be considered acceptable provided the Bidder further furnishes the following documents for substantiation of its qualification:

i) Copies of the un-audited unconsolidated financial statements of the Bidder along with copies of the audited consolidated financial statements of its Holding Company.


ii)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed with the bidding documents, stating that the unaudited unconsolidated financial statements form part of the consolidated financial statements of the Holding Company.











In cases where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

4.2.4

In In case the Bidder does not satisfy the financial criteria, stipulated at clause 5.1 and/or clause 5.2 above on its own, its Holding Company would be required to meet the stipulated turnover requirements at clause 5.1 above, provided that the net worth of such Holding Company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the Holding Company. In such an event, the Bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from its Holding Company, supported by the holding company's Board Resolution of the Holding Company, as per the format enclosed in the bidding documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award


Notes for Financial Criteria:


  1. Net Worth means the sum total of the paid up share capital and free reserves. Free reserves means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of assets, write back of depreciation provisions and amalgamation. Further, any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves & surplus.

  2. Other income shall not be considered for arriving at annual turnover.




5.0.0

OTHER GENERAL REQUIREMENTS

The bidder shall submit the following documents towards proof for meeting the qualifying requirements along with their bid:-

Details and brief description of Projects/Order copies, corresponding completion certificates etc and other documentary evidences for meeting the requirements at Clause 4.0.0 above.

6.0.0

REQUIREMENTS FOR REQUEST OF BID DOCUMENTS:

6.1.0

The prospective bidders are requested to visit www.ntpctender.com site and get acquainted with e-tender procedure.


A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Secunderabad/Hyderabad or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart ).

For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site (Guidelines to Bidders) as well as at NTPC tender site (www.ntpctender.com). First time users, not allotted any vendor code are required to approach NTPC at least three working days prior to last date of tender fee payment along with duly filled- in questionnaire available at Pre-requisite tab under 'e-tender' at ntpctender.com for issue of vendor code and SRM user id/ password.

6.2.0

Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below. Bidder shall furnish Bid Security, No Deviation Certificate, Power of Attorney and Letter of Undertaking separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.

6.3.0

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit.


6.4.0

Prospective bidders from U.P. state are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.

6.5.0

NTPC reserves the right to reject any or all bids or cancel/ withdraw the Invitation For Bids without assigning any reason; whatsoever, and in such case no bidder/ intending bidder shall have any claim arising out of such action.

6.6.0

NTPC Limited reserves the right to accept/ reject any or all applications / bids in part or full.

6.7.0

The bidder along with bid must submit documentary evidence in support of meeting qualifying requirements such as Copy of Balance sheet and Profit & Loss account for the specified period, Proof of orders being executed, NSIC certificate wherever applicable, BIS certificate, Registration certificate with department of industries, etc.

7.0.0

IMPORTANT INFORMATION TO BIDDER

i)

The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway through SRM (e-bidding) for making payment towards cost of bidding documents. On successful payment of cost of bidding documents and the details, the prospective bidder shall be authorized to download the bidding documents and the details of the prospective bidder shall be stored by the system.
