1.0NTPC Limited invites online bids on Single Stage Two Envelope bidding basis (Envelope-1: Techno-Commercial Proposal & Envelope-2: Price Proposal) from eligible bidders for “CONSTRUCTION OF PERMANENT FIELD
HOSTEL (BACHELOR) AT GADARWARA STPP, STAGE-I AT GADARWARA at NARSINGHPUR District, State of M.P., India, as per the scope of work mentioned hereinafter.

As per provisions of bidding documents, the bidders shall submit online, “Techno- |

Commercial Proposal” in C-folder and “Price Proposal” in ITEM DATA, within the bid |
|
submission date and time as mentioned above. Only Techno-Commercial proposals |
|
will be opened on (06.10.2015) at 15.30 hrs (IST). |
|
|
|
The date of opening of Price Proposal shall be intimated separately by NTPC |
|
after completion of evaluation of Techno-Commercial Proposal. |

|
Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.
4.0All the bids must be accompanied by Bid Security for amount equivalent to Rs.5,24,000/- (Rupees Five Lac Twenty Four Thousand only). ANY BID NOT
ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.
5.0Qualifying requirements:
The bidders are required to fulfill the following:
a)The Average annual turnover of the bidder during financial years 2012-13, 2013-14 and 2014-15 should not be less than INR 1.97 crores.
b)The bidder should have executed at least one Civil construction work of single or multistory building with RCC framed structure of value not less than Rs. 43.00 Lakh in a single order, directly under, “PSU”/ joint venture of PSU / ”Govt. Department”/ ”Quasi Govt. Department” / ”Public Limited Company”, during Last seven years ending with June’2015.
c)The bidder should have executed the work(s) of Civil discipline or civil maintenance directly under, “PSU”/ ”Joint Venture of PSU” / ”Govt. Department”/ ”Quasi Govt. Department” / ”Public Limited Company”, During last seven (07) years ending with June 2015, with following executed value(s) of contracts:
(i)One (01) similar executed work costing not less than INR 2.09 crores
OR
(ii)Two (02) similar executed work costing not less than INR 1.31 crores each

NOTES:
Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/ his collaborators/ associates/subsidiaries/group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

6.0NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the subject package without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.
7.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account payee demand draft in favour of NTPC Ltd., Payable at Gadarwara (M.P.) or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user ID and Password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnaire for issue of vendor code and SRM user ID/ Password.
8.0
a)Small Scale Industries registered for similar work with the National Small Scale Industries Corpn. shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer / Ist Class Magistrate / notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.
b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.
c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / DGM (CS) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the e-tendering.

10.0Transfer of Bidding Documents purchased by one intending bidder to another is not permissible. NTPC takes no responsibility for any loss/delay/non-receipt of applications / tenders sent by post.
