3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at BIJAPUR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

The works to be performed under this specification includes the design, engineering, construction, fabrication and erection, providing all labour, materials, consumables, construction equipment, temporary works, temporary storage sheds, temporary site offices, construction plants, fuel supply, tools and plant, scaffolding, supplies, transportation, all incidental items not shown or specified but reasonably implied or as necessary for successful completion of the works including contractor#s supervision and in strict accordance with the drawings and specifications including revisions and amendments there to, as may be required during the execution of PREFABRICATED FIELD HOSTEL-III 2 No#s and DINING HALL 1 No#s (DOUBLE STOREYED) along with attached toilets, stores, kitchen, including RCC foundation for pre engineered structure, plinth beams etc. , wall cladding, roofing and false ceiling, insulation, flooring, skirting and dado, service platforms, doors and windows, cupboards, sanitary installations and plumbing, electrification, Air-conditioning ,IT related works, Plinth protection and surface drains etc

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

7.0 Qualifying Requirements

The bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfills the Qualifying Requirements stipulated hereunder:

7.1 The bidder should have supplied and erected a minimum of two storied #Prefabricated structures or Pre-engineered steel structures# during the last seven (07) years, meeting any of the following criteria as on the date of techno-commercial bid opening in

a. Single contract of value not less than Rs. 500 Lacs. OR

b. Two contracts of value not less than Rs. 313 Lacs each. OR

c. Three contracts of value not less than Rs. 250 Lacs each.

Note: Supply and erection of MS bunk houses will not be considered as qualifying works

7.2 Financial criteria for Bidder:

7.2.1The average annual turnover of the Bidder in the preceding three (3) financial years as on the date of techno-commercial bid opening shall not be less than Rs.625 Lacs (Rupees Six Crore Twenty Five Lacs only).

7.2.2In case the bidder does not satisfy the financial criteria, stipulated at Cl. 7.2.1 above on its own, it#s holding company would be required to meet the stipulated turnover requirements at Cl. 7.2.1 above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the holding company. In such an event, the bidder

would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the holding company, supported by Board Resolution, as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the bidder in case of award.

7.2.3The net worth of the Bidder as on the last day of the preceding financial year should not be less than 100% of the paid-up share capital. In case the Bidder meets the requirement of Net worth based on the strength of its Subsidiary(ies) and / or Holding Company and / or Subsidiaries of its Holding Companies wherever applicable, the Net worth of the bidder and its Subsidiary(ies) and / or Holding Company and /or Subsidiary(ies) of the Holding Company, in combined manner should not be less than 100% of their total paid up share capital. However individually, their Net worth should not be less than 75% of their respective paid up share capitals. For Consortiums / Joint Ventures, wherever applicable, the Net worth of all Consortium / Joint Venture members in combined manner should not be less than 100% of their paid up share capital. However individually, their Net worth should not be less than 75% of their respective paid up share capitals.

7.2.4In case the bidder is not able to furnish its audited financial statements on stand-alone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder further furnishes the following documents in substantiation of its qualification.

(i)Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

(ii)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the bid documents, stating that the unaudited unconsolidated financial statements form part of the Consolidated Annual Report of the company.

7.2.5 In cases where audited results for the last financial year as on the date of techno-commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years

preceding the last financial year shall be considered for evaluating the financial parameters.

NOTES:

(i)Net worth means the sum total of the paid up share capital and free reserves. Free reserves means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Further any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.

(ii)Other income shall not be considered for arriving at annual turnover.

As a proof of meeting the qualifying requirements, the scanned copies like authentic purchase order/Letter of Award (LOA),

completion certificates, agreements/contracts etc. will be required to be uploaded in the C-folder.

Exemption of Tender Fee/EMD/Bid Security for MSME/Small Scale Industries :

a) MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with Directorate of Industries, Karnataka State are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with copy of certificates self attested.

b)MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, Karnataka State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Karnataka State Directorate of Industries.

c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (CS) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the e-tendering.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
